4.A. Recognition of Certificated Staff
Quick Summary / Abstract:

Presentation of Shining Star Certificates to don Bruce, Mrs. Caroline Esdaile, and Ms. Delaney Sullivan, Vista de Las Cruces School teachers for their collaboration and dedication to connect academically and socially with all students with the 2020-2021 opening of school with a Flexible and Remote Distance Learning Day. 

4.B. Recognition of Community and Parent Volunteers
Quick Summary / Abstract:

During the first two weeks of school and while her children are involved with on-line learning, Lorena Martinez, parent of Vista de Las Cruces School students, has volunteered on campus with sorting textbooks, library books, pre-school materials, and other instructional materials to help in organizing for a safe, clean classrooms.

On Saturday, August 22 at 6:30 a.m., 4 parents/community members met at the school to weed whack and clean outdoor classroom patios.  The Vista Volunteers provided coffee and donuts to Katie Cota, Khara McKeen, Kit Boise-Cossart, and Stephanie Mathis.  


4.C. Wallace Foundation Update for Waste Management System
Quick Summary / Abstract:
The Board of Trustees approved the conceptual design of the waste water management system at the August 4, 2020 meeting. Subsequent to the approval, modifications from an electrical design to a gravity design was completed as requested by the Board for consideration.  The gravity design along with updated projected costs and next steps with timelines will be presented by Shannon Jessica and Julie Avnit.

4.D. Public Hearing for Learning Continuity and Attendance Plan
Quick Summary / Abstract:
The Board President will conduct a public hearing to receive comments from the public regarding the Vista Del Mar Union School District Learning Continuity and Attendance Plan.
Rationale:

A public hearing will be held on Tuesday, September 8, 2020 at a regular meeting of the Vista Del Mar Union School District Board of Trustees to receive input or comments pertaining to the Learning Continuity and Attendance Plan.  The meeting will be held at 5:30 p.m. via zoom. 

After public testimony is heard, the Board President will "close" the Public Hearing and immediately resumed to the regular Board Meeting. 

 
4.E. Vista Del Mar Union School District Learning Continuity & Attendance Plan
Quick Summary / Abstract:

Senate Bill 98 (SB 98) established the Learning Continuity and Attendance Plan (Learning Continuity Plan), which is intended to balance the needs of stakeholders, including educators, parents, students, and community members, while streamlining meaningful stakeholder engagement.  The Learning Continuity Plan replaces the Local Control Accountability Plan (LCAP) for the 2020-2021 school year. The Plan is intended to memorialize the planning process that began over the summer for 2020-2021 school year.  All schools districts in California are required to complete the Learning Continuity Plan given the impact of the COVID-19 pandemic on California's school communities.

Specifically, a school district shall:

  • Solicit recommendations and comments regarding the specific actions and expenditures proposed to be included in the Learning Continuity Plan, using the most efficient method possible.
  • Provide an opportunity to submit written comments regarding specific actions and expenditures proposed to be included in the Learning Continuity Plan.
  • Present the Learning Continuity Plan to stakeholders representing parents, students, staff, and community members. 
  • Present the Learning Continuity Plan to the community at a public hearing of the governing board of the school district for review and comment. (Scheduled for Tuesday, September 8.)
  • Adopt the Learning Continuity Plan in a public meeting of the governing board of the school district. (Scheduled for Tuesday, September 29.)

6.A. Approval of Vista Del Mar Union School District Certification Of Unaudited Actuals
Quick Summary / Abstract:

In accordance with Education Code §42100, governing boards must annually review the Unaudited Actuals and approve that financial information as presented on the forms prescribed by the Superintendent of Public Instruction prior to September 15th each year.

Reported revenues, expenditures and inter-fund transfers were in accordance with the multi-year financial plan to ensure fiscal solvency for all funds.  The District has achieved unrestricted reserves which exceed the requirements for a district our size.  All funds have positive ending fund balances.

The attached information has not yet been audited and it is possible that there could be adjusting entries if any significant entries were missed in the closing process.  However, staff has made an intensive effort to make sure that this report is as accurate as possible.

6.B. Approval of Resolution #2021-04 To Establish the 2019-20 Gann Limit
Quick Summary / Abstract:
In November 1979, the California electorate passed Proposition 4, commonly referred to as the “GANN Amendment,” to the California Constitution.  The GANN Amendment requires government agencies to adopt an expenditure limitation based upon their appropriation in the 1978-79 fiscal year, adjusted by the annual changes in the consumer price index (CPI) and annual changes in population.

SB 98 and AB 198 require the recalculation of the limit and funds subject to the limit.  Prior to the advent of Proposition 98, both the Department of Education and the Department of Finance estimated local education agencies appropriations limits and appropriations subject to the limit.  The state forms have been prepared for review and approval.

6.C. Approval of Resolution 2021-05 To Authorize Temporary Borrowing Between Funds for Cash Flow Purposes
Quick Summary / Abstract:
In accordance with EC 42603.1 provisions, the authorization for the fiscal year 2020-21 to temporary transfer moneys between any and all part of the district's funds up to 85% of the lending fund's balance as needed for temporary cash flow borrowing purposes provided that all transfers are approved and reported to the board at the next possible public board meeting.

The Board President will conduct a public hearing to receive comments from the public regarding instructional materials used in the Vista Del Mar Union School District.
Rationale:

Adoption of Resolution 2021 - 06 "Sufficiency of Instructional Materials"

A public hearing will be held on Tuesday, September 8, 2020 at a regular meeting of the Vista Del Mar Union School District Board of Trustees to receive input and/or comments from the public pertaining to the sufficiency of Pupil Textbooks and Instructional Materials.  The meeting will be held at 5:30 p.m. via zoom address posted on the district board agenda website.  In order to receive funding in this area, the Vista Del Mar Union School District is to assure that each pupil of the District has sufficient textbooks and instructional materials in each subject area that are consistent with the content and cycles of the curriculum frameworks adopted by the State Board of Education.

After the public testimony is heard the Board President will "close" the Public Hearing and resume to continue with the Board meeting.  

 
6.E. Approval of Resolution No. 2021-06 Sufficiency of Instructional Materials
Quick Summary / Abstract:
In accordance with Ed. Code 60452(b) and the Williams Lawsuit Settlement, a public hearing was conducted as to the sufficiency of our instructional materials.  Current Considerations:  Resolution No 2021-06 establishes the steps and procedures to ensure the availability of textbooks and instructional materials.

6.F. Approval of Agreement with Julie Avnit, Facilities Consultant for Facilities Financial Hardship Application
Quick Summary / Abstract:

During the 2019-2020 school year, Julie Avnit was contracted on September 30, 2019 to pursue the Facilities and Financial Hardship application for the design of a Wastewater Treatment Plant with the scope of work not to exceed $5425.00.

  • Obtain proposals  and/or commitments to begin the application and to assist to line up the vendors and coordinate what was needed from each vendor. 
  • By request in 2019-2020 to research a similar state funding program called financial hardship. This state program in conjunction with the facility hardship program, had the potential to provide almost the entire cost from the state, not just the 60%. 
  • A review and analysis of specific District documentation regarding facilities funding, or the lack thereof, and other criteria from the state that had to be met to see if the District could qualify for the additional assistance, which the District did not qualify.
  • Calls with all parties to coordinate efforts with the district and the vendor about test results, design analysis, potential options for the new system . This led to the drywell system that Wallace Group has designed, reviewed the percolation test results, and provide information as required for the County forms. 
  • Requested during 2019-20 to prepare a final expenditure report required by the State for the potable water project that the District received funding for. This included the review of District expenditure printouts for eligible costs in order to complete the state forms and prepare forms for signatures and submission to OPSC by the District.

The 2020-21 Agreement is a renewal for Julie's continued services to complete the application for the Facility and Financial Hardship application for the Wastewater Treatment Plant not to exceed $4500.00. Julie's qualifications and experiences includes the understanding the regulations related to the allocation of funding for facilities which prioritizes the Wastewater as a hardship issues related to "Life/Safety" and the consideration for the district "Financial Hardship", Continuing her services to support the application for the district to secure state funding 60% of total cost of the Wastewater Treatment Plant Design to eliminate the current "hold and haul" temporary plan. In a previous contractual agreement, Julie assisted the District in qualifying and receive over $80,000 toward the potable water project.

6.G. Approval of Short-Term At-Will Employment Agreement
Quick Summary / Abstract:
Beth Wilson served as Interim Fiscal Manager beginning July 25, 2020 with a short-term at-will agreement not to exceed twenty-five (25) days.  To continue to receive her services to support the fiscal operations of the school district, the renewal is of her short-term at-will agreement for twenty (20) additional days.
