Subject to Board policy, the President of the Board will allow any individual or group representative to address the Board on any subject not covered by an item on the agenda under Public Comments/Staff Comments.

In order to efficiently manage the business of the Board, The Board President may limit the amount of time allocated for public testimony for each individual speaker to three minutes, and to limit the total time allocated on a particular issue to twenty minutes, pursuant to Board Bylaw 9323. Any materials required by law to be made available to the public prior to the meeting of the Board of Trustees can be inspected at the following address during normal business hours. 9467 San Julian Road, Gaviota.

5.1. Recognition of Volunteers
Quick Summary / Abstract:
Gabby Medina Flores and 8 staff members of Quality Maids Inc. donated their service to deep clean the house that is on the school's property.  Gabby Medina Flores, Febel Ramirez, Maria Morales, Cecilia Garcia, Gloria Castro, Ulises Padila, Sam Padila, and Maricel Vargas all joined together to support the project.

6.1. Every Student Succeeds Act (ESSA) Comprehensive Support and Improvement (CSI)
Quick Summary / Abstract:

The Every Student Succeeds Act (ESSA) (federal accountability)  requires state educational agencies (state accountability) to determine school eligibility for comprehensive support and improvement (CSI).

The CA Dashboard of 2018-19 identified Vista de Las Cruces School eligibility for funding up to $170,123.   Vista de Las Cruces School meets the criteria for CSI. Vista Del Mar Union School District will implement a plan to improve student outcomes. The plan will be developed between now and January of 2021 using the CSI prompts to support the action steps and accountability measures.

Because Vista de Las Cruces met the criteria for the CSI to develop and implement CSI prompts within the Single Plan for Student Achievement (SPSA) to improve student outcomes, the Santa Barbara County Office of Education (SBCOE) also plays a role in providing technical assistance and support to support the school.

SBCOE has approved the CSI Prompts Form that was submitted for the support to Vista de Las Cruces School.  SBCOE will forward Vista Del Mar Union School District support to the Vista de Las Cruces School to California Department of Education (CDE)  and the State Board of Education (SBE). 

Background: As a result of COVID–19, Senate Bill 98 eliminated the LCAP for the 2020–21 school year. In order to meet CSI plan approval requirements, LEAs with schools identified for CSI on the 2019 California School Dashboard (Dashboard) were required to complete the 2020–21 CSI Prompts Form and submit to its SBCOE for review and approval.   

The 2020–21 CSI Prompts serve as the mechanism by which the SBE approves CSI plans. Between now and January, Vista Del Mar Union will be completing the Single Plan for Student Achievement using the CSI Prompts to report to the SBE how it developed and is implementing and monitoring its CSI plans.

The three CSI Prompts will be addressed in the Plan Summary section of the 2021–22 LCAP, scheduled to be completed in the spring of 2021.

6.2. Public Hearing Under Government Code 4217.12 Addressing Agreement For Energy Conservation Facility
Quick Summary / Abstract:

On October 13, 2020, the board of Education posted a Notice of Public Hearing identifying the need to install equipment to finish the Photovoltaic Array and interconnection with PG& E.  This public hearing is to address the energy services contract that was made available at the time of the notice was posted, the cost for the work, and energy savings that is anticipated.

7.2. Santa Barbara County Interagency Agreement Transportation Plan for Foster Care Youth
Quick Summary / Abstract:

This agreement would help students continue attending their home school if they were placed in foster care and the home was located outside of the district.  Or vice versa, if a student is placed in foster care in a home in the district, the agreement helps the student continue attending his/her home school instead of transferring.  This agreement fulfills the mandate for districts to collaborate with child welfare to develop and implement procedures governing how transportation will be provided to maintain students in foster c are in their school of origin per 20USC 6312(c) (5).

8. ACTION ITEMS
8.1. Approval of Agreement with Well Driller
Quick Summary / Abstract:

The Waste Management design was submitted to the County by the Wallace Group. The County has required that at least one full-scale well be drilled and tested before they will approve the waste management system design and provide a permit.  Attached is the proposal for one full-scale well to be drilled and in part with the soils engineer to do the water testing of a the full-scale, once the well is drilled.

8.2. Adoption of Learning Continuity & Attendance Plan with Technical Changes Completed
Quick Summary / Abstract:

In August and September stakeholders in Vista Del Mar Union School District participated in the planning and preparation by creating a Learning Continuity and Attendance  Plan (LCP),as required of all California school districts by Senate Bill 98 (SB 98). This plan replaces the Local Control and Accountability Plan (LCAP) for the 2020-21 school year.  The LCP was brought to the Board for adoption at the September 29th special board meeting. 

Subsequently, The Santa Barbara County Education Office (SBCEO) has received and reviewed Vista’s plan,  adopted at the September 29, 2020 board meeting. Per Education Code 43509 section (c)(1),  the county superintendent of schools may submit recommendations, in writing, for  amendments to the Learning Continuity and Attendance Plan by October 30, 2020. The  governing board of a school district shall consider the recommendations submitted by the  county superintendent of schools in a public meeting within 15 days of receiving the  recommendations. 

SBCEO staff provided minor technical recommendations:  

• Adjust the Minimum Proportionality Percentage (MPP) and the Increased  Apportionment dollar amount on the final page of the plan to match the latest  calculation for projected Supplemental and Concentration revenue for the 2020-2021  fiscal year.  

• Clarify the expenditures within the plan to indicate whether they are principally  directed to English Learners and students from low income families (YES) or if those  expenditures are related to strengthening the core program (NO).  

• Clarify the required descriptions on pages 22 and 23 to include all elements of the  prompts in the explanations.  

If the Vista Del Mar Union School Board adopts these recommended changes, the Superintendent/Principal will resubmit the LCP to SBCEO and post the adopted Learning Continuity and Attendance Plan  prominently on your district’s web page pursuant to the requirement of Education Code  sections 52065 and 47606.5. 

BACKGROUND:  The LCP was created to balance the needs of stakeholders, including educators, parents,  students, and community members, while streamlining the stakeholder engagement process  and condensing several preexisting plans. The LCP document is intended to memorialize the  district’s planning process, which started last spring and continued into this school year. In  particular, it seeks to combine the Increased and Improved Services requirement of the LCAP  with the ongoing need for districts to formally plan for the 2020-21 school year in the midst of  the uncertainty caused by the COVID-19 pandemic.

Quick Summary / Abstract:

California Public Health and Santa Barbara County Public Health provided a guide for the district to identify measures and steps and create a written outline to ensure best safety practices prior to reopening the school due to COVID-19.

8.5. Adoption of Resolution No 2021-08 Authorizing Solar Agreement with Sun Pacific Pursuant to Government Code Section 4217.12Was edited within 72 hours of the Meeting
Quick Summary / Abstract:

This resolution reviews the energy savings that will be generated and the savings that is anticipated under an agreement with Sun Pacific to complete the work that was left incomplete by Johnson Controls for a solar field.  It is anticipated that the completion of the solar connections to PG&E will allow the District to generate savings of at least $28,481.87 each year.  This savings is significantly more than the cost for installation of $42,000.

8.6. Approval to Enter Into Agreement with Sun Pacific to Complete the Photo Voltaic Array and Interconnection with PG&E
Quick Summary / Abstract:

The District intends to enter into an agreement with Sun Pacific at a cost of $42,000 to complete the installation of the Photovoltaic Array and interconnect the solar array wit PG&E.  This work includes the installation of a meter, main, transformer and the work required to complete the solar array and generate energy savings.
