.IV.A. Review of SMMUSD's Project Based Learning (PBL) Implementation Plan
Rationale:

On December 18, 2018, the Superintendent’s Working Committee provided the Board of Education with a brief on its purpose and process, key learnings from relevant research, and SMMUSD’s current implementation of Project Based Learning (PBL). As part of this discussion, the board was presented with a comprehensive PBL implementation plan that identified four components:

  1. Expand PK-12 PBL Professional Development Opportunities for Teachers;
  2. Strengthen High School College and Career Learning Pathways;
  3. Develop Capstone Learning Experiences; and
  4. Launch 9th Grade PBL Student Cohort.

Tonight's presentation will provide the board more information regarding the implementation plan, with a specific focus on the Capstone Learning Model.  In the presentation staff will also include an update on the 9th grade PBL cohort.

 
Minutes:
Staff answered board members’ questions regarding the Capstone program, including: the types of teachers assigned to the classes, how classes will be taught, the credits assigned with each course, how the capstone curriculum will be developed, how partnerships could be developed with industry experts, how Malibu students could participate, and which teachers are participating in the training.

Following the presentation and discussion, the board gave unanimous direction to staff to move forward with Capstone plan. They requested that staff: invite board members to the next site visit to the Olympic HS campus, consider a Malibu piece of the program, and provide quarterly updates to the board.

Staff answered board members’ questions regarding the PBL update, including how the district is reaching out to particular groups of students. The board requested to see the information that is being shared with students during the 8th grade meetings.

Rationale:

The Santa Monica-Malibu Unified school district is eligible to receive funding under the Low Performing Students Block Grant to serve pupils identified as low-performing on state English language arts (ELA) or mathematics assessments who are not otherwise identified for supplemental grant funding under the local control funding formula or eligible for special education services, as specified in Education Code (EC) Section 41570(d). This is a new state grant program established by Assembly Bill 1808 in June 2018. Funding for the grant is allocated in the 2018-19 school year and is available for expenditure or encumbrance through the 2020-21 fiscal year.

The funding allocation for Santa Monica-Malibu Unified School district was based on the 2016-17 student count, not included in the unduplicated pupil groups (low-income, foster youth, English learners), and not identified for special education services, who did not meet standard (level 1), on the most recent CAASPP assessment, in ELA and mathematics or did not meet standard in one of those areas and either nearly met standard (level 2) in the other area, or did not have a valid score in the other area.

As a condition of receiving an apportionment, the school district is required to develop a plan describing how the funds will increase or improve evidence-based services for the identified pupils to accelerate increases in academic achievement, and how the effectiveness of the services will be measured. The plan must be discussed and adopted at a regularly scheduled meeting of the LEA's governing board.

It was moved by Mr. Foster, seconded by Ms. Leon-Vazquez, and voted 7/0 to adjourn the meeting at 5:58 p.m. The next meeting is a regular meeting is scheduled for Thursday, February 7, 2019, at 5:30 p.m. in the Malibu City Council Chambers: 23825 Stuart Ranch Road, Malibu, CA.
