Background Information

Chico Unified School District’s (CUSD) principal apportionment of revenue is based on student Average Daily Attendance (ADA). Enrollment is the best indicator of ADA. CUSD is monitoring enrollment on a monthly basis to assist in financial projections, staffing requirements and facility capacity needs.

Rationale:

Background Information

Through various workshops and speakers at the conference, youth will be able to come up with ideas on how to make their school climate inclusive to all and a positive experience for all.  They will discuss issues that the youth think they are currently facing and learn how to help overcome those issues.  In addition, participants will get to hear tactics about marijuana, opioids, vaping and underage drinking prevention.  Students will be able to come back and share what they learned with their school and community.

Fiscal Implications

Cost is $50 for each student wanting to participate and will be covered by funds raised by the Friday Night Live Club.

Educational Implications

Per Board Policy 3600, the Board of Education authorizes the use of consultants/independent contractors to provide expert professional advice or specialized technical or training services which are not needed on a continuing basis and which cannot be provided by district staff because of limitations of time, experience or knowledge. Individuals, firms or organizations employed as consultants may assist management with decisions and/or project development related to financial, economic, accounting, engineering, legal, administrative, instructional or other matters.

Educational Implications

Per Board Policy 3312 Contracts, the Governing Board recognizes its responsibility to enter into contracts on behalf of the district for the acquisition of equipment, supplies, services, and other resources necessary for the achievement of district goals.  In exercising this authority to enter into a contract, the Board shall ensure that the district's interest is protected and that the terms of the contract conform to applicable legal standards, including the bidding requirements in Public Contract Code 20111.

The Board may, by a majority vote, delegate to the Superintendent or designee the authority to enter into contracts on behalf of the district. To be valid or to constitute an enforceable obligation against the district, all such contracts must be approved and/or ratified by the Board.

Every contract entered into on behalf of the district shall be made available for public inspection, except when the law prohibits disclosure. No contract shall prohibit a district employee from disparaging the goods or services of any contracting party.

Fiscal Implications

Contracts shall be paid according to agreed upon terms noted.

9.3.4. Consider Approval of Notice of Completion of Relocatable Restroom at Parkview Elementary School

Background Information

The Relocatable Restroom project at Parkview Elementary School was completed on June 15, 2019. The filing of a Notice of Completion (NOC) begins a thirty-five day lien period during which unpaid subcontractors, suppliers and other vendors can file a mechanics lien.

It is requested that the Board of Education authorize Administration to approve and execute the Notice of Completion for the Relocatable Restroom project at Parkview Elementary School.

The effective management of the District’s financial resources allows the District to implement our mission to ensure all students achieve high levels of academic and personal success, contribute to their community and confidently compete in a changing global society by engaging in quality educational programs that address diverse student needs and promote learning throughout life.

Background Information

Chico Unified School District (CUSD) owns numerous portables that have been removed or demolished on school sites and replaced by new construction. 

Below is a table of the portable classrooms removed from school sites that are currently in storage at the Corporation Yard. The District intends to store these buildings for possible future use at District schools if deemed necessary.

9.3.7. Consider Approval of the Skilled and Trained Workforce Reports for June 2019

Background Information

As a part of our Lease-Leaseback Agreement (LLB) with Phase III Master Plan Project Contractors, the District requires each Contractor submit a Monthly Workforce Report to the Board of Education. This report will demonstrate compliance by the Contractor and its Subcontractors at every tier with the skilled work force requirements described in Education Code section 17407.5 (“Workforce Report(s)”).

It is requested that the Board of Education approve the Skilled and Trained Workforce reports for June 2019.

Fiscal Implications

If the Contractor fails to provide a Workforce Report or provides a Workforce Report that is incomplete, the District shall withhold further payments until Contractor provides a complete Workforce Report for that month.

If the Contractor provides a Workforce Report that does not demonstrate that each apprenticeable occupation (as defined in Education Code section 17407.5) has met the applicable participation level, the District shall withhold further payments until the Contractor provides a plan to achieve substantial compliance the requirements of the Workforce Report, with respect to the relevant apprenticeable occupation, prior to Completion of the Contract.

No impact to the General Fund.

10.1.1. DISCUSSION/ACTION: Charter Review Committee Recommendation - Chico Country Day School

Rationale:

Chico Country Day School was founded in 1996.  The Chico Country Day charter was most recently renewed for a five-year term in 2015.  The current charter will expire on June 30, 2020.


Chico Unified School District (CUSD) received a charter renewal petition for Chico Country Day School on July 24, 2019.  Pursuant to California Education Code, the CUSD Board of Directors held a public hearing regarding the renewal on August 28, 2019.


The CUSD Charter School Review Committee met to review the Chico Country Day Renewal Petition and is ready to make a recommendation to the board.

Chico Country Day School offers students in grade K-8 another educational option.






Financial Impact:

Chico Country Day School is a direct funded charter, which means any ADA generated flows to the school and will not come to CUSD.

10.1.2. PUBLIC HEARING/DISCUSSION/ACTION: Resolution No. 1479-19, Textbook Sufficiency For the 2019-20 School Year

Rationale:

Background Information

Education Code Section 60119 requires that each pupil within the Chico Unified School District be provided sufficient textbooks and instructional materials aligned to the content standards and consistent with the cycles and content of the curriculum frameworks in the areas of history/social science, mathematics, reading/language arts and science.  The attached Certification of Provision of Standards-Aligned Instructional Materials states that we are currently sufficient for the 2019-20 school year.  As such, the Educational Services Department requests approval of Resolution No. 1479-19.

Education Implications

All students will be provided with sufficient textbooks and instructional materials in the core instructional areas for in-class work as well as homework.

Fiscal Implications

Standards-aligned instructional materials are purchased out of the state provided funds.

Additional Information

As required by CCR, Title 5, Section 9531, instructional materials for students in grades K-8 were purchased from an approved standards-aligned state adoption list and instructional materials purchased for students in grades 9-12 are aligned with the state content standards and are approved by the CUSD Board of Education following district review of the materials.

10.1.3. PUBLIC HEARING/DISCUSSION/ACTION: Pivot North Valley Charter Renewal Public Hearing

When a group files a petition to renew a charter school, a school district must hold a public hearing about the renewal within 30 days. 

CUSD received a charter renewal petition for Pivot North Valley at the regularly scheduled CUSD board meeting on August 28, 2019.

This hearing gives the public and Board of Education the opportunity to ask questions about the proposed charter petition.

The charter petition will come back to the Board at the October 16, 2019 Board Meeting.

 



Financial Impact:

Pivot North Valley is an independent charter school, meaning funds for Chico Unified students choosing this charter go directly to Pivot North Valley.

Background Information

In order to govern effectively, Districts are required to have accurate and up-to-date Board Policies.  By law, Districts are mandated to adopt many policies to ensure legal compliance.  Working in conjunction with the California School Boards Association (CSBA) Policy Services, Chico Unified School District (CUSD) continues to update and revise Board Policies to ensure CUSD is legally compliant.

Education Implications

Up-to-date policies provide clarity to the expectations for students, parents, and staff.

Fiscal Implications

CUSD is required to have up-to-date and legally compliant policies.  Failure to have such policies in place jeopardizes funding opportunities, especially in regards to Categorical dollars.
