Rationale:

Teleconferencing and/or electronic conferencing will be used during this meeting, in accordance with the Governor's Executive Order N-29-20, dated March 17, 2020.

This meeting will be conducted in accordance with the most recently issued and amended Blueprint for a Safer Economy of the State of California and the County of Los Angeles Department of Public Health Order related to Reopening Safer at Work and in the Community for Control of COVID-19.   

In compliance with the Americans with Disabilities Act, if you need special assistance to participate in the meeting, including auxiliary aids or services, please contact the Superintendent's Office at 310-886-1602. Notification at least 48 hours prior to the meeting will enable the District to make reasonable arrangements to provide accessibility to the Board meeting.

All public comments are governed by Board Bylaw 9323. Each speaker is limited to 3 minutes and will be given the opportunity to address the Board in the order that the request to speak is received. If translation services are required, an additional one (1) minute will be allotted. The Board of Education has determined that a cumulative total of 20 minutes is a reasonable amount of time for public comment.

14.B.1. Review of Emergency Repairs and Consideration of Need for Continued Action at District Middle School Sites in Relation to the Transition of Moving Lynwood High School to Lynwood Middle School Campus (Action Item)
Rationale:

On February 11, 2021, the Board adopted Resolution No. 20-21/24, authorizing the emergency repair and replacement of facilities and procurement of equipment and services to enable timely transition of moving Lynwood High School to Lynwood Middle School campus. Because of the necessary relocation of students and reconfiguration of operations caused by the unavailability of Lynwood High School, repairs and equipment are needed at the District's middle schools and other District campus sites to provide adequately equipped facilities and available space for classroom instruction and essential educational services. Resolution No. 20-21/24 delegated to the District's Superintendent or designee the authority to execute contracts and take all actions necessary to execute and implement those contracts, such that one or more contractors may be selected to perform the necessary emergency repairs.

If a person with authority delegated under Public Contract Section 22050(b) orders action under Section 22050 without giving notice for bids, that person is required to report to the Board of Education within specified time periods the reasons justifying why the emergency will not permit a delay resulting from a competitive solicitation for bids and why the action is necessary to respond to the emergency. Actions listed in the Public Contract Code include the repair or replacement of a public facility, the procurement of necessary equipment, services, and supplies, or other related and immediate action required in the case of  emergency.

The Board of Education also is required to review the emergency action and determine, by a four-fifths vote and at each regularly scheduled meeting, that there is a need to continue the action taken. When the Board of Education reviews the emergency action, it must terminate the action at the earliest possible date that conditions warrant so that the remainder of the emergency action may be completed by giving notice for bids for contracts.

The staff conducted a formal bidding process, bid package #CM-212021, for the emergency refresh of classrooms/portables project at Lynwood Middle School.  Bids were received and opened on March 11, 2021.

During the bidding phase, the scope changed significantly and additional items were identified that needed to be included for the timely opening of school in the fall. The staff recommends the emergency refresh of classrooms/portables project at Lynwood Middle School not be awarded and instead be canceled.

Rationale:

Staff requests approval to enter into an additional professional service agreement with Westberg White Architects for a stand-alone fire alarm system in conjunction with CM-12020, fire alarm replacement project at Lynwood Middle School.

On December 14, 2017, the Board approved a proposal from Westberg White Architects for the design of fire alarm upgrades at six school sites including Lynwood Middle School. During the construction phase, it was determined that the fire alarm system could not be extended to the visitor side restroom building at the Lynwood Middle School athletic fields without a considerable expense. Therefore, a recommendation was made to install a stand-alone fire alarm system for this building in order to provide the required fire and life safety system.

Staff recommends that the District approve the professional services fee proposed from Westberg White Architects. The total fee for the services is based on a fixed fee amount of $2,400.00, plus reimbursable expenses. Fees will be paid with Measure N funds.

On February 11, 2021, the Board approved a proposal from ADM Architects for the design of five temporary portable classroom buildings.  During the planning of classrooms for displaced students from Lynwood Middle School, staff determined that the original classroom count would not accommodate all students and that an additional five classroom buildings are needed.

These new structures are a secondary effect resulting from the emergency plaster soffit project at Lynwood High School. The total fee for the services is based on a fixed fee amount of $21,200.00, plus reimbursable expenses. Fees will be paid with measure N funds.

The existing ramps do not meet accessibility requirements for disabled persons and as a result have not been certified with the Division of the State Architect. The ramps will bring these portables closer to certification and partially serve students with special needs. Staff is currently developing this school site in preparation for the return of students in the 2021 Fall semester. The total cost for these ramps, including installation, is $166,876.88. The administration requests approval to enter into an agreement with Curriculum Associates to provide training for Special Education teachers from March 2021 to June 2021. 

Curriculum Associates will provide professional development sessions on the Brigance Inventory of Development. The criterion-referenced assessment will be used for students from preschool through high school.

The Inventory of Development helps educators determine present level of performance, develop measurable IEP goals and objectives, target instruction based on assessment results, monitor progress for a wide range of students, including lower-functioning students, to meet IDEA requirements. New teachers to Special Education require this training to stay in compliance with requirements.

The training will cover the following skill areas which align to State and Common Core Standards:
- Physical Development (Pre-ambulatory, Gross Motor, and Fine Motor)
- Language Development
- Literacy, Mathematics and Science
- Daily Living
- Social and Emotional Development

The administration requests approval to participate in the  ANATOMY IN CLAY Learning System, Level I online training between March 2021 and June 2021.

ANATOMY IN CLAY Learning System provides human and animal learning systems that build confidence and mastery of form and function. The Learning System allows participants to see and touch the physical evidence, the “how” and “where” of muscle attachment and function. Muscle activity is compared and tested with the real-life forms of the individuals building them in clay.

ANATOMY IN CLAY Learning System has been used in many classrooms and is widely used in the major bodywork training industries for anatomy education. Students provided this instruction will be able to apply their knowledge of the human body and demonstrate it by creating clay muscular systems using a skeletal model. Teachers enhance learning by providing project-based and interactive hands-on application of the human body system.

Applications in classrooms include:

  • Grades 7-12, and a recent move into grades 1-8), STEM (Science, Technology, Engineering, and Math) based applications
  • Using model clay to understand the muscle and circulatory systems

These services also include filming the high school band performances and editing approximately twenty (20) videos for the event. The administration requests approval to renew agreement with Orenda Education to expand coaching services and professional learning for the 2021-2022 school year.

Orenda Education will provide administrative power clinics on the support and implementation of an equity driven system and enhance these services based on their work with school districts that have already returned to in-person support for students. Administrators will receive tiered support according to their needs. Each coaching session will include time for collaborative and individual coaching of site and district administrators.

This proposal also makes available professional development opportunities for teachers and classified staff who wish to obtain additional support with in-person, hybrid and distance learning.  This preparation will support extended learning for late spring and summer.  Professional learning for staff will support the mitigation of learning loss, acceleration, and enrichment for all students K-12. 

Breakdown of consulting services fees are as follows:

Academic Support and Administrative Technical Assistance: $750 per session
Professional Learning: $9,613 per cohort
Power Clinics for Team Leads: $2,250 per session

Project Lead the Way (PLTW) is the leading provider of rigorous and innovative Science, Technology, Engineering, and Mathematics (STEM) education curricular programs used in middle and high schools across the U.S. and provide staff with comprehensive strategies focused on improving learning outcomes.

15.C.2. Request Approval to Award Contract Based on RFQ# 011221-DN to Educational Management Solutions for Job Classification and Compensation Study (Consent Item)
Rationale:

Administration requests approval to award a contract to Educational Management Solutions (EMS) to provide job classification and compensation study for all CSEA- and SEIU-represented classifications as well as all non-represented classified management.

This project will include:

  • Job description and position title review and analysis
  • Employee questionnaire and focus group participation
  • Job description revision recommendation
  • Market analysis for salary comparisons & recommended salary adjustments, where appropriate
  • Recommended reclassifications, where appropriate
  • Post-study implementation assistance and resources

EMS offers almost two decades of experience working with educational systems across California and throughout the nation. Founded in California, its knowledge of local and state law, policy, and culture allows EMS to understand LUSD's specific needs.  EMS claims having an unmatched breadth of expertise gained from similar studies with more than a dozen California school systems and colleges over the past five years. EMS commits to provide excellent study outcomes that will allow LUSD to more accurately maintain job description and internal salary structures over time.  

The project was initially advertised on February 3, 2020 and February 10, 2020. In May 2020, the Board rejected proposals submitted due to the wide differences in pricing. A replacement RFQ was issued on February 9, 2021. Educational Management Solutions (EMS) presented their proposal on March 10, 2021 and a selection committee, of both District management and staff recommend contract award to EMS.

The total price for completion of 145 job classifications (53 CSEA, 39 SEIU, 53 Management-non represented) is $76,995.00.

Staff requests approval to enter into a service agreement with Envise Co. for the Preventative HVAC Maintenance Program beginning April 15, 2021 through April 14, 2022.

The Preventative HVAC Maintenance Program provides Lynwood Unified School District a flexible service program that will provide short and long-term support to ensure District facilities operate at peak efficiency with minimum interruptions and most importantly to ensure the safe opening of the schools in light of the current COVID-19 pandemic.

The program has been designed to provide Lynwood Unified School District with a continuing maintenance support. This program will be planned, scheduled, managed, monitored and enhanced by Envise throughout the term of this agreement.

The contract price of $550,141.00 per year, to be paid in four installments of $137,536.00 in advance of four quarters, beginning on the effective date.
