On February 11, 2021, the Board adopted Resolution No. 20-21/24, authorizing the emergency repair and replacement of facilities and procurement of equipment and services to enable timely transition of moving Lynwood High School to Lynwood Middle School campus. Because of the necessary relocation of students and reconfiguration of operations caused by the unavailability of Lynwood High School, repairs and equipment are needed at the District's middle schools and other District campus sites to provide adequately equipped facilities and available space for classroom instruction and essential educational services. Resolution No. 20-21/24 delegated the District's Superintendent or designee the authority to execute contracts and take all actions necessary to execute and implement those contracts, such that one or more contractors may be selected to perform the necessary emergency repairs. If a person with authority delegated under Public Contract Section 22050(b) orders action under Section 22050 without giving notice for bids, that person is required to report to the Board of Education within specified time periods the reasons justifying why the emergency will not permit a delay resulting from a competitive solicitation for bids and why the action is necessary to respond to the emergency. Actions listed in the Public Contract Code include the repair or replacement of a public facility, the procurement of necessary equipment, services, and supplies, or other related and immediate action required in the case of emergency. The Board of Education also is required to review the emergency action and determine, by a four-fifths vote and at each regularly scheduled meeting, that there is a need to continue the action taken. When the Board of Education reviews the emergency action, it must terminate the action at the earliest possible date that conditions warrant so that the remainder of the emergency action may be completed by giving notice for bids for contracts. |

The administration requests approval to enter into an agreement with Dr. Karina Quezada, Bilingual Educational Psychologist, to provide Professional Development on Dyslexia to School Psychologists, Speech and Language Pathologists, and parents on January 18-19, 2022. Dr. Karina Quezada is a licensed bilingual educational psychologist serving students and families in Southern California. Dr. Quezada provides professional development to school administrators and educators on topics related to dyslexia, reading acquisition, disability awareness, English Language Learner (ELL), special education law, and conflict resolution practices in special education. The professional development session for school psychologists and speech language pathologists is designed to unpack dyslexia as a neurological disorder and to provide school psychologist and Speech and Language Pathologists with a guide on which standardized assessments are needed to do a multi-disciplinary evaluation on dyslexia and how to write legally defendable psycho-educational reports that include dyslexia evaluation, findings, and recommendations. Dr. Quezada will also provide a three-hour parent workshop with a focus on effective parent engagement in promoting better student outcomes, improving school systems, and trusting relationships between school officials and parents. The parent workshop will be open to all Lynwood Unified School District parents.
Parent workshop will take place on January 18, 2022 and the school psychologist and speech language pathologist professional development will take place on January 19, 2022. Total cost of $10,600 includes professional development fees and materials. |

The Lynwood Unified School District Equity, Access, and Instructional Services Department has been invited by the San Diego County Office of Education to present at their annual conference on January 19-22, 2022. The LUSD team will share on the work that has been accomplished on building a culturally inclusive curriculum and pedagogy.
Additionally, the team will present on the District's culturally relevant curriculum which includes the Social Justice Standards in our ELA Matrix as well as the establishment of our Ethnic Studies Cohort. Our Ethnic Studies teachers along with our EAI Instructional Leads will share the work that has been ongoing in Lynwood to advance equity in education for all of our students.
The Equity Conference will be an opportunity to grow and learn as we work to make our campuses safe spaces for all students, staff members, and families, where they feel honored and valued. The administration requests approval to enter into an additional service agreement with Dieli Murawka Howe, Inc. (DMH) for Architectural and Engineering services to design and modernize the CTE Culinary Arts Lab at Lynwood High School for the 2021-22 school year. DMH Architects will complete the following tasks under this proposal:
- Site Survey: Conduct site measurement verification to establish base drawings for limited new plans.
- Coordinate with school staff and district designated project management representative to establish and review schematic/preliminary concepts in conformance with the state CTE program.
- Provide Architectural, Electrical and Plumbing Engineering Schematic Design to complete the renovation of the Lynwood High School Culinary Arts kitchen lab and classroom.
- Oversee the approval of the project and provide construction administration, including the planning and bidding process.
Scope of Services will include planning and programming, space allocation and floor plans, equipment selection and schedule, food service electrical and plumbing plan, and kitchen hood engineering plans. This is expressed in the proposal provided by DMH.
This approval will add the recommended services in addition to the previously approved agreement with DMH. Recommended services are related to structural engineering services mentioned in the attached proposal.
In 2020-21, Lynwood USD was awarded over $350,000 to support dual enrollment collaboration with Long Beach City College, including the modernization of the culinary lab. Along with CTE Incentives grant and K-12 Strong Workforce, the CTE program has funding to allow a full rebuild of a culinary lab that will be state-of-the-art learning lab for students. DMH is highly specialized in building and modernizing culinary labs to commercial kitchens that offer students of all abilities to be taught in food service. The company has designed labs for various high schools and community colleges around the region.

This year's national theme is "Black Health and Wellness". The history of students and persons with special needs here in the United States, as well as throughout the ages, are unique and vibrant.
There are almost 800,000 students with special needs in California's K-12 education system and among those students and persons with special needs who have enriched our community - those individuals have been steadfast in their commitment to equity, equality, and justice for all.
The Rehabilitation Act of 1973, the Education for all Handicapped Children Act of 1975 and the Americans with Disabilities Act of 1990 focus on: inclusion, full participation, economic self-sufficiency, and equality of opportunity for all people with disabilities and special needs. The Individuals with Disabilities Act of 1990 (IDEA) and the Reauthorization of the Individuals with Disabilities Act of 2004 address the educational needs of children with special needs.
Each year, in February, focus is given on the important milestones by students and persons with special needs and to encourage its celebration in all Lynwood Unified schools. |
