The Galt Joint Union High School District’s Board of Education is currently elected under an “at-large” election system, where Board members are elected by voters of the entire District.  Cities, public entities and other school districts have recently had their at-large election systems challenged under the California Voting Rights Act (CVRA).  On April 14, 2020, the Board adopted Resolution No. 1920-14, signaling its intent to transition to by-trustee area elections upon the release of the 2020 Federal Census data.  In a by-trustee area election system, each Board member must reside within the designated trustee area boundary and is elected only by the voters in that trustee area. With the recent release of the 2020 Census data, the Board is set to begin the process to adopt by-trustee area elections.
Rationale:

The Board is asked to hold a public hearing that meets the statutory requirements for the first map consideration public hearing, pursuant to Elections Code section 10010(a)(1).  Cooperative Strategies, the District’s demographer, will present the maps prior to taking public comment. 

This is an opportunity to gather public feedback and input on the draft maps for Trustee areas. In accordance with statute, these draft maps were shared publicly on Tuesday, January 18, 2022. The second map consideration public hearing will be held at the February 10, 2022, regular board meeting and the map adoption public hearing will be held at the March 10, 2022, regular board meeting.

This position will be a redistribution of already allocated resources

The Student Information Systems Technician will assist the Student Information Systems Technician-Senior by supporting the district's Learning Management System, the Student Information System and all related software and web applications.

The Maintenance and Operations Department has done an assessment on its present staffing and assignment of duties and has determined the need to create a different job classification and position. This position will be a redistribution of already allocated resources.

The position of Utility Worker will be under general supervision of the Maintenance and Operations Coordinator and performs a variety of support tasks for maintenance, grounds, and custodial operations of District facilities.

4.5. Approve Revised CSEA Classified Salary Schedule (Action Item)
