The "School Board Resolution in Support of Proposition 13: Public Preschool, K-12, and College Health and safety Bond Act of 2020 signals a district's or county office of education's backing of the measure that will appear on the March 202 ballot. Goal Three: Provide a safe, welcoming, and respectful learning environment for every member of the school community while ensuring effective district-wide communication for students, staff, families, and community partners.
If passed, the bond will provide $15 billion for facilities at the state's preschools, K-12 schools, community colleges, and four-year colleges and universities. The funds will provide resources for the renovation and upgrade of existing classrooms, for campuses that improve student and staff safety, for classrooms and laboratories that enhance teaching and learning, for the construction and expansion of schools to accommodate growth, and for career technical education facilities to enhance job and career training. |

Governor Gavin Newsom released the 2020-21 State Budget Proposal on Friday, January 10, 2020. The Governor’s Proposal presented a $1.2 billion increase for the LCFF, which reflects a 2.29% COLA, and no other augmentations to the LCFF. Goal Four: Ensure District is fiscally and operationally sound.
In addition, the Governor is proposing an ongoing $645 million to increase Special Education base funding rates.
Unlike the 2019-20 budget, there are currently no additional funds to provide pension relief for school districts in 2020-21.
District staff received full details of the Governor’s budget proposal at a workshop in Sacramento on January, 16, 2020, and will update the Board of Trustees on February 11, 2020. The report will update the Board of Trustees on the status of the Governor’s State Budget Proposal, and the estimated impact on budget development for Modesto City Schools. |

The Financial Services organization structure requires changes to improve the effectiveness and efficiency of the departments and the District, as well as achieve and maintain the highest level of fiscal accountability.
The 2020 instructional model will be updated and revised to meet the needs of our teachers and students to support increasing academic achievement and ensuring all employees have high qualify professional development. Various job descriptions, such as Curriculum Coordinator and Instructional Coach, have been revised in order to achieve district strategic goals 1 and 2. The Information & Educational Technology Services organization structure requires changes to improve the effectiveness and efficiency of the department and the District, as well as achieve and maintain the highest level of fiscal accountability. 1.0: Increase academic achievement and ensure equitable access to enable all students to attain college and career readiness.
2.0: Ensure all employees have access to high quality professional development.
Goal Four: Ensure the District is fiscally and operationally sound. Goal Five: Recruit, hire , train, and retain high quality staff. |

The Delegate Assembly is the primary policy-making body of the California School Boards Association. Delegates adopt the association’s policy platform, take positions on other critical issues that may come before it, elect the officers and directors, and adopt bylaws changes. Delegates also serve as a two-way communications link between the board members in the region and the regional director, and play an important role in fostering collegiality within their region. There are normally only two Delegate Assembly meetings each year, one in early May just prior to the Legislative Action Conference and one preceding the CSBA Annual Conference in December. 3.2 Promote outstanding students, families, staff, programs, schools, and community partners.
The Board as a whole may vote for up to the number of vacancies in the region or subregion as indicated on the ballot. There is one vacancy in Subregion 8-C and only one nomination was received. The Board must vote for no more than one candidate. The nominees is: incumbent Faye Lane (Ceres USD). The ballot also contains a provision for write-in candidates; their name and district must be clearly printed in the space provided. A biographical sketch for the candidates have been provided to the Board. |

The Board adopted the 2019/20 budget on June 24, 2019. Adjustments to the budget are made regularly based on known changes to revenue or the level/category of expenditures. 4.1 Implement sustainable plan for the budget under the Local Control Funding Formula. The Education Code requires that the Board approve major changes to the adopted budget. Budget adjustments which have been processed for the period between December 1, 2019 and December 31, 2019 are presented in the following reports. Explanations are provided for adjustments over $25,000 for revenue and expenditure groups by fund. This report reflects adjustments to the budget only, not a complete financial statement. Copies of the full report are available for review in the Budget Department. |

Modesto City Schools and the City of Modesto have partnered for decades on joint use projects at both District and City facilities. Specifically, the swimming pool complex at Johansen High School was constructed for long-term joint use by the District and the City. The City of Modesto is making its request this year for use of the Beyer and Johansen High School swimming pools and related facilities for the City’s summer recreation program. Beyer and Johansen High Schools have been consulted with regard to program scheduling. 3.2 Promote outstanding students, families, staff, programs, schools, and community partners.
3.4 Improve customer service for students, families, staff, and community to support welcoming school environments.
In order to adequately address use and liabilities for the City’s summer use of the Beyer and Johansen High School swimming pools and related facilities, agreements between the District and the City are required.
The City of Modesto has operated a summer public recreation swim program at the Johansen High School swimming pool for many years. This program includes recreational swimming, swim lessons and other class aquatics. The City operated a program at the Beyer High School swimming pool last year and would like to continue the program this year.
The dates of this year’s summer program at the Johansen High School swimming pool are June 1, 2020 through August 7, 2020 with lifeguard training classes throughout the spring and water exercise classes throughout the spring and fall. The dates of this year’s summer program at the Beyer High School swimming pool are June 1, 2020 through July 31, 2020. The City agrees to provide insurance and liability coverage in the minimum amount of $5,000,000. The agreements are attached to the agenda.

There is no added fiscal impact to the District. The District currently incurs the cost of utilities and chemicals to maintain all District pools year-round. |

The Transportation Department is responsible for the ongoing repair and routine maintenance of the District’s school buses, implements, and all other fleet vehicles used by numerous departments. The repair shop is equipped with bus lifts, repair equipment, tools, and related machinery. Buses are currently washed by hand.
The in-ground bus lifts are due for replacement. An automated bus wash is needed. Improvements to road access and roll up doors are needed.
With funding identified, it is recommended that the project be authorized for competitive bid in accordance with Public Contract Code. All public works projects over $60,000 must be competitively bid.
4.3 Invest in school facilities and infrastructure for safe and clean facilities.
It is proposed that this project be advertised for bid in the Modesto Bee. |

The probable cost for this project is estimated at $1,527,000. Funding for this project will come from Facility Maintenance Funds.

The cafeteria building at Wilson Elementary School has a small dining room, kitchen and student restrooms. It was built in 1965. A new larger cafeteria building is needed to better serve the students.
With funding identified, it is recommended that the project be authorized for competitive bid in accordance with Public Contract Code. All public works projects over $60,000 must be competitively bid.
4.3 Invest in school facilities and infrastructure for safe and clean facilities.

Students will not miss any days of school. 1.5 Ensure students have access to enrichment activities at all school sites. Out-of-state trips must be approved by the Board of Education.

Modesto City Schools Early Childhood Education Office operates a Head Start Program providing services for 500 students. Federal regulations for Head Start require that the Board of Education and the Head Start Delegate Parent Policy Committee share in the decision-making to ensure compliance and program quality. In the event of a disagreement between the two governing bodies, regulations also require an Impasse Agreement. 3.3 Increase regular two-way communication with stakeholders regarding student progress and other important issues.

The original Impasse Agreement was approved on February 10, 2004. Revisions to the original agreement have been made to align with the Head Start Performance Standards. |

Effective January 1, 2005, pursuant to the Williams vs. State of California litigation settlement and as defined in Education Code 35186, Modesto City Schools posted in every classroom a statement that students have the right to a qualified teacher, adequate and current instructional materials, and a facility that is free from conditions that pose a threat to the health and safety of students or staff. On February 7, 2005, the Board of Education approved Administrative Regulation 1312.4, which addresses procedures for the complaint process. The District periodically invests funds with the State’s Local Agency Investment Fund (LAIF), the California Asset Management Program (CAMP) and in specific securities as allowed under the Government Code and Board policy. Goal 3.3 Increase regular two-way communication with stakeholders regarding student progress and other important issues.
Goal 4 Ensure the District is fiscally and operationally sound. The Board of Education should periodically review the District’s investments. The Stanislaus County Treasury yield rate (similar to interest rate) at December 31, 2019 has decreased 0.17% from the previous quarter and decreased 0.13% over the last year. The cash balance in the Stanislaus County Treasury has increased about $49.44 million over the balance for the previous quarter and increased about $29.27 million over the balance a year ago. The increase in cash balance from the previous quarter is a direct result of the receipt of the first installment of property taxes for fiscal year 2019/20 from the County of Stanislaus. The increase in cash balance from a year ago is related to the receipt of Elementary General Obligation Bond proceeds for construction projects, less construction project payments in funds other than the General Fund, receipt of additional property taxes because of the new Elementary General Obligation Bonds and unspent Supplemental/Concentration funds in the current fiscal year. |

The District’s investments as of December 31, 2019 are shown on the attached report and are in compliance with the Board’s investment policy and all Government Code requirements. The District’s investment advisor, Public Financial Management, provides the market value of individual securities. LAIF, CAMP and the County Treasury provide market value information for those funds. |
