Modesto City Schools was entered into a Compromise and Release (C&R) on May 17, 2018. As part of this C&R, the District has retained Dr. Jason Okonofua, Mindset Science Solutions, to serve as lead expert to evaluate, review, analyze, and monitor the District's student behavior intervention plan, discipline policy, program transfer policy, and truancy system. Dr. Okonofua's work will span a three-year period from May 1, 2018 through June 30, 2021. As part of the C&R, Dr. Okonofua shall make one presentation per school year to the Governing Board. |

Modesto City Schools SELPA provides home-to-school transportation services to students with disabilities as determined by the IEP process. The District has a current five-year contract with Storer Transportation Services expiring on June 30, 2020. Storer Transportation Services currently transports 714 ambulatory students and 43 non-ambulatory students.
Goal 3.4: Improve customer services for students, families, staff, programs, schools, and community partners.
Goal Four: Ensure the District if fiscally and operationally sound. Modesto City Schools SELPA requires that the transportation contractor provide a turn-key operation. In addition to transportation services, the contractor shall supply a pool of pupil bus aides/monitors who are Crisis Prevention Intervention (CPI) Certified or trained in other SELPA approved behavior intervention program.
Modesto City Schools sought Request For Proposals (RFP) on October 18, 2019 to be due December 6, 2019. The District received 3 proposals for transportation services and requested contractor presentations from Storer Transportation Services and First Student. A District committee reviewed proposals and presentations. |

On February 11th 2020, Mr. Russ Selken reviewed with the MCS Board, the purchase of Infrastructure Upgrades (Cyber Security); which included Internet Services. With a total not to exceed $720,000. (Leveraging the E-rate Program) Goal Three: Provide a safe, welcoming, and respectful learning environment for every member of the school community while ensuring effective district-wide communication for students, staff, families, and community partners.
3.5 Improve operational efficiencies through the use of technology, and improved network infrastructure.
Goal Four: Ensure the District is fiscally and operationally sound.
4.3 Invest in school facilities and infrastructure for safe and clean facilities. After receiving all bids, the cost associated with these purchases listed below was $76,587 more than anticipated amount of $720,000.
- 10 Gb Internet Services from Stanislaus COE (This contract has been in place for over 5 years under E-rate).
- Palo Alto Next-Gen Firewall HA Pair.
a. The next Generation Firewall is better equipped to prevent unauthorized cyber activity. Next Generation Firewalls allow organizations to achieve a robust network that reduce vulnerabilities, helps ensure a high level of security, and conserve network performance. Next Generation Firewalls stop threats and prevent data leakage by providing policy-based visibility and control over applications, users and threats, unlike the traditional port-based method. Next-gen firewall provides Deep Packet Inspection (DPI) and Intrusion Prevention Systems (IPS). -
Network Cabinets/Cables.
a. The current district network cabinets are not deep enough to accommodate modern switches. These cabinets are needed to replace our 5+ year old switches in the next E-rate application cycle. Better performance will be possible and take advantage of the upgraded cabling infrastructure.

The total project/service cost is $1,436,801. If E-Rate is approved, the District’s cost would be approximately $796,587. This is $76,587 more than what was presented on February 11th 2020 board meeting. See attached cost break-down. This is a savings of $640,214. The Internet Services utilizes existing IETS budget. The remaining items will be funded with supplemental concentration. |

On February 11, 2020, after staff returned to school from a holiday weekend, it was discovered that there was extensive roof damage from windy weather over the weekend of February 8, 2020 at Tuolumne and Garrison Elementary Schools.
On February 18, 2020, the Stanislaus County Office of Education approved proceeding with repairs without advertising for bids pursuant to Public Contract Code section 20113.
4.3 Invest in school facilities and infrastructure for safe and clean facilities.
In order to complete repairs as quickly as possible, it is necessary to declare an emergency situation and obtain Board of Education approval to proceed with repairs without advertising for bids.
An emergency needs to be declared in order to perform the work in a timely manner. |

The current estimated cost to make repairs is $ 200,000. Funding will be provided through Emergency Facility Needs funding.

It is recommended that the Board of Education approve Resolution No. 19/20-15, ratifying declaration of an emergency situation regarding roof damage at Tuolumne and Garrison Elementary Schools.

Goal Four: Ensure the District is fiscally and operationally sound. The Business Services Division draws warrants on a weekly basis to pay the bills of the District. Payroll warrants are drawn on the 15th of the month for claims, and on the last working day of the month for monthly employees.
The California Education Code section 42631 requires the Board of Education to approve all expenditures of the District.
Board of Education approval will allow the District to meet Education Code and Annual Audit requirements. The expenditures are included in the District’s budget for fiscal year 2019/20. |

AP English Language and Composition course: Updated textbook to align with the current rigorous course expectations to demonstrate enduring understanding of rhetoric and critical thinking. Course outlines are developed for each junior high and high school class by a committee of representative teachers and administrators. The outlines include instructional texts and materials, expectations for student learning, units of study, unit credit, grading, and other course elements. The course outlines and texts are then submitted to Associate Principals, Principals, and the Senior Director(s), Curriculum & Instruction, Professional Development, for review and recommendation. 1.1 Ensure Great Instruction First Time. 1.2 Increase students being identified as “prepared” in the college/career indicators. The District has had an internship agreement with Brandman University to provide interns to the District. 5.2: Strengthen partnerships with local teaching, training, and employment programs. The District is interested in entering into an agreement with Brandman University to provide the District with interns in the Education Administration program. The District would like to enter into an internship agreement with Brandman University, effective March 10, 2020 through March 10, 2023. A copy of the agreement is available for review in the Human Resources Office. |

The 2020-21 and 2021-22 Early Childhood Education (ECE) Program School Calendars were Board approved on January 21, 2020. 3.0 Provide a safe, welcoming, and respectful learning environment for every member of the school community while ensuring effective district-wide communication for students, staff, families, and community partners. The 2021-22 ECE Program School Calendar approved by the Board on January 21, 2020 indicated the two (2) holidays in February as February 7, 2022 and February 14, 2022 which do not match the approved holidays for the 2021-22 school year. The attached revision to the 2021-22 ECE Program School Calendar reflects changing these dates to February 14, 2022 and February 21, 2022 to align with the approved 2021-22 School Calendar. This change does not affect the number of work days for ECE Program employees. It is proposed that the Board approve the attached revised 2021-22 Early Childhood Education Program School Calendar reflecting the change of the holidays in February 2022 as described herein. |

A study was completed in August of 2019 by School Services of California entitled “Total Compensation Study - Selected Certificated Administrators.” The study focused on site level administrators and outlined great disparities between what our administrators’ total compensation in comparison to eleven other similar Districts. 5.1 Create a District culture of valuing all employees to facilitate hiring and maximize retention. 5.3 Expand recruiting and hiring processes to provide support, maximize retention, and increase diversity in the certificated, classified, and management workforce.

The training encourages parents to take an active role in the educational lives of their children. Plan and implement parent involvement trainings and activities to increase parent engagement. The Parent Institute for Quality Education will provide parent-training courses at various sites during the 2019-2020 school year.
