Hendricks, Superintendent At Woodrow Elementary School we currently have a paving project underway (totaling approximately 18,600 square feet) and where the pavement has been removed several times in hopes that the soil would dry out, the soil is not improving. The soil is pumping, meaning that the soil is failing and can't be compressed. The area that is failing comprises of approximately 11,000 square feet. It has been ripped to sub-grade and allowed to dry on several attempts for a period of about a month. It is still not reaching the required compaction of 90%. On Tuesday, July 2, 2019, The Lab (soil's engineer) went to Woodrow to test the soil. The lab's testing rods went down thirty-six inches (36") into the soil without any resistance across the entire area. Per the soil's engineers recommendation, the top twelve inches (12") of the soil will be hauled off, the geogrid installed, then twelve inches (12") of aggregate base will be installed on top of the grid. This is the process that was necessary to remedy the same issue we had at Stockard Coffee Elementary. The project is currently being delayed until a decision is made by the district. It is critical that a decision be made to not result in extending the scheduled completion date.

It is recommended the Board of Trustees approve Change Order # 5 with United Pavement Maintenance, Inc. in the amount Not to Exceed $52,000. for the paving replacement project at Woodrow Elementary School.

There are no alternatives to the recommended solution noted above. The district could choose to compact the subgrade per the soil engineer's recommendation. This option is not recommended due to the large scope of the work and the expectation that the work would fail within a short time frame. In addition, the contractor would require the district to waive the warranty period for two (2) years for correction, and would not warranty the work. |
