Rationale:

Rationale:

School district governing boards are required to certify twice a year regarding their ability to meet their financial obligations for the remainder of the year and for the subsequent two fiscal years.  There are three different certifications of financial condition: positive, qualified or negative certification.  A positive certification indicates that, based on current projections, the District will be able to meet its financial obligations for the current fiscal year or two subsequent fiscal years.  The certification, along with accompanying documents, are referred to as the Interim Reports.

L.7. ADOPT Resolution No. 641 For Paying and Reporting the Value of Employer Paid Member Contributions
Rationale:

Attached, for the Board's review and approval, is Resolution No. 641 for Paying and Reporting the value of Employer Paid Member Contributions (EPMC) for the period of July 1, 2008 - June 30, 2014 per the July 1, 2009 board approved Memorandum of Understanding between Twin Rivers Unified School District and Twin Rivers Police Officers Association (TRPOA) (Article 15: Retirement, Page 26).  The TRPOA classic members of CalPERS, the agreed 3% of member contribution paid by TRUSD, was to be reported as special compensation to CalPERS.  These corrections have been completed and submitted to the Sacramento County Office of Education.

Effective July 1, 2014 there are no employer paid contributions on behalf of the employee.

Rationale:

Attached, for Board review and approval, are various Twin Rivers Unified School District 2012/13, 2013/14, 2014/15, 2015/16, 2016/17 and 2017/18 Revised Salary Schedules in accordance with California Government Code, California Public Employee's Pension Reform Act of 2013 (PEPRA), California Code of Regulations (CCR) and the contract with California Public Employee's Retirement System (CalPERS).

Twin Rivers administration worked with CalPERS Employer Account Management Division to identify and update the salary schedules (per the CalPERS audit finding report).  2016/17 and 2017/18 salary schedules also include revisions related to the accuracy of position titles and work days.  Specific changes are noted on each salary schedule.

L.11. APPROVE Disposal of Surplus Property to be Donated to an Appropriate Charity or Disposed of Through Recycling or the Public Dump
Rationale:

Under Sections 17545 and 17546 of the Education Code, if the Governing Board of any school district finds that one or more items of the District personal property is not required for school purposes, should be disposed of for the purpose of replacement, or is unsatisfactory or not suitable for school use; and by a unanimous vote of the Board members present finds that the property is of insufficient value to defray the costs of arranging a sale, then the property may be donated to a charitable organization deemed appropriate by the Board, or it may be disposed of in the local public dump.  The Governing Board may empower an employee of the District to order the disposal of said property in a public dump.


 
Recommended Motion:

Administration recommends that the Board of Trustees declare the items listed in Exhibit ‘A’ and ‘B’ as being not required for school purposes, or to be disposed of for the purpose of replacement, or as being unsatisfactory or not suitable for school use.  Administration further recommends that the Board of Trustees declare the items listed in Exhibit ‘A’ and ‘B’ to be of insufficient value to defray the costs of arranging a sale and allow the disposal of said items by donation to a charity separately deemed appropriate and approved by the Board or by disposal in a public dump.  Administration further recommends that the Board of Trustees empower Deputy Superintendent, Bill McGuire to order the disposal of said property to a recycling center or in a public dump, or by donation to a charity separately deemed appropriate and approved by the Board, as presented.

Rationale:

The TRUSD Head Start program will provide comprehensive early care and education program for economically disadvantaged families with children between the ages of 2 and 5 at Morey Avenue, Village, Oakdale, Rio Linda and Castori school sites. This service is valuable to the Twin Rivers community and provides school readiness skills to our youngest learners.  While the program has community benefits, it is also Twin Rivers Unified School Districts’ responsibility to approve the application and to review the program for curriculum effectiveness and fiscal solvency. The attached Head Start Application for 2017-18 outlines the program design with budget details for the Federal Head Start program. Staff recommends the Board of Trustees approve this grant application. Board approval is requested for the Head Start Funding Application for 2017-18.
