K.9. APPROVE Schools' Addendum to the 2017/18 Single Plan for Student Achievement
Rationale:

The Single Plan for Student Achievement (SPSA) is a plan of action to raise the academic performance of all students to the level of performance goals established under federal, state and local programs.

The contents of the school plans are aligned with the Local Education Agency (LEA) plan and school goals for improving student achievement. School goals are based upon an analysis of verifiable district data; including local measures of pupil achievement, CAHSEE passage rates, UC A-G Completion, graduation rates, drop-out rates, CELDT scores and AP passages rates.

Individuals who wish to address the Board on topics within the Board’s subject matter jurisdiction, but not listed on this agenda may do so at this time. While all time limitations are at the discretion of the Board, generally members of the public will be limited to a maximum of two (2) minutes per speaker for a total of thirty (30) minutes of public comment as designated on this agenda. Any individual who has not had an opportunity to address the Board during this initial thirty (30) minute period may do so at the end of the meeting after the Board has addressed all remaining items on this agenda. Individuals with questions on school district issues may submit them in writing. N.1. PRESENT and APPROVE Lease-Leaseback Delivery Method for Foothill Ranch Middle School Summer 2018 Roofing Project
Rationale:

Due to the complexity of the project and along with the associated budget constraints, we recommend the Board of Trustees approval for the use of the Lease-Leaseback delivery method for the Foothill Ranch Middle School Summer 2018 Roofing Project.  The project recently bid out for $900,000 over budget.  General Services believes this will allow the design team to better partner with a Contractor in an effort to achieve and maximize the best value on the Districts behalf. The District is requesting Board approval regarding the use of the updated 2017 Lease-Leaseback delivery method for the Foothill Ranch Middle School Summer 2018 Roofing Project due to the project’s complexity and budget constraints. Based on new 2017 CA laws concerning use of the Lease-Leaseback delivery method (AB2316; CA Ed Code 17406), the District is required to bid the projects through a Request for Proposal (RFP) format. The RFP addresses two parts: Preconstruction Services and Construction Services. The Board of Trustees is required to approve the RFQ/P proposal format and scoring selection criteria; and, later, the Guaranteed Maximum Price (GMP) for the contracts. N.4. PRESENT English Learner Services Update: Course Placement of Secondary EL Students
Rationale:

The presentation will show how the ELD Placement guide assists counselors and other staff at our high schools assure that each student who is an English Learner is placed in the appropriate English Language Arts and/or English Language Development course.  This document is intended to clarify confusion about courses for English Learners and to help school staff to create classes of students with similar needs in terms of English acquisition.   The ultimate goal is to help all English Learners to gain proficiency in English and to access regular coursework.
