The Emery Unified School District is a fiscally dependent District, each warrant must pass through two separate audits, first by the District’s fiscal services department, and second by the County Office of Education. Prior to warrants being processed accounts payable personnel verify that the payments are authorized by the use of requisitions, purchase orders, invoices, expense reimbursements and other district approved forms. Administrator signatures are required for reimbursement. Note: No warrant can be paid until such time as it is examined and approved by the County Office of Education.

The Board of Trustees will consider approval of the COVID-19- Prevention Program.
|
With some exceptions, all employers and places of employment are required to establish and implement an effective written COVID-19 Prevention Program (CPP) pursuant to an Emergency Temporary Standard in place for COVID-19 (California Code of Regulations (CCR), Title 8, section 3205(c)). Cal/OSHA has developed this model program to assist employers with creating their own unique CPP tailored to their workplace.

The purpose of this item is to give an estimate of the number of California Commission on Teacher Credentialing (CTC) Permits that may be needed for current and new teachers or the upcoming 2021-2022 school year.

Quick Summary / Abstract: | Existing law authorizes the California Commission on Teacher Credentialing (CTC) to issue or renew teaching permits when school districts make a diligent search for, but are unable to recruit, a sufficient number of certificated teachers. EXAMPLES: A Teacher who has a Multiple Subject Teaching Credential, and has enough coursework to teach a subject at the secondary level, may obtain a Limited Teaching Assignment Permit from the CTC, while they take and Pass the CTC approved examinations to add the Authorization. A Teacher who has a Single Subject Teaching Credential, and wants to add another Single Subject Authorization to their credential, may obtain a Limited Teaching Assignment Permit from the CTC, while they take and Pass the CTC approved examinations to add the Authorization. A Teacher who is enrolled in a California Teacher Credentialing Program, may be issued an Internship Teaching Credential, once they have secured a teaching position, and as long as they remain enrolled in the Credentialing Program. A Teacher who is licensed/credentialed out the state, has a Preliminary California Credential, but must take courses and pass examinations to get their California Clear Credential, may be issued an Emergency CLAD if it is required to obtain their California Clear Credential. A Teacher who is licensed/credentialed out of state, and has submitted the required paperwork to the CTC to obtain their California Preliminary Credential, may obtain an Emergency CLAD if needed. |

The purpose of this item is to secure the Board’s acceptance of the 2020 Independent Audit Report.
|

Education Code (41020) requires every school district governing board to annually contract for an independent audit of the district’s financial records from a state-approved auditor. A representative with the District's auditing firm, Cossolias,Wilson, Dominguez and Leavitt (CWDL), will be in attendance to present highlights of the report.

Staff is recommending approval of the Second Interim Report and Qualified Certification as presented. This report is due to the Alameda County Office of Education by March 15, 2021.

Goal #1: All students in EUSD will be provided with equitable access to educational opportunities and programs for economic, political and social empowerment Per AB 1200, the Second Interim Projection indicates that the District is able to meet its financial obligations for the current fiscal year and in the subsequent two years. Each LEA is required to report regularly to the Board of Trustees as to the financial status of the entity. These required reporting deadlines are Adopted Budget by June 30, First Interim as of October 31, Second Interim as of January 31, and a Third Certification, if the District is Qualified or Negative, as of April 30.

The Board of Trustees will consider approval of the Triennial Plan.
|
With the enactment of AB 922, Statutes of 1995, Chapter 974, California Education Code Section 48926 requires each county superintendent who operates community schools, in conjunction with the superintendents of the school districts within the county, develop a countywide plan for providing education services for all expelled pupils in the county. The plan is to be adopted by the governing board of each school district within the county and by the county board of education; the plan is to be submitted to the State Superintendent of Public Instruction. The 2021-2024 County Wide Educational Services Plan for Serving Expelled and High Risk Students was collaboratively developed by Alameda County school districts and the Alameda County Office of Education. The plan will be submitted to the State Superintendent of Public Instruction no later than June 30, 2021. Emery USD's plan is on pages 48-50.

The Board of Trustees created an Equity Committee on December 14, 2020. This resolution seeks to address a past wrong by the District in firing a teacher after the individual underwent gender reassignment surgery in 1975.
