Rationale:
The purchase orders listed on the Purchase Order Detail Report are processed in compliance with the applicable purchasing procedures and administrative regulations of the Irvine Unified School District. A copy of the full report is attached. A purchase order cannot be initiated unless the funds necessary have been previously approved in the school or program budget by the Board of Education. Each purchase order has been approved in the form of a requisition by the school administrator or manager responsible for the respective site or program. After initial approval at the local level, each requisition is reviewed and, if appropriate, authorized for processing in the form of a purchase order by staff of the Business Department.

14.f. Mileage Reimbursement Rate Change
Rationale:
The approved mileage reimbursement rate was adopted on January 22, 2019 at a rate of $0.58 per mile.  Effective January 1, 2020, the Internal Revenue Service (IRS) standard mileage rate will decrease to $0.575 per mile.

The IRS standard mileage rate is a guideline.  If the IRS reimbursement rate is exceeded by an entity, the amount above $0.575 cents is taxable.

Mileage reimbursement applies to incidental use by employees for required travel between schools, conferences and similar approved use.  This reimbursement rate does not apply to administrators who have mileage allowances when traveling within the County of Orange.

Rationale:
Bid No. 19/20-01MO, Unit Cost Pricing for Concrete, was advertised per Public Contract Code on November 17 and 24, 2019. A bid due date of December 10, 2019 at 1:00 pm was set; one (1) contractor responded to the call for bids. The bid received was evaluated by Maintenance & Operations and Purchasing staff to ensure adherence to Irvine Unified School District (District) specifications and responsiveness according to Public Contract Code.

Above All Names Construction Services, Inc. (Contractor) has been determined to be the lowest responsive and responsible bidder.

The initial term of the contract is February 1, 2020 through January 31, 2021 with the option to extend for four (4) additional one (1) year terms upon mutual written agreement between the District and Contractor and the approval of the District's Governing Board, for a maximum term of five (5) years, in accordance with provisions contained in Education Code section 17596.

14.h. Review of Public Information Meetings Held for Phase 6 Solar Vehicle Shade Structure Projects
Rationale:
In accordance with Administrative Regulation 7110.1, staff must notify adjacent homeowners when contemplating the expansion of existing structures or placing new structures on Irvine Unified School District (District) sites. Notices were sent to adjacent property owners (minimum 300 feet radius), appropriate homeowner associations and local media, by mail, no later than fourteen (14) days prior to the meeting at which the placement of these structures were discussed. These Public Information Meetings (PIMs) were held in the evening to provide accessibility by the majority of those noticed.

As part of District's Phase 6 Solar Vehicle Shade Structure project, the following six (6) sites will be presented to the Board for consideration at the February 4, 2020 Board Meeting: Sierra Vista Middle School, Culverdale Elementary School, Westpark Elementary School, El Camino Elementary School, Canyon View Elementary School, and Deerfield Elementary School. Each of these sites are recommended to receive permanent solar vehicle shade structures in their respective parking lots.

As a result of the Williams Settlement, Ed. Code 35186(d) now stipulates "A school district shall report summarized data on the nature and resolution of all complaints on a quarterly basis to the county superintendent of schools and the governing board of the school district. The summaries shall be publicly reported on a quarterly basis at a regularly scheduled meeting of the governing board of the school district. The report shall include the number of complaints by general subject area with the number of resolved and unresolved complaints. The complaints and written responses shall be available as public records."

Rationale:
District policy states that field trips or excursions that involve out-of-state travel, overnight travel, air travel or solicitation of funds in excess of $3,500 shall be submitted to the Superintendent or designee for review and recommendation to the Board.

District policy further states that no expenses of students participating in a field trip or excursion shall be paid with school district funds, unless the field trip is required as part of an approved program. If an individual cannot raise the funds, a scholarship or other form of financial support shall be provided. The source of this financial support shall not be from any IUSD account.

Rationale:
On occasion, it is appropriate for the District to enter into a contract arrangement with parents of students with special education needs. A small percentage of more severely involved special education students have very unique needs that cannot be met entirely by special education employees of IUSD who normally support our school-based programs. It is frequently financially advantageous to the district to have the flexibility to provide these specialized services without the usual employment restrictions associated with education code procedures. All services are provided as required by federal and state mandates or the IEP.

Rationale:
The Bank of New York Mellon (BNY Mellon) is the Trustee of bond funds for the Irvine Unified School District Community Facilities Districts (CFD) 86-1, 01-1, 04-1, 04-2A, 04-2B, 06-1, 08-1, and 09-1.  Due to recent changes in Board member assignments, it is necessary to update and resubmit the CFD Certificate of Authorized Officers authorized to process payments and documents related to Community Facilities District Nos. 86-1, 01-1, 04-1, 04-2A, 04-2B, 06-1, 08-1, and 09-1. Accordingly, Board approval is requested for the following updated CFD Certificate of Authorized Officers:

Rationale:
Bid No. 19/20-04FA, Construction Security Services at Various District Sites, was advertised per Public Contract Code on October 30, 2019 and November 6, 2019.  A bid due date of November 21, 2019 at 1:00 p.m. was set; one (1) contractor responded to the call for bids.  The bid received was evaluated by Facilities staff to ensure adherence to Irvine Unified School District (District) specifications and responsiveness according to Public Contract Code. 

Kingdom Security (Contractor) has been determined to be the lowest responsive and responsible bidder. Kingdom Security has provided security services on numerous District construction projects and performed in a satisfactory manner.

Rationale:
Eide Bailly, LLP, Certified Public Accountants have completed the examination of the financial statements of funds and accounts of the Irvine Unified School District for the 2018-19 fiscal year.

The completion of this audit is in accordance with Education Code Section 41020.  Copies of this report are filed with the County Superintendent of Schools, County Auditor, State Department of Education, and the Audit Division of the State Department of Finance.  By law, the Board must file the audit by December 15 each year.

In accordance with Education Code Section 41020.3, contents of this report will be reviewed at the January 14, 2020 Board of Education meeting, and a representative of Eide Bailly, LLP, will be available to answer questions regarding the audit.
