Article XIII B to the California Constitution, popularly known as the Gann Initiative, placed limits on the growth of expenditures for publicly funded programs. Division 9 of Title 1, beginning with Section 7900 of the Government Code, was then added to law to specify the process for calculating state and local government appropriation limits and appropriations subject to limitation under Article XIII B of the Constitution.

12.1. Consideration and Approval of the Variable Term Waiver Request (Action Item)

Rationale:
Anouk Dorrance is a 100% FTE CTE Medical Careers Teacher at Benicia High School. Ms.
Dorrance is enrolled in the Induction program to clear her CTE credential through the Yolo-Solano
Center for Teacher Credentialing (Davis Joint USD).  Ms. Dorrance currently has one English
Learner (EL) students in her classes. A preliminary CTE credential does not include an English
Learner authorization. Ms. Dorrance needs a Certificate of Completion of Staff Development (CCSD)
waiver to authorize her to teach EL students.
The District must submit a waiver request to the California Commission on Teacher Credentialing
(CCTC).  To submit the request, the board is required to approve the request in a public meeting and
the Superintendent or designee must sign and submit the attached form to verify the board action.
Ms. Dorrance will obtain EL authorization when she completes the final requirements for the CTE
credential in June, 2021

12.2. Consideration and Approval of the New Job Description for Director of Education Services (Action Item)
Rationale:

Over the past several years the role of curriculum and instruction has changed.  With the adoption of the Common Core State Standards,  the Next Generation Science Standards, CAASPP and ELPAC statewide assessments, the leadership needed to work directly with teachers, administrators, publishers and other departments such as Information Technology, Special Education and Student Services has become paramount.  

Now, more than ever, leadership is needed to help BUSD become a cohesive, equity-focused, and aligned District.  The role of the Director promotes the leadership, not just the implementation of programs that impact every child and teacher in the District. The following are the competencies that a Director position brings to BUSD:

  • Instructional and programmatic vision, leadership and deep knowledge of CCSS/NGSS standards TK-12 and knowledge of and commitment to culturally responsive and equity centered practices.

  • Expert at designing, assessing, and curating learner-centered curricular resources and supporting the curriculum adoption implementation processes. 

  • Deep knowledge of adult learning theory and the ability to lead teams in the development and delivery of high-quality, relationship-based, and purposeful curriculum Tk-12.

  • Facilitation of data-driven and equity-focused teams and processes. 

  • Highly flexible and comfortable with change, growth and possibility.

  • Skilled collaborator, communicator, and relationship builder

12.3. Public Hearing and Discussion of the Learning Continuity and Attendance Plan (LCP) (Action Item)

BUSD staff has consulted with teachers, principals, school personnel, students, parents and local bargaining units to gather input regarding the update of the Learning Continuity and Attendance Plan (LCP).  

Staff is presenting the Learning Continuity and Attendance Plan (LCP) for Public Hearing.  The LCP will be presented for final approval at the September 17th Board Meeting.
