The Board will appoint a temporary chairperson (normally the Superintendent) to conduct the meeting while the new officers are being elected.
The Oaths of Office will be administered to the newly elected Board Members. Immediately following the Oaths, the new members will be seated. |

The Board will appoint the Superintendent as Secretary to the Board of Trustees for 2019. |

The Board will establish the time, place, and dates for regular Board meetings. The second and/or fourth Tuesday of each month are designated as regular meeting days. Unless specified otherwise, regular meetings begin with closed session at 5:30 p.m., and regular session at 6:00 p.m. in the Paso Robles Joint Unified School District Board Room at 800 Niblick Road, Paso Robles.
The Board Governance Calendar outlines the major policy and educational items for which the Board is responsible to govern. This calendar will assist the Board and staff in preparing the agenda items prior to their consideration. |

Per Board Bylaw 9140 – Board Representatives, the Governing Board may appoint any of its members to serve as its representatives on District committees or advisory committees of other public agencies or organizations. Due to open meeting law requirements, a majority of the Board shall not be appointed to serve on the same committee.
When making such appointments, the Board shall clearly specify, on a case-by-case basis, what authority and responsibilities are involved. Board representatives shall not grant District support or endorsement for any activity without prior Board approval.
If a committee discusses a topic on which the Board has taken a position, the Board member may express that position as a representative of the Board. When contributing individual ideas or opinions on other topics, he/she shall make it clear that he/she is speaking as an individual, not on behalf of the Board.
The Board may appoint any of its members to be a representative of the Board to other committees or advisory groups as needed during the year. It is expected that Board representatives to committees attend a minimum of 70 percent of the regularly scheduled meetings of the committee, and to report regularly to the Board.
Not included on the list are adjunct committees (e.g., Boys and Girls Club, YMCA, Paso Robles Youth Sports Council, Paso Robles Downtown Main Street Association, Paso Robles Historical Society, Boy/Girl Scouts, etc.), as they are not a requirement of Board Bylaw 9140. |

The purpose of Adopt-a-School/Site Board Representatives is to encourage Board members to participate in individual school/site activities in order to keep their finger on the pulse of the District. Each Board member is encouraged to participate in the following activities at their adopted school/site:
Attend one staff meeting.
Attend one School Site Council meeting.
Visit during Back-to-School Night and Open House.
Participate in one parent-sponsored school event.
Schedule a visit with the school principal to discuss the school’s progress and take a brief tour.
Report to the Board at monthly meetings any news about their school/site. |

CSBA's Delegate Assembly is a vital link in the association's governance structure, which sets the general policy direction for the association. The board of directors, executive committee, and delegates ensure that the association reflects the interests of school districts and county offices of education throughout the state. Any CSBA member board is eligible to nominate board members within their geographical region or subregion to the CSBA Delegate Assembly. Delegates serve a two-year term beginning April 1, 2019, through March 31, 2021. There are two required Delegate Assembly meetings each year: May 18-19 in Sacramento, and November 4-5 in San Diego.

Due to employee being out on maternity leave, PRJUSD will contract with Ardor Health Solutions to fulfill speech and language services and supports per student IEPs. While the District has sought candidates via EdJoin, there have been no available applicants and thus a contracting agency is needed to cover PRJUSD employee maternity leave.

The total maximum cost of services is $18,480. Employee differential pay will support the funding of the contracted position.

PRJUSD wishes to renew the annual MOA for the Provision of Data Processing Services to Districts by SLOCOE for the current Fiscal Year 2018/19.
SLOCOE has instilled an updated process to the MOA renewal and now needs the Board of Trustees' approval.
Total annual charge for FY2018/19 is $42,225.73. SLOCOE will invoice the District for 50% of the annual charge in January and 50% in June of the fiscal year for services provided under this agreement as shown in Appendix A of this agreement. |

1. NASCO Fort Atkinson, on behalf of Nanette Carminati's request, wishes to donate art supplies to the Arts Academy at Bauer Speck valued at $410.
2. David Haggmark via Wonderful Giving wishes to donate to Lewis Middle School $1,000 in support of their Robotics program.
3. Virginia Peterson Elementary wishes to accept 2016-17 spring dividends from Lifetouch Photography in the amount of $469.16.
4. Justin Winery via DonorsChooose.org wishes to donate to Winifred Pifer Elementary four iPads valued at $2,139 for instructional support in literacy and mathematics.

California Education Code requires the Board to certify at least twice a year to the District's ability to meet its financial obligations for the remainder of the fiscal year, and based on current forecasts, in the subsequent two fiscal years. The Education Code further requires that these certifications be based upon the Board's assessment made using the state-adopted Criteria and Standards. Such Criteria and Standards include comparisons and review of ADA, revenues and expenditures, reserves, fund balances, and multi-year commitments.
The First Interim Report is presented to the Board with a qualified certification. Prior to Board action, a presentation highlighting changes in the current year budget will be presented.

The First Interim Financial Report for 2018-19 contains the MYP, Multi-Year Projection, of the District’s financial position for the 2018-19, 2019-20, and 2020-21 fiscal years. Since the state is no longer funding any new monies for districts other than “COLA” each year, this amount is not sufficient to cover all of the increasing costs that districts incur each year for step and column, increased pension, health benefits, utilities, and other increased costs, such as special education contracts, legal costs, or negotiated salary increases.
The resolution herein was developed to show that the Board of Trustees is determined to making those cuts in a long-term and committed fashion, and that it recognizes this now, in 2018-19, it must begin that planning. Certain actions must be taken within the next few months to effect financial changes for 2019-20, and planning for 20-21. At the same time, there are other obligations that must be met for employee negotiations, retirement contributions, and other contractual obligations. This resolution reassures the SLOCOE that this Board is now committed and knowledgeable about this situation and will undertake this obligation to identify and make cuts on a long-term basis. |

The District accumulates obsolete property on an ongoing basis. Property is deemed obsolete when it is irreparable, beyond economical repair, or obsolete for District use. District staff must evaluate obsolete property and sell, recycle, donate, or dispose of the property in the best interest of the District, in keeping with guidelines of the California Education Code. Education Code Section(s) 17545 and 17546 allow the Governing Board to sell surplus or obsolete property through public sale, private sale, or to donate such property to a charitable organization, or to dispose of such property at a public dump. Public sale is the District’s preferred method for disposing of obsolete property (excluding e-waste). Where items are of insufficient value to be accepted for sale, the District may sell items by private sale or to a recycling center or donate items to a non-profit organization. Should the condition, utility of value of the items preclude these methods, the items may be disposed of at a public dump. |

As required, the District must provide an actuarial study to our auditors outlining our Post Retirement Health Benefits program. This report will show the District's financial obligation. The scope of work also includes assistance in the preparation (or review) of the GASB 75. The proposal's total fee for this report as outlined in attachment is $6,500. |

Paso Robles Joint USD Board Bylaw 9250 - Remuneration, Reimbursement and Other Benefits, states any increases made pursuant to this section shall be effective upon approval by the Board (Ed Code 35120).
Currently PRJUSD compensations and health and welfare benefits are as follows:
Monthly compensation (stipend) each member $274
Monthly total = $1,918
Yearly total = $23,016
Board members are eligible for the health and welfare benefits program to the same extent that the District pays premiums for District staff. The benefits would become active on the first day of the month after they are sworn in (e.g., health benefits for new members who are sworn in on December 11, 2018, would become active on January 1, 2019).
Board members may elect to have any difference between the District paid portion and the cost of their specific benefit plan automatically withdrawn from their monthly compensation (stipend). Any additional unpaid balance would be the responsibility of the individual Board member.

MEMBERS OF THE PUBLIC ARE WELCOME AT ALL OF OUR MEETINGS. YOUR PARTICIPATION IS ENCOURAGED AND APPRECIATED.
If you wish to address the Board, please fill out a request form, provided on the table near the entrance, and submit it to the Clerk of the Board prior to the meeting. If you wish to speak on an item on the Agenda, please do so when that item is called. If you wish to speak on an item not on the Agenda, you may speak during the Public Comments section of the Agenda. The Board is governed by the Brown Act and may briefly respond to public comments but take no action except on items scheduled on the agenda. A maximum of 3 minutes per speaker may be allowed, and there is a 20-minute maximum limit for public input on any one subject/item. Speakers are requested to state their name and to address comments to the Board of Trustees. Items requiring lengthy discussion may, at the Board’s discretion, be scheduled as a specific agenda item at future meetings.
