NOTICE is hereby given that an online meeting of the Paso Robles Joint Unified School District (PRJUSD) will be held at 6:00 p.m., May 12, 2020. Closed Session for this meeting, not available to the public, will be held at 5:30 p.m. PRJUSD is taking all necessary steps to prevent and mitigate the effects of COVID-19 on our community. Therefore, in the interest of public health, and in compliance with California Governor Gavin Newsom’s Executive Orders N-25-20 and N-35-20, the California State Public Health Officer’s Order, including social distancing guidelines and avoiding group gatherings, the “Shelter-in-place” Order issued by San Luis Obispo County, and all applicable provisions of federal and state law, this Board meeting will be held online. All Board members, staff, and others presenting at the meeting will be calling in via the Zoom video conferencing platform from separate locations.
Unfortunately, physical attendance by the public cannot be accommodated given the current circumstances and the need to ensure the health and safety of the members, staff, and the public as a whole; however, PRJUSD is making significant efforts to ensure public participation during this Board meeting.
PUBLIC COMMENT: To provide Public Comment, please do so in advance by emailing 450 words or less to info@pasoschools.org. Please note on the email if the comment is for closed session items, a specific item on the agenda in open session, or a comment for an item NOT on the agenda. Public Comments will be accepted via email until 4:00 p.m., May 12, 2020. No more than 20 minutes total of Public Comment will be accepted for any one item, therefore, the comments read will be in the order received, up to 20 minutes. Any documents, petitions, or information for submittal may also be emailed to the address above.

Administrative Regulation 1312.4 requires that the Quarterly Report on Williams Uniform Complaints be presented to the Board. There were no Williams Uniform Complaints received from the period of January 2020 through March 2020. The report is completed, presented to the Board, and forwarded to the County Office of Education. |

Board Bylaw 9270 and Exhibit 9270 - Conflict of Interest were both discussed during the last Board meeting on April 28, 2020, where the policy was presented with CSBA's current recommendations, redlined version.
The Board Bylaw Committee discussed these documents and made very minor changes to the Bylaw on May 5, 2020.
Board Bylaws require two readings prior to approving updates. Staff seeks Board approval to update BB 9270 and E 9270. |

It has been determined that adding a Special Board Meeting on June 4, 2020, is necessary for a study session for reopening school strategies, goal setting and financial discussion after the May revision of Governor Newsom's budget. Because this date was not on the original Board-adopted calendar for 2020, it will be called a Special Meeting and will need Board approval. |

Policy and Regulation by CSBA to include exceptions in determining the five percent enrollment cap on the number of students at each grade level who may be recommended for community college summer session and to reflect NEW LAW (AB 1729) AND NEW LAW (SB 554).

DISTRICT CELL PHONE POLICY
Under existing law, school district boards can set rules limiting the possession and use of smartphones and other "electronic signaling devices" on their campuses and at school-sponsored events.
Senate Bill 272 authorizes school districts, county offices of education, and charter schools to create policies limiting or prohibiting the use of smartphones by students while at school or at school-sponsored activities-except under certain circumstances. Regardless of the recommended policy, students will be allowed to use their devices in emergency situations or when a threat of danger is perceived; if a doctor or surgeon determines a need for the phone related to health or well-being; or if the use/possession of a smartphone is required by a student's individualized education program.

SUICIDE PREVENTION
(BP Revised) Policy and Regulation updated by CSBA to include new law (AB 1767), which mandates age-appropriate policy on suicide prevention, intervention, and postvention for students in grades K-6 beginning in the 2020-21 school year. This Policy reflects requirements to consult with specified stakeholders on policy development, coordinate with the county mental health plan whenever a referral is made for mental health or related services for a student in grades K-6 who is a Medi-Cal beneficiary, and ensure that employees act within the authorization and scope of their credential or license.
The policy also reflects NEW LAW (AB 34) which requires the district, beginning in the 2020-21 school year, to post its suicide prevention policy in a prominent location on its web site. |

If you wish to speak on an item on the Agenda, please do so when that item is called. If you wish to speak on an item not on the Agenda, you may speak during the Public Comments section of the Agenda. The Board is governed by the Brown Act and may briefly respond to public comments but take no action except on items scheduled on the agenda. A maximum of 3 minutes per speaker may be allowed, and there is a 20-minute maximum limit for public input on any one subject/item. Speakers are requested to state their name and to address comments to the Board of Trustees. Items requiring lengthy discussion may, at the Board’s discretion, be scheduled as a specific agenda item at future meetings.
