NOTICE is hereby given that an online meeting of the Paso Robles Joint Unified School District (PRJUSD) will be held at 5:30 p.m., July 23, 2020. Closed Session for this meeting, not available to the public, will be held at 5:30 p.m. All Board members and staff, will be calling in via the Zoom video conferencing platform from separate locations.

Pursuant to the provisions of California Governor’s Executive Order N-29-20, issued on March 17, 2020, to prevent the spread of COVID-19, PRJUSD is making significant efforts to ensure public participation during this Board meeting.
PUBLIC COMMENT: To provide written public comment to be read during the meeting, please email 450 words or less to info@pasoschools.org. Note on the email if the comment is for closed session items, the item number on the agenda in open session, or comment for an item NOT on the agenda. Public Comments will be accepted via email until 4:30 p.m., July 23, 2020. Public Comment is limited to three minutes per person and no more than 20 minutes total for any one item, therefore, the comments read will be in the order received up to 20 minutes. Pursuant to SB 98 and Education Code 43504, “A local educational agency shall offer in-person instruction to the greatest extent possible.”
The Governor conducted a press conference on July 17, 2020 in which he referenced updated Guidance from CDPH. The Guidance on Page 18, Section 12, references a letter from CDPH of the same date entitled, “COVID-19 and Reopening In-Person Learning Framework for K-12 Schools in California, 2020-2021 School Year.”
It describes “In-Person Re-Opening Criteria”, which states,
“Schools and school districts may reopen for in-person instruction at any time if they are located in a local health jurisdiction (LHJ) that has not been on the county monitoring list within the prior 14 days.
If the LHJ has been on the monitoring list within the last 14 days, the school must conduct distance learning only, until their LHJ has been off the monitoring list for 14 days.”
This language points to a footnote which reads,
“ A waiver of this criteria may be granted by a local health officer for elementary schools to open for in-person instruction. A waiver may only be granted if one is requested by the superintendent in consultation with labor, parent and community organizations. Local health officers must review local community epidemiological data, consider other public health interventions and consult with CDPH when considering a waiver request.”
We have a directive from the legislature to open to the greatest extent possible. We have community support for getting children in the classroom. We have a plan with extensive details and process that has been reviewed and amended by County Health to protect our students and our staff. We provide multiple quality on-line distance learning options for staff and students. There is a process to potentially seek a waiver to attempt to provide in-person learning consistent with County Department of Public Health safety guidelines and as spelled out in our reopening plan to the children most in need of in person learning, our most vulnerable and youngest kids.

The 10 Gbps Bandwidth Upgrade (Spectrum) is to support the live streaming of classes our bandwidth needs to be upgraded from 1Gbps to 10Gbps. This is the first of four components needed to upgrade our internet connection to 10Gbps. The estimated cost is $2,000 per month, not to exceed $24,000 the fiscal year 2020-2021. This would be paid for from Learning Loss Mitigation funds.

If you wish to address the Board, please fill out a request form, provided on the table near the entrance, and submit it to the Clerk of the Board prior to the meeting. If you wish to speak on an item on the Agenda, please do so when that item is called. If you wish to speak on an item not on the Agenda, you may speak during the Public Comments section of the Agenda. The Board is governed by the Brown Act and may briefly respond to public comments but take no action except on items scheduled on the agenda. A maximum of 3 minutes per speaker may be allowed, and there is a 20-minute maximum limit for public input on any one subject/item. Speakers are requested to state their name and to address comments to the Board of Trustees. Items requiring lengthy discussion may, at the Board’s discretion, be scheduled as a specific agenda item at future meetings.
Please notify the Superintendent’s Office if you plan to attend this meeting and need an interpreter or, in compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting.
