The County of San Luis Obispo Public Health Department has determined that a school board meeting would be considered an essential government operation to assure continuity of operations and continuity of government. An in-person Board meeting for Trustees and Staff will be held with proper physical distancing, masking, and sanitation. However, in order to avoid large crowds and/or too many people in an enclosed area, it has been recommended that the public attend and participate virtually. This type of meeting is allowed under the Governor’s emergency orders.

You will be placed in a queue. You must call well in advance of the item you wish to comment on, public comment will not be available once the item has been discussed by the Board of Trustees.

The Mayor’s City of Paso Robles Diversity Panel in collaboration with PRJUSD will present information on the proposed #EmpowerKindness project to promote unity, eliminate the use of hate speech, and improve campus climate and culture. Diversity Panel Representative, Niya Williams, and Principal of Alternative Education, Dan Sharon, will provide a short presentation on how this endeavor will empower students to participate in a welcoming and safe return to our PRJUSD campuses. |

The purpose of this MOU is to record a non-binding statement of intent of the partners to work together toward the goal of increasing access to and providing integrated services with the intent of reducing the long-term adverse effects related to untreated mental health issues in students in San Luis Obispo County.
The Middle School Comprehensive Project provides evidence-based Student Assistance Programs (SAP) targeted at at-risk middle school youth and families. Services are provided on campus and are part of an integrated collaboration between schools, County staff, and community-based organizations. |

The 2020-21 Learning Continuity Plan (LCP) identified $400,000 in funding for upgrading teacher workstations to support distance learning (including within hybrid instruction). In conjunction with bargaining unit leadership, meetings were held with elementary, middle, and high school teachers to determine what technology was needed as a baseline. In addition, input was received from principals, Ed Tech TOSA, and the IT department based on educational needs, work orders, and technology requests. Attached is the recommended Baseline Classroom Technology which includes new desktops, dual monitors, updated document cameras, and web cameras, wired headsets, and charging boxes for classrooms that have students who will be taking devices home. The first priority will be grade TK-8 which have desktops that have not been upgraded and are 7-10 years old. As funding is available, we will purchase new desktops for all 9-12 teachers. The majority of 9-12 computers have been upgraded to solid state which makes them more functional for distance learning, however, these upgraded machines are also 7-10 years old. |

In the transfer to Hybrid Learning, the parents of approximately 400 students who are not in Dual Immersion have asked to have their children remain in distance learning. To ensure that students stay connected to their school site, we recommend the purchase of an online curriculum that allows teachers at each school site to support students in multiple grade levels. Accelerated Learning is the company that provides the K-5 curriculum to Edgenuity, our current online provider. Edgenuity no longer has seats available in their K-5 program so we were able to deal directly with Accelerated Learning. It is recommended that we purchase the four core content program which provides instruction in English language arts, mathematics, science, and social studies. The students will receive a workbook in each of the content areas. Teachers will monitor and support student progress through the online curriculum. Teachers will also provide daily synchronous instruction. |

Walker Medical Wellness will provide the necessary staffing and equipment needed to administer COVID-19 tests. As part of the district's operational plan during the hybrid learning model, and in compliance with the San Luis Obispo County Department of Public Health (SLOCDPH), monthly surveillance testing will be completed. Fifty percent of all staff will be tested each month. Any positive results will be reported to the California Reportable Disease Information Exchange (CalREDIE) to ensure contact tracing can be completed by SLOCDPH. This agreement is for 12 months, however, it can be canceled with a 30-day written notice. The cost is $4,400 per month. The cost for one year of testing is $52,800. This expenditure will be paid by CARES funds. |

On Wednesday, October 21, 2020, the San Luis Obispo County Office of Education (SLOCOE) provided written feedback on the district's Learning Continuity and Attendance Plan (LCP). According to SB 98, the district must discuss the written feedback in a public meeting with the Board of Trustees within 15 days. While SLOCOE did not find any of the expenditures to be inappropriate, they identified recommendations in two areas, both within the required explanation for the use of supplemental LCFF funding (pages 42-44). It is not a requirement this year that SLOCOE approves the LCP and no further action is required. Staff will present SLOCOE recommendations and the district's response. |

SEXUAL HARRASSMENT
Policy updated to reflect new federal regulations (85 Fed. Reg. 30026) which require that complaints of behavior that meet the federal definition of sexual harassment be addressed through new Title IX complaint procedures. Title of compliance officer changed to Title IX Coordinator pursuant to federal regulations, and responsibility assigned to Title IX Coordinator to receive complaints and determine the appropriate complaint procedure to use.
Regulation updated to reflect new law (SB 778, 2019) which (1) requires a district with five or more employees to provide two hours of sexual harassment training to supervisory employees and one hour of sexual harassment training to nonsupervisory employees by January 1, 2021, and every two years thereafter, and (2) requires new nonsupervisory employees and employees promoted to supervisory positions to receive the training within six months of hire or promotion.
