California’s Department of Public Health has updated statewide masking guidance to match the CDC’s guidance, lifting California’s mask requirements for vaccinated individuals starting on June 15. Vaccinated people are able to come together without masks in most circumstances. People who are unvaccinated must continue to wear a mask indoors in public settings to protect themselves and others.

We will continue to run the YouTube/Zoom connection for the broader audience and take public comment through remote calls, but we are pleased to be able to welcome our community members into the meeting room. ___________________________________________________________________________________

For item H.3, the Board of Trustees would like to stress the protocols for public comment as addressed in Board Bylaw 9323 - Meeting Conduct.  The topic of Critical Race Theory has been discussed by the Board and public during several recent meetings.  In addition, Board members have held meetings with constituents and staff.  The Board will allow the maximum of 20 minutes of public comment for this item, as outlined in BB 9323, and the remaining time will be reserved for Board discussion.

For this and other items requiring lengthy discussions, public comment will be on a first-come, first-serve basis with in-person commenters having priority and will be no longer than 20 minutes for each item.  Emailed public comments will be forwarded to all Board members but most likely not read out loud.  It is suggested that groups of constituents align and put forth their best speaker to assure their point of view is heard.

The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs (e.g., Title I, Title II, Title III). The ConApp comes in two parts: Spring and Winter Release. In the Spring Release of the ConApp, LEAs submit the application to document participation in these programs. (The spring release was postponed from June until July.) Approving the Consolidated Application Spring Release "2021-22 Application for Funding" would be stating to CDE that our LEA intends to participate in the intended programs during the 2021-22 school year and that we will comply with the General Assurances of each program.

Paso Robles Joint Unified School District published an RFP for Athletic Event Broadcasting on October 30, 2020.  The district only received one proposal; Voice of Paso (VOP).

Per the term options in the agreement under Contracts, both parties wish to renew the agreement for the first of three-year renewal terms.  This agreement would be effective July 1, 2021 - June 30, 2022, pending receipt of a 2021-22 Certificate of Insurance.

The School Resource Officer (SRO) Program has been implemented in our district for the past few years and it is the desire of both parties, Paso Robles Police Department and Paso Robles Joint Unified School District to extend the term of the attached agreement for additional one-year terms, 2020-21 and now this fiscal year 2021-22, as stated on the MOU under Terms and Terminations.  Unfortunately, due to the pandemic, the 2020-21 agreement/MOU was not extended at the time of extension and wish to formally include that extension here.

The School Resource Officer is of critical importance in that officers assigned to the Program encourage students to be responsible for their own actions, foster respect for other people, develop cultural sensitivity, make informed life style decisions, and develop a mutual understanding between the youth and police viewpoints.  The City and the District are committed to ensuring that students are in a safe environment to focus on their education free from unnecessary risk through the development of the SRO Program.

Financial Impact:

SRO #1 @ $75,802 annually, SRO #2 @ $75,802 annually.

The City of Paso Robles shall invoice the District twice a year on July 1st and again on January 1st.  Any overtime requested by PRJUSD shall be paid for by PRJUSD.

G.9. Approve Professional Services Agreement with Consultant Babette DeCou for 2021-22

The consulting fee for services is $65.00 per hour, billable on the half hour.  Billable hours may not exceed $47,710 annually.

While SLP jobs have been flown continuously for over 2 years, we have had only one applicant with several openings to fill.  AMN will provide PRJUSD with both in-person and teletherapy to meet the identified services on the IEP. G.14. Approve One Year Subscription Of Illuminate Inspect Plus For NGSS

Illuminate Education is an assessment database currently used in PRJUSD which provides an item bank of questions by standard to assist teachers in designing formative assessments which measure student acquisition of grade-level standards.  Teachers have the option to build assessments of their own using pre-built, standards-aligned questions for ELA and math or upload their own assessments.  This consent item is to add the NGSS science component to the current agreement with Illuminate for teachers in grades K-12. At the February 9, 2021 Board meeting, District Staff stated their intention to request qualifications through an RFQ (request for qualifications) to establish a pool of architects for future Measure M Bond projects.  On May 11, 2021, the District received eight responses from their request.  District Staff along with the Director Facilities, Operations and Transportation from San Luis Coastal Unified School District and the Director Facilities, Operations and Transportation from the San Luis Obispo County Office of Education reviewed and evaluated the submitted qualifications and then interviewed the four top firms.  District Staff is seeking Board of Trustees' approval to establish a pool of architectural firms with Nineteen-Six (19-6), PBK-WLC, IBI Inc., and Dyson-Janzen.  District Staff will submit individual agreements/contracts on a project-by-project basis.

H.2. Approve One Option Regarding the Teaching of Critical Race Theory

The Board  has heard approximately two hours of public input on Critical Race Theory at previous meetings. This evening, in accordance with Board Bylaw 9323, it will entertain further public comment regarding CRT for a final twenty minutes. At that time, the subject will then be debated by the Board. A list of options for the Board to consider includes:
  1. Adopt as is or with edits, a draft resolution;
  2. Schedule a public forum of some kind to discuss the topic further;
  3. Send a memo to all staff to assure rigorous enforcement of BP 6144 Academic Freedom/ Controversial Issues with specific direction on CRT;
  4. Do nothing unless CRT inclusion in the curriculum is mandated by the State of California.

H.3. Approve Return to Full In-Person Family Guide with Clarification of District Position on Mask Mandate and Consider Possible Adoption of "Let Them Breathe" Resolution

This is our draft plan to resume full in-person instruction for all students later this month. It follows Health Department mandates while recognizing how important it is for students to be learning in a classroom with their teachers and to be spending time on campus with their friends. We couldn’t be more confident that our schools are ready for this to happen in the safest way possible.  While this past year has been difficult for so many families in many ways, Paso Robles Joint Unified School District is committed to continuing to support all of those in our school community so that our return to campuses can be safe, successful, and fun. To that end, we plan extensive programs for Learning Loss Mitigation, as well as dramatically expanded opportunities for enrichment and acceleration, athletics including at the elementary sites, and social/emotional support.

Once approved by the Board this guide will outline all of the pieces families need to prepare for the start of in-person instruction, which for most students will be on Thursday, August 19.  It reflects the latest requirement that all students, regardless of vaccination status, must wear masks indoors in public places, including school. Masks are not required at this time outdoors or during lunch.  We realize this requirement is highly controversial and have asked our attorney to be present to answer questions and provide counsel so that the Board is fully informed of the relative wisdom of the various options open to us. The Board will then provide direction to the administration. 

The vote to be taken may include adoption of the attached Resolution or a version thereof as the Board so determines.

An update outlining progress made in completing the recommended actions to which the Board agreed in our formal response on February 10, 2021, has been prepared.  Upon approval by the Board of Trustees, will be sent to the SLO Grand Jury prior to the August 15, 2021 deadline.

H.5. Approve Four Recommendations for the Naming of District Facilities at Paso Robles High School

On June 16, 2021, a Citizen Advisory Committee for Facility Naming met to review and vote on four applications received for district-owned properties to be named in recognition of individuals.  The four proposals are attached. The Committee voted anonymously on each proposal.  Proposals 1-3 were 12 yea, 0 nay.  Proposal 4 was 11 yea, 1 nay.

Board Policy 7310 - Naming of Facility requires the Board shall hold a public hearing at which members of the public will be given an opportunity to provide input. A public hearing was held at the Board Meeting on July 13, 2021.

Any memorials, signage and funding for these projects will be in compliance with BP 7310.

Board Policy and Administrative Regulation updated to reflect new law (AB 130, 2021). Policy updates include the minimum period of time permitted for independent study to be three consecutive school days, required evaluation, content be aligned to grade level standards, live interaction and/or synchronous instruction based on grade level reengagement for attendance issues, transition to return to in-person instruction, and provisions of student-parent-educator conferences upon request.  Policy is also updated to include material formerly in the AR regarding course-based independent study and to generally align the requirements of course-based independent study with the requirements for general independent study.

For clarity, clean recommended versions have been attached due to large amount of changes.

AB130 requires the District to adopt a revised independent study policy prior to the first student instructional day in order to receive state funding. PRJUSD Board Policy 9311 - Board Bylaws provides for a first and second reading of a proposed or revised policy.  The policy states, "the Board may waive the second reading...".  Staff is asking the Board to waive the second reading and immediately adopt the proposed policy related to independent study in order to comply with Assembly Bill 130 (AB130).  

Board Policy 6157 - Distance Learning was adopted on May 26, 2020.  This policy should be deleted due to expiration of emergency legislation that temporarily waived apportionment requirements to permit distance learning for the 2020-21 school year.

Based on the revised CAL OSHA requirements (July 2021), we have updated our COVID-19 Prevention Program (CPP). All employers in California, including school districts must establish and implement an effective written COVID-19 Prevention Program (CPP), pursuant to an Emergency Temporary Standard in place for COVID-19 (California Code of Regulations (CCR), Title 8, section 3205(c)). The CCP is not a replacement of the District's COVID-19 Guidelines, but a tool specifically for employee safety and Cal/OSHA compliance.

A maximum of 3 minutes per speaker may be allowed, and there is a 20-minute maximum limit for public input on any one subject/item. Speakers are requested to state their name and to address comments to the Board of Trustees. Items requiring lengthy discussion may, at the Board’s discretion, be scheduled as a specific agenda item at future meetings. Please notify the Superintendent’s Office if you plan to attend this meeting and need an interpreter or, in compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting. In order to assist staff in assuring that reasonable accommodations can be made, notifications should be made by noon on the Friday preceding the meeting, or at least 48 hours in advance of the meeting, by calling (805) 769-1000, x.30104.
