This is the second presentation for the Career Technical Education Summer Internship Program. This past summer, we had five Career Technical Education paid internships for students that prepared students for real-world work in their industry areas. The goal of these internships was to mitigate learning loss and the loss of work-based experiences during the COVID-19 pandemic. The following pathways created opportunities for these students: Patient Care, Education, Arts, Media, and Entertainment, Information, Communication, and Business. Forty-four students successfully applied through an online application process, interviewed, and worked for 80-110 hours this past summer. Tonight we have two pathways that will highlight their summer internship programs: Education, Information, Communication, and Technology, and Arts, Media and Entertainment. All funding for this opportunity was provided through Career Technical Education Grants. |

Finding Speech and Language Pathologists (SLP) continues to be a challenge for districts around the state. PRJUSD currently has four open SLP positions. Soliant Healthcare has been utilized for this purpose for the past five years and supplies districts with this much needed position. With the start of the 21-22 school year, PRJUSD was fully staffed with a combination of PRJUSD employees and contracted employees. Unfortunately, one of the virtual contracted hires needed to back out. Soliant Healthcare stepped in and is able to provide PRJUSD with an in-person therapist to provide these required speech services to our students with IEPs. Soliant continues to be a good option for PRJUSD and staff recommends approval. This contract is not to exceed $75,000. |

The Community Advisory Committee (CAC) is a group of parents, educators and community members who are concerned with the educational needs of children with disabilities. Dee Dee Mello-Wisch has graciously agreed to be one of our two representatives for PRJUSD for the next two years. The role of the CAC is to create open and reciprocal communication between the SLO SELPA Director, and the parents of children with special needs. The CAC serves in an advisory capacity to the SEPA regarding community opinions and concerns, and suggestions pertaining to special education and related services to students with disabilities. The CAC strives for community acceptance in the difference of learning styles and the need for educational and vocational provisions to accommodate these differences. The CAC also serves as an advisory body to the SLO SELPA Director regarding the development and review of the Local Plan as well as any policy additions or revisions. Additional duties include assisting in parent education and in recruiting parents and other volunteers to support activities on behalf of individuals with exceptional needs. The CAC also sponsors events and activities designed to support disability awareness. |

In summer 2018, the California legislature introduced the K12 Strong Workforce Program (K12 SWP) as an ongoing statewide funding opportunity. It is designed to support K–12 local education agencies (LEAs) in creating, improving, and expanding career technical education (CTE) courses, course sequences, programs of study, and pathways for students transitioning from secondary education to postsecondary education to living-wage employment. In compliance with K12 SWP legislation (Education Code, Section 88827–88828(c)(8)(C)): All partners will report outcomes and financials in the NOVA and Cal-PASS Plus systems. Paso Robles Rotary would like to donate $905 in support of the National Ocean Sciences Bowl (NOSB) Club. These funds will help with cost of club activities during the 21-22 academic year. 3. Walmart would like to make a donation of school supplies valued at $100 to Virginia Peterson Elementary. 4. Golden 1 Credit Union (Paso Robles branch) would like to make a donation of school supplies valued at $100. 5. Albertson's would like to make a donation of 80 tubs of licorice and 10 boxes of disinfectant wipes. The licorice will be shared with the PRYDE program and new teachers. |

Education Code Section 60119 requires that the local Governing Board hold an annual public hearing and adopt a Resolution stating whether each pupil in the LEA has sufficient textbooks or instructional materials in reading/language arts, mathematics, science, and history social-science aligned to the content standards and consistent with the content and cycles of the curriculum framework adopted by the SBE. The Governing Board must also make a written determination as to whether each student enrolled in health and foreign language classes has sufficient textbooks or instructional materials. The ESSER III Fund accounts for nearly $122 billion of funding for all states and California's allocation is $15,079,696,097. The ESSER III funding provides LEAs with emergency relief funds to address the impact of COVID-19 on elementary and secondary schools across the nation. PRJUSD is receiving $10,144,014 in ESSER III funds to support the impact of COVID 19 as it most specifically impacts: 1. Strategies for Continuous and Safe in Person Learning 2. Addressing Lost Instructional Time (min of 20% of allocation) These funds are one-time funds which must be expended by September 2024.

The Transportation Department would like to ease the rentals from Enterprise Rent a Car for various transportation needs throughout the District, including long distance travel. The District rents on average 6-8 XL SUV’s on a weekly basis from Enterprise. These vehicles offer ample storage for athletic gear and overnight travel luggage. They offer comfortable seating and temperature control for extreme heat and ventilated seating for all passengers. The SUV’s have better suspension for long distance freeway/highway travel. They offer vehicle familiarity for the volunteer parent to be able to drive (affording more volunteer drivers for teams) and be a safer driver because of the familiarity. They are newer popular vehicles which hold a higher resale value when time to be replaced. The new models will allow for better fuel mileage due to the newer engines, thus saving fuel dollars. |

The current district phone system is "end of service" and "end of life." The result of this is that the manufacturer is no longer giving updates, providing support, or even equipment or parts if the current system fails. Therefore, because of the importance of communications from an emergency and operational standpoint, staff has solicited for bids to replace the district wide phone system. Each vendor who provided a quote maintains cooperative bids that the district can "piggyback" with. Total cost is $434,042.65 from the General Fund. |

The California Department of Education (CDE) is required to report Directory information annually to the U.S. Department of Education through the EDFacts Submission System (ESS). To meet this federal requirement, the CDE uses the County-District-School (CDS) code system. Additionally, the administration of CDS codes provides the CDE, as well as other state agencies and postsecondary institutions, with a basis for tracking schools and districts in California. The former The Arts Academy at Bauer Speck (TAABS) has been divided into two distinct schools. Each school must have a distinct CDS code. The Marie Bauer Early Education Center was completed and serves as a preschool. The other school is housed at a temporary site on the campus of Flamson Middle School. Staff recommends the District submit a CDS name change from TAABS to Glen Speck Elementary School, and the District apply for a new CDS code for the Marie Bauer Early Education Center under that name. |

In response to the COVID-19 Pandemic, Governor Newsom signed AB 361 into law, permitting public agencies to continue conducting meetings remotely in the following circumstances: - There is a proclaimed state of emergency, and state or local officials have imposed or recommended measures to promote social distancing; or
- There is a proclaimed state of emergency, and the local agency’s meeting is for the purpose of determining, by majority vote, whether as a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees; or
- There is a proclaimed state of emergency, and the local agency has determined, by majority vote, that as a result of the emergency meeting in person would present an imminent risk to the health or safety of attendees.
The Board of Trustees will consider adopting Resolution 22-06, to make a finding that the current circumstances meet the requirements of AB 361 and Government Code section 54953 for the Board to conduct meetings remotely.

On August 16, 2021, California Governor Newsom signed Executive Order N-12-21 in response to the ongoing COVID-19 pandemic and increased spread of the Delta variant. The Executive Order, among other things, aims to provide the public school system with increased flexibility to hire retired teachers to ensure continuity of education in the face of rising COVID-19 cases.
Generally, among other post-retirement work restrictions, retirees from the California State Teachers’ Retirement System (CalSTRS) have a zero dollar earning limitation during the first 180 days following retirement, also referred to as the “separation from service” requirement. As an exception to this general rule, CalSTRS retirees may only be employed in the California public school system within 180 days of retirement when each of the following requirements are satisfied: - The retiree has attained normal retirement age;
- The appointment is necessary to fill a critically needed position before 180 days have passed;
- The retiree did not receive a retirement incentive; and
- The retiree is not backfilling their previous position.
Previous, to meet this exception, the governing board of the employer must approve the appointment in a public meeting, as reflected in a resolution that includes the nature of employment and findings that all of the above-referenced requirements are satisfied. After the board has adopted the appointment, the employer is required to submit the resolution and all supporting documentation to CalSTRS before the retiree is permitted to work.
Executive Order N-12-21 specifically waives the resolution requirements of the exemption. However, the retiree and the position they are to serve in must still meet the conditions of the separation from service exemption and the employer is still required to submit required documentation to CalSTRS prior to the retiree performing services for the employer if a CalSTRS retiree intends to work within 180 days from their retirement date.

The Board is governed by the Brown Act and may briefly respond to public comments but take no action except on items scheduled on the agenda. Items requiring lengthy discussion may, at the Board’s discretion, be scheduled as a specific agenda item at future meetings.
