PUBLIC COMMENT

You can provide public comment on a closed session item before the Board goes into closed session.  You can provide public comment on items which are not on the agenda that fall within the subject matter jurisdiction of the Board as well as any agenda item when we call for public comment after the Pledge of Allegiance.  You will also have an opportunity to comment on a specific agenda item when the item is called. The Board will not take any public comment after the item has been discussed by the Board.

Your public comment can be given in person at the meeting, by telephone or by email.  Public comment in person or by telephone is limited to three minutes on any one item, whereby we extend that time by up to three minutes if the comment needs to be translated.  All public comment on any one item is limited to 20 minutes.

To comment in writing, send 450 words or less to info@pasoschools.org. by no later than 3:00 p.m. on the day of the meeting and note on the email if the comment is for closed session item, a specific item on the agenda, or an item which is not on the agenda.

On August 11, 2020, the Board of Trustees adopted Resolution 21-04, declaring  that the 2019 novel Coronavirus (COVID-19) pandemic needed the temporary suspension of all non-school use of District-owned facilities and grounds in order to ensure and protect the welfare, safety, and educational well-being of all District students and staff, consistent with the District’s comprehensive safety plan. This suspension would remain in effect until the Chief Business Official determined that the reopening of District-owned facilities and grounds for non-school use was safe and appropriate based on the guidance from federal, state and local officials. 

Due to updated guidelines and lowered restrictions, the District would like to rescind Resolution 21-04: Authorizing Restriction On Facilities Use to Limit the Spread of Corona Virus (COVID-19) and resume facility use operations according to the District's approved Use of Facilities Handbook.

I.2. Updated Bond Program Measure M Budget and Project Priorities

This action item will include updated cost estimates for current and future Measure M construction projects and recommendations to revise the priorities.  Staff also proposes, as previously discussed with the Board, that we delete projects that may be funded from alternative sources. 

Following these recommended modifications and reductions, administration will be seeking confirmation to move forward with the hiring of an architect to begin construction of the modified high school pool. 

Also included in this item is a request from Georgia Brown petitioners to reverse the recent decision to move Georgia Brown two times - to the temporary campus upon completion of the 17th Street school site, and then again when the 36th Street school site is remodeled; and 

A proposal from Board Member Dorian Baker to revisit the option of closing the 36th Street Georgia Brown school site completely and move the Dual Immersion Program to an existing site on the east side.

I.4. Approve Resolution No. 22-14: Assigning and Committing General Fund Reserves (to supersede Resolution No.22-07)

School districts across the state will be impacted by the recent deposits into the Public School System Stabilization Account (PSSSA).  Districts will have to limit their General Fund reserves to 10%. This cap will be triggered for the first time beginning with the 2022-23 budget. Staff recommends committing and assigning funds which accurately categorizes fund balance as per Governmental Accounting Standards Board (GSBA) Statement No. 54, Fund Balance Reporting and Governmental Fund Type Definitions.
 
Committed fund balance includes amounts that can be used only for the specific purposes determined by a formal action of the government highest level of decision-making authority and be changed or lifted only by the government taking the same formal action that originally imposed the constraint. Assigned fund balance includes amounts intended to be used by the government for specific purposes and intent can be expressed by the governing body and may delegate the authority to assign fund balances for intended purposes of fund balances. Resolution 22-07 was passed on December 14, 2021, with the following commitments and assignments: $2,000,000.00 is committed for Employee Retention, $1,000,000.00 is committed for Curriculum Adoption, $4,450,000.00 is committed for Facility Improvements, and $750,000 is assigned for Technology Upgrades.
 
Since December 2021, the district has expended the following: 
$750,000 Employee Retention
$361,000 Technology Upgrades
 
Staff recommends Resolution 22-14 supersede Resolution 22-07 and update the assigned and committed general fund balance as listed below: $1,000,000.00 is committed for Curriculum Adoption, $6,850,000.00 is committed for Facility Improvements, and $350,000 is assigned for Technology Upgrades.

I.8. Approve A-G Completion Improvement Grant

The A-G Completion Improvement Grant Program is established for the purpose of providing additional supports to local educational agencies to help increase the number of California high school pupils, particularly unduplicated pupils, who graduate from high school with A-G eligibility.

In discussions with the high school administration and foreign language department, as well as review of the current data for A-G completion rates, we believe the addition of American Sign Language will increase the A-G completion rate and provide additional options for the language requirement to be completed on the PRHS campus. Also included in this plan is an expansion of supports to our AVID programs, AP fees for students, AP professional development for teachers and administrators, and math support. 

Total anticipated allocation is $392,681. Spending Deadline is June 2026

PRJUSD plans to offer a robust summer school program to current PRJUSD students in grades one through twelve for the 2022 summer school.  

Elementary and Middle School Summer School will be offered from June 20th- July 15th. (Monday-Friday)

PRHS Summer School will be offered from June 16th - July 14th.  (Monday-Friday)

Extended School Year (ESY) will be offered from June 20th- July 21st.  (Monday-Thursday)

We are in the process of hiring staff for these programs and plan to offer an increased pay rate to our certificated and classified staff for Summer 2022.
