8.A. Milpitas Extension Joint Presentation-2019 Accomplishments and Activities
Rationale:

BACKGROUND: 

This presentation will include the PowerPoint deck, four guest speakers, a look to the future, and time for questions and answers.

 
Minutes:
MUSD Assistant Superintendent of Learning & Development Norma Rodriguez and Director of the College Extension Michael Mooney led the joint presentation that involved staff members from both districts.

The program allows for Dual Enrollment, and as it is further developed, students will be able to graduate from MUSD with both a high school diploma and an AA degree. The MUSD-SJECCD partnership also encompasses summer programs for students, community engagement events, and strategic planning for our Middle College High School for Fall 2021.

Milpitas High School student Frank Valdez was introduced as the first from MUSD to graduate through SJECCD’s Promise Program, which ensures up to two years of free community college.

Shortly thereafter, it was announced that the Promise Program is now available to all Milpitas High School and Calaveras Hills High School students.

Minutes:
CSEA President Machelle Kessinger appreciates Board allowing CSEA to have a voice at meeting. She calls up her team. She also thanks HR for collaboration with CSEA. Kessinger shares she is the CSEA Area Director who oversees 99 chapters and MUSD will be hosting a training symposium. She asks VP Norwood if he would be a guest speaker. Lastly, Kessinger shares that May 2 will be the date of the CSEA Golden Bear Awards.

Principal's Report: Zanker Elementary School Principal Shangrila Mia-Ramzen, along with Assistant Principal Recep Iscan and PTA President Fritzi Borja, lead the presentation that offers the Board a glimpse into their school community. Mia-Ramzen and staff give examples of how Zanker follows MUSD’s Strategic Goal #1 (Build a Culture of We that engages parents, staff, and community partners in supporting student success) by forming partnerships and working collaboratively with their school site committees, other school communities, and local groups. They also share that Zanker has made incremental growth from last year to the current year in its Chronic Absenteeism and Suspension rates. In addition, Zanker has maintained a 95 percent Attendance rate for grades K-3 and a 96 percent Attendance rate for grades 4-6.

Business Services: Assistant Superintendent Wendy Zhang shares information on the State Matching Funds Process, the Student Nutrition Wellness Policy and that the Maintenance Department has been working with the Water District to find new ways to conserve water throughout the District. Superintendent Jordan shares that the District has an "AA1" and "AA" Credit Rating, the highest rating by Moodys and S&P respectively for an ADA-funded school district.

Learning & Development: Assistant Superintendent Norma Rodriguez shares that the English Learners Re-Classification numbers are coming in and the District has an increase in EL students who qualify for the re-classification. She also shares that there will be a Multi-Cultural Celebration on May 13; early enrollment has helped with projections; and that the School Accountability Report Cards will be published on February 1.

Human Relations: Assistant Superintendent Jonathon Brunson shares that recruiting season is underway as the district prepares for site by site staffing for next year. He enjoyed the lessons taken from the Jack Weinstein story of resiliency. He thanked HR Director Damon James for work on Professional Development Training for Classified Staff; and he attended the Denny Weisberger services.

18.A. Williams Uniform Complaints Quarterly Report (2nd Quarter, Oct. 1 - Dec. 31, 2019)

18.B. Staff Report on the Governor's 2020-2021 State Budget Proposal. (Assistant Superintendent, Business Services)
Rationale:

BACKGROUND:

The Governor released the State’s 2020-21 Budget Proposal on January 10, 2020.

Here are a few major items that have direct impact on our district:

  • The State Budget proposes $1.2 billion towards the LCFF to fund the 2.29% statutory COLA.This is lower than the 3% COLA projected at adoption of the 2019-20 State Budget.
  • The State Budget proposes to use $645 million from the 2019-20 State Budget to improve the Special Education base formula
  • The State allocated $250 million for one-time funding for preschoolers with disabilities
  • Increase funding for school nutrition by an ongoing $60 million
  • Mandate Block Grant, Child Care and Preschool Rates increase by 2.29%

There are other items that will have an unknown impact on our district:

  • The Governor proposing a $900 million one-time investment in the educator workforce to address the educator shortage
  • $300 million to establish Community School grants
  • The Governor continues to prioritize access to computer science education
  • $10 million one-time to train school food service workers to promote healthier and more nutritious meals
  • The State Budget proposal includes over $900 million in one-time Proposition 98 funds to address California's persistent educator shortage.

Minutes:
Assistant Superintendent Zhang, along with Director Linh Le, explains that the Governor has increased funding for education but it does not sufficient enough to cover increased costs to school districts. She praised MUSD for being financially sound and prudent as well as being proactive with budget reductions. She adds the Second Interim Budget will be presented in March.

18.C. Approve Resolution 2020.24 In Support of Proposition 13: Public Preschool, K-12, and College Health and Safety Bond Act of 2020, Assembly Bill 48 (O’Donnell, Glazer)
Minutes:
Superintendent Jordan explains that Proposition 13 state education bond slated for the March 2020 election is not the same as a past state Prop 13. She asks the board to review the resolution and what the education Prop 13 would do for school districts and then it can be brought back for approval at a future meeting. Trustee Norwood wants to do more research on Prop 13 before making a decision on supporting it.

19.B. Approve Blach Construction’s Phase Two Increment One, Guaranteed Maximum Price (GMP), Plus Steel Estimate for Mattos Elementary.
Rationale:

On May 14, 2019, the Board approved a contract for pre-construction services with Blach Construction for work associated with the Phase Two build-out of Mattos Elementary.  The District set a completion date of August 2021 for the Phase Two build-out. Due to DSA backlog for approval of plans, it was determined that it would be in the best interest of the District to submit plans to DSA in two increments.  Increment One will include site work, building pads and underground utilities. Increment Two will include all remaining elements of construction to complete the project. Blach solicited and received subcontractor bids for work associated with Increment One and that pricing is attached to this item.  Since time is of the essence and structural steel has a very long lead time for procurement, Blach has also included an estimated cost for the structural steel. Staff seeks approval of the Increment One GMP as well as the structural steel so that Blach may place the order for steel as soon as possible to avoid delays in the overall timeline for the project.

*Please note that a detailed estimate of Increment Two is being provided for reference so the Board is aware of the potential overall GMP to complete the school.  Actual pricing for Increment Two will be brought back to the Board for approval once received.

Rationale:

BACKGROUND: 

During the recruiting season we advertised for special education teachers on these recruiting sites and/or participated at these job fairs; EdJoin, Eduprenuers, SJSU, Stanford, SCCOE EPIC program, Cal State East Bay, Santa Clara U, CSU Stanislaus, Berkeley, National and USF.   We reached out through our personal connections with prior school districts and the Special Education Local Plan Areas in our recruiting efforts.  Despite these efforts, several teacher positions remained unfilled, and we have to contract for these teachers. The EdJoin listing will continue until the positions are filled. 

 

This teacher from Birch Agency will be compensated at $109.00 per hour, for the term January 21, 2020, to June 5, 2020.



 
Recommended Motion:

It is recommended that the Board of Education approve this agreement with Birch Agency for School Year 2019-2020 for this open Special Education teacher position.



Financial Impact:

Total cost estimated to be $78,480.00 for this Special Education teacher.

20.E. Approve American Modular Systems Portable Purchase for Randall Elementary.
Rationale:

The Facilities Modernization Department piggybacked on Reef-Sunset Unified School District’s contract with American Modular Systems. This modular classroom is part of the modernization/expansion of Randall Elementary School and will house one kindergarten class.  The building will be placed on a permanent concrete foundation with a stucco exterior finish. The classroom will have two one stall restrooms, two sinks, and associated cabinetry. The 1,440 square foot building meets CDE requirements for a kinder classroom.

20.F. Approve Hohbach-Lewin, Inc.'s Proposal for Surveying Services At Rancho, Russell, Milpitas High, and Spangler on 2020 Summer Projects.
Rationale:

The District has four upcoming projects that require a topographical survey of the site. Topographic surveys are required by many local government bodies to determine the existing conditions and elevations of a site. Together with a boundary survey, topographic surveys are used by architects and engineers to create accurate and appropriate designs based on existing conditions.  Surveying services are not typically included in architectural or engineering contracts.  The District received proposals from Hohbach-Lewin for surveying related to upcoming projects at Russell, Rancho, Spangler, and Milpitas High.  The proposed costs are shown below:

20.G. Approve Furman Construction Inspection, Inc. Proposal for Inspector of Record Services at Mattos Elementary Phase Two project.
Rationale:

The Division of State Architect (DSA) requires both a Class 1 inspector as well as an assistant inspector on the Mattos Elementary phase two project to meet requirements for general inspection.  This type of inspector is referred to as the Inspector of Record and satisfies DSA general inspection requirements.  


Proposals were received and reviewed by staff.  Hourly rates for inspectors were similar so staff recommends using Furman Construction Inspection, Inc. as they were the Inspector of Record for Phase One Mattos Elementary and are familiar with the project and its requirements.  The District was satisfied with the work performed by Furman Construction Inspection, Inc. on phase one.


The total proposed fee of $654,360 may be reduced if the assistant inspector is not required for the entire duration of the project.  The fee is based on actual billable hours and the cost is “not-to-exceed”.

20.H. Approve Quattrocchi Kwok Architects for the 2020 Summer Paint Project at Milpitas High, Russell Middle, Spangler Elementary and Sunnyhills Child Development Center.
Rationale:

Staff requested a proposal from Quattrocchi Kwok Architects (QKA) to provide architectural services for exterior painting at various sites. QKA worked on the 2019 painting projects at  MHS, Pomeroy, Burnett, Curtner, and MOT. Bidding will take place in March, and the work will be completed before the start of school in August of 2020. QKA is one of the firms from our pool of approved architects.

The Thought Exchange improves both communication, as well as staff and family engagement. The District is changing the terms of the agreement from 2017, which allowed for only one major exchange and one leader. 



Recommended Motion:

It is recommended that the Board of Education approve this agreement with Thought Exchange.



Financial Impact:

Estimated cost of agreement is $12,000.

Milpitas High School: Approximately 125 students, with five adult chaperones, to Fresno State University, located at 5241 N. Maple Avenue, Fresno, CA 93740, for band performances at Invitational on March 3, with transportation by West Valley Trailways.

21. BOARD COMMUNICATIONS/REQUESTS

This part of the agenda provides School Board members the opportunity to report on their activities as elected representatives.  School Board members may request the placement of items in future Board agenda, relay information from the community, or request information from staff.  The student Board representative reports on school and student activities.
Minutes:
Student Board Rep Timothy Griggs of Cal Hills shares that CHHS held a school site meeting and is planning to develop a Parent Teacher Student Association; their College & Career Day will be held on April 9; the FLY program starts Feb. 5; and this week Cal Hills has 21 students registered for SJCC college class on the Cal Hills campus.

Student Board Rep Kush Brahmbhatt of MHS shares that it is class scheduling season at MHS so students are meeting with counselors; there was an AP Fair held today where students can ask teachers about their AP class; multi-cultural week kicks off next week; and he hosted a Community Conversation on Vaping.

Trustee Tsai wishes everyone a Happy Lunar New Year. He attended the MetroEd Board Meeting, a leadership retreat for Asian American leaders, a forum at Stanford University, the City of Milpitas Lunar celebration, the MUSD Cultural Sustainability Professional Development, LCAP study session, Milpitas On the Table Conversation, and the Denny Weisgerber service.

Trustee Yip-Chuan attended the Burnett School Site Council meeting, the Lunar New Year celebration by the City, LCAP study session, Supervisor candidates forum, MUSD Cultural Sustainability PD, Denny Weisgerber service and the Milpitas On the Table Conversation.

Trustee Norwood attended the Bay Area vs. the Valley All-Star Game, City-School District Collaboration, MHS Shark Tank event, Women's March in Downtown San Jose, Golden Bell Award ceremony at SCCOE, MUSD Cultural Sustainability PD, MHS 8th grade parent information night, Santa Clara County State of Education meeting, Denny Weisgerber service and the Milpitas On the Table Conversation.
