Attendance and Public Comment Changes Due to COVID-19 Pandemic
The Carmel Unified School District will be conducting its regular meeting on October 21, 2020 beginning at 4:30 p.m. to open the meeting and adjourn to Closed Session after public comments on Closed Session agenda items and reconvening into Open Session at 5:30 p.m. for Open Session agenda items.  Given the current Monterey County Order covering the territory of the District, and the Social Distance Guidelines issued by Federal, State, and Local Authorities, the District has implemented the following changes for attendance and public comment.

The District has taken steps to utilize technology to encourage full public participation during upcoming meetings in order to comply with public health guidance during the COVID-19 pandemic.  Accordingly, the Regular Meeting of the Board of Trustees will be accessible online through the following two options: 

  1. To view the meeting only - Go to the CUSD Board Meeting YouTube Channel at https://youtube.com/c/CUSDBoardMeeting. The District will begin the live stream of the meeting no later than the date and time of the Board meeting.

  2. To make audio comments and view the meeting: Log in to the CUSD Board Zoom Meeting. The District will publish the link and password for the Zoom option on the District's webpage (click here to access the District webpage) no later than the date and time of the Board meeting. The Zoom meeting capacity is limited to the first 500 attendees.

General Public Comments & Comments via Zoom on District Agenda Items Instructions
If you are attending the meeting via web access and wish to make a public comment on a non-agenda, open forum, or on items on the agenda, you may raise your hand to speak via zoom, you will be announced and unmuted when it is your time to comment.  When you are called upon, please state your name and the item you are commenting on, including the agenda item number and title if you are commenting on an agendized item.  If you wish to comment on more than one agenda item, please wait until each item to be called by the board. 

Because of time constraints and the need for the Board to act on agenda items, public comments on each agenda item will be limited to a maximum of 3 minutes per speaker and no more than 20 minutes total for all speakers. The 3 minutes per speaker may be reduced when there are more than 7 speakers on a particular agenda item in order for all interested persons to address the item.

IX.D. New Positions and Updated Job Description: 2 Temporary Technical Assistant - EL Support/Physical Education, 6.5 hours/0.8125 FTE
Rationale:
At the request of the Principal of Carmel MS, two temporary Technical Assistants - EL Support/Physical Education will support students in small cohorts.  The current staff members are unable to maintain the support for multiple cohorts of students across several grade levels.  The additional staff allow site administration to create a model where each of the Technical Assistants support one grade level each.  The approval is to add these positions for the remainder of the 2020/2021 school year.

The job description needs to be updated to reflect the targeted support being provided to EL students and to recently redesignated ELs.  The current job description does not include language related to EL support, however it is being provided to students at CMS by the current staff member.  CSEA has been provided an opportunity to review and provide input on the proposed update.

 
Financial Impact:
The two temporary positions are estimated to cost $105,000, inclusive of statutory benefits and would be funded out of the district's general fund.

IX.E. New Position: Temporary Teacher at CHS, 7 hours/1.0 FTE
Rationale:
At the request of the Principal of Carmel HS, a temporary certificated teacher would support students in a small cohort and allow current teachers to continue to provide distance learning instruction.  The position would be temporary for the remainder of the semester through December 18, 2020.  If the position is needed beyond that time, an additional request will be made to the Board in December. 
 
Financial Impact:
The temporary position is estimated to cost $28,000 inclusive of statutory benefits and would be funded out of the district's general fund.
IX.F. Resolution #20-41 A Resolution of the Board of Education of the Carmel Unified School District Adopting and Approving the Associate Membership Agreement Joining the Education Technology Joint Powers Authority
Rationale:
The District desires to become a member of the Education Technology Joint Powers Authority (EdTech JPA) starting on 10/21/2020 until the District decides to terminate. EdTech JPA acts as a procurement vehicle for technology goods and allows EdTech JPA Members to leverage contracts established through the Request for Proposal (RFP) process, thus alleviating Members’ administrative costs and overhead.  Each EdTech JPA contract leveraged by the District must be Board approved and executed prior to any obligation to the District.

IX.G. Resolution #20-42 Proclaiming and Honoring October 11-17, 2020 Week of the School Administrator
Rationale:
In observance of the importance of educational leadership at the school and school district levels, the second full week in the month of October of each year shall be designated as "Week of the School Administrator."  Schools and school districts are encouraged to observe the week with public recognition of the contribution that school administrators make successful student achievement.  Although, this week is typically the week of CUSD's fall break, recognition of the contributions of school and district administration is important, perhaps now more than ever.

Quick Summary / Abstract:
Any Board member or member of the public may request that a matter within the jurisdiction of the Board be placed on the agenda of a regular meeting.  The request shall be submitted in writing to the Superintendent or designee with supporting documents and information, if any. Link to request an agenda item is located at https://www.carmelunified.org/domain/3 

The Board president and Superintendent shall decide whether a request is within the subject matter jurisdiction of the Board.  Items not within the subject matter jurisdiction of the Board may not be placed on the agenda. In addition, before placing the item on the agenda, the Board president and Superintendent shall determine if the item is merely a request for information or whether the issue is covered by an existing policy or administrative regulation. If the item is within the jurisdiction of the Board and not covered by an existing policy or regulation, the item shall be placed on the agenda of the next regular Board meeting, allowing for consideration of time constraints and staff availability.

The Board president and Superintendent shall decide whether an agenda item is appropriate for discussion in open or closed session, and whether the item should be an action item subject to Board vote, an information item that does not require immediate action, or a consent item that is routine in nature and for which no discussion is anticipated.
