Sweat Free Procurement

Leyva-Cutler said that her child development program contract contains a sweat-shop free clause requiring the contractor to adopt a policy and she inquired if the District was also required to do so by the state. Superintendent Evans clarified that school districts are not necessarily required to have a policy.

 

The discussion that followed was mostly about identifying the source of items and supplies purchased by BUSD.

 

Purchasing Manager Tom Bollinger agreed to closely review the list of vendors from whom BUSD purchases apparel to ensure sweat free procurement. This item will come back for further discussion at a subsequent meeting.  

 

Use of Private Vehicles to Transport Students

After School Program Supervisor Aaron Jorgensen presented a draft policy for the use of private vehicles to transport students He explained that he added language stating that drivers’ licenses should be verified, which would require administrative support and possible investment in accessing a database to conduct driver background checks.

Participants discussed the implementation of this policy.

Political Activities

Communications Director Natasha Beery explained that this policy is intended to serve as guidance on how to conduct employees can engage in political activities.

 

Participants discussed proposed language and agreed that the distinct roles of the Board, employees and unions be defined.

 

Feminine Hygiene Products

Leyva-Cutler stressed how important it is to make menstrual products readily available to students.

BHS student Rachel Alper added that this is a basic right that girls should have.

Chair Alper suggested that if the policy is passed, there should be a budget attached to it for the one-time purchase of dispensers and the ongoing restocking costs.

The Superintendent will bring back information regarding associated costs.

Employees and Political Activities

Director Beery explained that this policy was initially developed to provide clarity to staff about how can they appropriately engage in political activities. In the process, several connected issues proved this policy to be a bit more complicated. One of those issues is around email. The goal now is not to create additional regulation, but rather to protect speech and direct folks on how to best exercise their rights. The recommendation is to have this taken off the policy calendar and direct staff to work with the unions to draft  procedures to more effectively communicate with all employees about their responsibilities when it comes to engaging in political activities.

 

Complaints policies cleaned up

BP 1312.1 and BP 1312.3

 

BP 1312.1 and BP 1312.3 are no longer in effect and should be officially removed from database:

Menstrual Products

 

Participants discussed associated costs and reviewed proposed language. The goal is to implement this policy in the beginning of 2019-20.

 

Motion to approve this policy to be presented to the Board for first reading at its November 12 meeting:

Student Services Manager James Wogan explained that this policy needs to be updated. The updated policy will meet compliance requirements and improve the way in which BUSD serves its homeless children. Participants discussed the changes. A draft will be presented to the committee at a subsequent meeting.
