A. NOTICE: INFORMATION FOR SPECIAL BOARD MEETINGS

NOTICE: Information for Board Meetings

In response to the COVID-19 pandemic, Governor Newsom issued Executive Orders including the current Executive Order N 08-21, which temporarily suspended provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members have been conducting open session board meeting via Zoom video/teleconferencing.

On July 20, 2021, the Board of Education provided direction to make the following changes to school board meetings. Effective beginning on August 10, 2021, unless otherwise ordered by the Sacramento County Public Health Department or by other legal mandate, the Board of Education will resume full in-person board meetings with live streaming to the public via the Zoom platform.  Link to join the meeting via Zoom:  https://egusd-net.zoom.us/j/86048347371

Public Comments for Items on the Agenda

Effective beginning August 10, 2021, unless otherwise ordered by the Sacramento County Public Health Department or by other legal mandate, the following processes shall be available for public comments during board meetings.

During Special Board Meetings, the public may make public comments for items on the agenda in-person in the Board Room or virtually via the Zoom platform. Individuals with comments on general school district issues may address those at a regularly scheduled meeting.

The total amount of time allocated to public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

  • For in-person public comments – Blue Cards will be available outside the Board Room and will be collected at the beginning of the Special Board meeting and organized by topic for in-person public comments. For in-person public comments you do not need to complete the form below.
  • Zoom audio public comments – The public may submit an online form, for an item on the agenda, to the District in advance of the Special Board Meeting requesting to speak during an item on the agenda through the Zoom platform at the designated time on the Board agenda. Requests for public comment via Zoom audio must be received by 5:00 p.m. on August 17, 2021, to allow time for sorting and organization of speakers by Board meeting agenda topic. The Board will be asked to provide feedback about the Board self-assessment, the Superintendent's evaluation tool and EGUSD Governance Handbook.
Rationale:

The purpose for the Board self-assessment is to…

  1. Provide the Board with an opportunity to self-account for actual performance compared to the protocols.
  2. Celebrate successes and identify areas where improvement and/or corrective actions can be taken.
  3. Create a board development plan.
  4. Build Board cohesion.

The purpose of the Superintendent’s evaluation is to…

  1. Provide an opportunity for the Superintendent to account for actual performance compared to district priorities and goals.
  2. Give feedback to the Superintendent on successes and areas where improvements and/or corrective action can be taken.
  3. Identify ways the Board support the superintendent in improvement initiatives and professional growth.
  4. Build Board and Superintendent cohesion.

The Elk Grove Unified School District Board of Trustees and the Superintendent developed the Governance Handbook in 2017.  The Governance Handbook outlines practices that build and sustain a positive Board/Superintendent relationship and define a culture of quality, equity and respect.  

The Board is asked to review and provide feedback on these three items.  They will be brought back for approval at the September 7, 2021 regular board meeting.

Recommended Motion:
The Board will receive Governance Training, will set goals for the upcoming year and plan the scheduled  2021-22 board workshops.
Rationale:

The Board Governance training will be facilitated by Michael Merchant.  The training will include a review of the principles for effective governance utilizing an Outward Mindset.  This session will also include a facilitated conversation regarding goal setting for the 2021-22 school year and set the format/topics for scheduled board workshops.

E.I. American Recovery Plan Act - Elementary and Secondary School Emergency Relief (ESSER II/III)Was edited within 24 hours of the Meeting

Recommended Motion:
The Board is asked to receive an update, provide feedback and input based on the current status of our planning and stakeholder feedback to date for the expenditure of the American Recovery Plan Act - Elementary and Secondary School Emergency Relief (ESSER III) Grant funds.
Rationale:

As a condition of funding all Districts and Charter Schools are required to submit a Board Approved plan for the use of the American Recovery Plan Act - Elementary and Secondary School Emergency Relief (ESSER III) Grant funds.  

We will engage the Board in discussion regarding actions and services to be included in the plan.  The available funding is $191 million and will expire June 30, 2024.

Administration is recommending developing actions and services that will benefit students starting in January, 2022 though June, 2024.

We will be sharing with the Board the current themes that have emerged and provide the Board with an update on the progress made thus far.
