PUBLIC COMMENTS FOR ITEMS ON THE AGENDA

Effective August 10, 2021, unless otherwise ordered by the Sacramento County Public Health Department, the State or by other legal mandate, the following processes shall be available for public comments during Board meetings.

During Special Board Meetings, the public may make public comments for items on the agenda in-person in the Board Room or virtually via the Zoom platform. Individuals with comments on general school district issues may address those at a regularly scheduled meeting.

The total amount of time allocated to public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

  • For in-person public comments – Blue Cards will be available outside the Board Room and will be collected at the beginning of the Special Board meeting and organized by topic for in-person public comments for any item on the agenda. For in-person public comments you do not need to complete the form below.
  • Zoom audio public comments – The public may submit an online form, for an item on the agenda, to the District in advance of the Special Board Meeting requesting to speak during an item on the agenda through the Zoom platform at the designated time on the Board agenda. Requests for public comment via Zoom audio must be received by 9:00 a.m. on October 19, 2021, to allow time for sorting and organization of speakers by Board meeting agenda topic. Recommended Motion:
The Board will receive information regarding AB 361 and will have an opportunity to ask questions regarding this new legislation.
Rationale:
The AB 361 Brown Act presentation will be provided by Karen Rezendes.  The presentation will include a review of the new AB 361 legislation which authorizes school boards to use remote teleconferencing provisions pursuant to Government Code section 54953.

.III. Illuminate Student Assessment System Update

Recommended Motion:
The Board will receive an update on the Illuminate Student Assessment System including benefits to students, teachers, teacher and administration training, assessment development, and reporting features.
Rationale:
The Illuminate online student assessment system was purchased in the 2018-2019 school year.  Work has been underway to introduce the system to classroom teachers, site administrators, instructional coaches, and district administrators.  EGUSD uses a balanced student assessment model that includes diagnostic, formative, interim, and summative assessments to support both student learning and determine academic progress (also described as assessment for learning and assessment of learning).  Illuminate is a valuable tool that can support individual teachers, teams of teachers, schools, and the district in supporting the cycle of teaching and learning to determine strategies for academic intervention, designing opportunities for enrichment, and professional development.  The Board of Education and community will be provided an update on the progress being made to introduce Illuminate to staff and administration, training being provided, usage data, and feedback from staff.  Also, screenshots of the online system will be provided that will enable viewers to see the structure of the system and the data reports available within Illuminate.

.IV. Graduation Requirements

Recommended Motion:

The Board of Education will receive information and provide input regarding proposed changes to the Elk Grove Unified School District graduation requirements.


Rationale:

BP/AR 6146.1 - High School Graduation Requirements

The Elk Grove Unified School District Board Policy (BP) and Administrative Regulation (AR) regarding high school graduation have not been revised since 2007.  The current BP and AR include information for items such as the California High School Exit Exam (CAHSEE) which is no longer administered, and courses such as Algebra and Geometry which have been combined with other related curriculum being taught within EGUSD.

Furthermore, updates to the policy allow for a wide range of skills and abilities to recognize the rigorous coursework required to graduate from our district.  The updates will also align the BP and AR to the state College and Career Indicators (CCI).  These updates will be reviewed in the presentation to the Board.

.V. Regional Feeder Pattern Meeting Planning

Recommended Motion:
The Board of Education is asked to discuss and finalize the format for remaining 2021-22 Regional Feeder Pattern Meetings (RFPM).
Rationale:

Despite the size of the EGUSD, the Board of Education places a high priority on remaining connected to the activities and progress of each of the District’s schools. This connection and depth of site-based information provides valuable information for policy and budget-related decision making.

In addition to the efforts made by Board Members to connect directly with schools, Regional Feeder Pattern Meetings (RFPMs) were conducted. These took place each year during Board Workshop meetings. Board Workshop meetings differ from regularly scheduled Board Meetings in that they are during the day and topics are given more time for greater breadth and depth of coverage. The RFPMs were opportunities for the Board of Education to engage in information sharing and discussion with school and district administration, with intended outcomes being to increase Board Members’ understanding of high interest school data and related educational services and programs and in turn for staff to receive feedback and direction from the Board.

The Board of Education routinely analyzes its practices to ensure continuous improvement of efficiency and effectiveness. The RFPM format will be analyzed and discussed.

The Board will be presented three options to consider:

  1. Status quo
  2. Modification to status quo with a focus on increasing discussion time
  3. Receiving school information via Board Communications and using the RFPM time for other Board priorities
The Board of Education will engage in a discussion to determine the RFPM format for the 2021-22 school year, either one of the options noted above or an alternative they develop.
