NOTICE: Information for Board Meetings

Effective on January 6, 2022, under the authority of California Health and Safety Code Sections 101040, 101085, 120175, and 120220, the Health Officer of the County of Sacramento (“Health Officer”) Hereby Ordered the following:

“All public boards, councils, commissions, and other similar bodies shall suspend in-person public meetings and conduct all meetings virtually. Affected bodies shall ensure opportunities for virtual public participation and compliance with the Brown Act and all other relevant statutes.”

Accordingly, consistent with the January 6, 2022 Sacramento County Public Health Order, the Governing Board shall use teleconferencing (videoconferencing through Zoom), and as a result has made the following adjustments to the public comments process and timing. Additionally, the Board of Education is providing the following notice as required by AB 361: “to give notice of the means by which members of the public may access the meeting and offer public comment.”

Public Comments

During the board meeting, the public may make public comments virtually via the Zoom platform.

  • In-person public comments – Are not available during the January 18, 2022 Board Meeting consistent with the January 6, 2022 County of Sacramento Public Health Order.
  • Zoom audio public comments – The public may submit an online form to the District by 4:30 p.m. on the day of the board meeting requesting to speak through the Zoom platform at the designated times on the board meeting agenda.

The Board is asked to receive the 2020-21 district-wide annual audit report, including the Measure M General Obligation Bonds Financial Statements and Performance Audit.
Rationale:

Education Code 41020 requires an annual financial and compliance audit of a school district’s financial statements and internal controls.  This audit is required to be submitted to the County Office of Education and the State Controller’s Office.

The firm Crowe LLP was engaged by the Board of Education to conduct the 2020-21 audit.

Mr. Jeff Jensen, Certified Public Accountant with Crowe LLP will present the report to the Board of Education.

The Board of Education is asked to adopt Resolution No. 42, 2021-22 designating the month of March as National Nutrition Month.
Rationale:

The month of March has been designated as National Nutrition Month® sponsored annually by the Academy of Nutrition and Dietetics and Food & Nutrition Services.  The campaign focuses attention on the importance of making informed food choices and developing sound eating and physical activity habits.

This year’s theme, Celebrate a World of Flavors, embraces global cultures, cuisines and inclusivity.  By eating a variety of nutritious foods every day and planning and creating healthful meals each week, lifelong healthy habits can be established and maintained.  Developing healthful eating habits does not mean undertaking drastic lifestyle changes and meals provided by EGUSD Food and Nutrition Services helps students and families meet their nutritional needs every day.

The Board of Education is requested to approve Resolution No. 39 2021-2022 recognizing February 7-11, 2022 as National School Counseling Week.

Rationale:

The American School Counselor Association will celebrate National School Counseling Week 2022 from February 7-11.  This year’s theme is “Better Together” (#NSCW22).  The Board will have an opportunity to acknowledge and thank EGUSD school counselors for their work.  A formal and tremendous thank you goes out to all EGUSD School counselors for the remarkable impact they have in helping students achieve academic success and plan for their futures.  Our school counselors address areas such as student achievement and college/career planning and provide social-emotional support and crisis response.  They play a critical role in students’ success as well as in early intervention and prevention through school counseling programs that provide both direct and indirect services to students and their families.

This evening we ask the Board to approve Resolution No.39 to recognize our school counselors during National Counseling Week.

The Board of Education is requested to grant Certification of Administrator’s Competence to Evaluate for the newly-hired district administrators who have successfully completed the District’s training process.

Rationale:

The District provides training to all newly-hired administrators to certify their competence to evaluate employees.  Following Education Code 44662, Requirement of District Policies for Competency of Personnel Assigned to Evaluate and Board Policy 4115.1, Certification of Administrator’s Competence to Evaluate, the District uses the following process to certify each administrator’s competence to evaluate:

  1. Individual instruction or attendance at a series of workshops on evaluation processes and procedures;
  2. Demonstration of effective evaluation skills as certified by a trained observer who is a certificated manager.

Rationale:

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification.  Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.”  Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $96,700 and have been approved by authorized district staff.

.VI.18. Approval to Award RFP #695-20/21 – Child Care & Development Providers

The Board of Education is asked to authorize the award of RFP #695-20/21 – Child Care & Development Providers.
Rationale:

RFP #695-20/21 was issued on April 23, 2021 to six (6) firms in this market. By the closing date, May 13, 2021, five (5) proposals were received.

The RFP results and recap are in the Purchasing Department for further review. The District recommends the award of a one (1) year contract, with optional four (4), one (1) year terms, not to exceed five (5) years total. This contract will commence on July 1, 2022.*

Pursuant to Education Code Section §17604, the Board of Education is asked to authorize the Director of Purchasing or designee to execute renewals, terminations (if deemed necessary), and to take other actions as necessary to uphold the contract in the best interest of the District.

.VI.19. Approval of 2021-22 School Accountability Report Card (SARC) Template and Notice of Posting

Recommended Motion:
The Board of Education is asked to review and compare the school SARC format used by the district and confirm it meets the requirements developed by the State Board of Education.  EGUSD uses the State Board adopted template provided by CDE.
Rationale:

The Elk Grove Unified School District produces annual School Accountability Report Cards (SARCs) to be shared with parents and community members.  Education Code 35256 requires the online posting of these School Accountability Report Cards by February 1 of each year.

State law requires that schools receiving state funding prepare and distribute a SARC. A similar requirement is also contained in the federal Elementary and Secondary Education Act (ESEA).  The purpose of the report card is to provide parents and the community with important information about each school. Each school’s SARC summarizes the school's mission, goals, accomplishments, and highlights the school’s unique programs.  In addition, state law requires that the SARC contain all of the following: demographic data, school safety and climate for learning information, academic data, school completion rates, class sizes, teacher and staff information, curriculum and instruction descriptions, postsecondary preparation information and fiscal and expenditure data.

These reports were produced collaboratively by the School Improvement Support (SIS) Department and school sites.  Both a detailed format and an executive summary are posted for parents to learn more about the schools in our community.  Hard copies of these reports are provided to families upon request.Districts are required to provide translated versions at sites where 15% or more of the students speak the same language.  The language that meets this requirement at our schools this year is Spanish.

In addition, triennially the Board is asked to compare the district SARCs to the template that is adopted by the State Board of Education.  EGUSD produces a summary and a full-length SARC for each school.  The full-length SARC is produced using the CDE template adopted by the State Board and meets this requirement.

Recommended Motion:
The Board of Education is requested to receive an update on the EGUSD Educational Equity Department staffing structure, functional alignment to the District’s Equity Plan and Vision, and meet the staff hired to date. 
Rationale:

Educational Equity has long been a priority in EGUSD but formal action was taken by the Board of Education to establish a District-level administrative position in 2105-2016. The initial priority was to define Educational Equity, develop a model, goals and establish priorities. This was necessary before further staffing expansion considerations could be made. A large planning ream was established that included staff, parents and Board Member representatives. This work was finalized in the 2017-2018 school year and is depicted in the graphic on slide 2 of the presentation. 

EGUSD Definition of Ed Equity: Educational equity is a lens used by all EGUSD employees to ensure the decisions, policies, and practices in our learning system are culturally sensitive and provide all students with access, opportunity, support, and resources. 

The Framework Graphic: The outer layer provides the range of identity groups that make our students diverse and unique. We recognize that there are some groups that have historically and currently been marginalized in our system and we are working to transform the outcomes for those students. 

The six equity foundations in the middle guide the actions we take to make our learning system more equitable across all areas of the learning system.  

The District, in-part, leveraged Federal and State COVID relief funds to support Educational Equity support and resources including staffing. The full list of Equity funded resources are noted below. Please note that FTE (Full Time Equivalency) refer to people and the number associated with it references the number of staff to be hired.

Recommended Motion:

The Board of Education is asked to (1) Open a public hearing and receive comments on the granting of a permanent electrical facilities easement; (2) Close the public hearing; and if no comments are received, (3) Adopt Resolution No. 40, 2021-22 Granting Electrical Facilities Easement to the Sacramento Municipal Utility District for the R-16 EV Infrastructure Expansion Project.

Rationale:

The Sacramento Municipal Utility District has requested that the District convey, without cost to the Sacramento Municipal Utility District, an Electrical Facilities Easement on the Transportation Department site at 8421 Gerber Rd., Sacramento, California.

 

The final configuration of the easement will be determined, at SMUD’s expense, upon the completion of the installation of the electrical facilities, recording the easement accurately in relation to the facilities.

 

The purpose of this easement is to allow the Sacramento Municipal Utility District to access, construct and maintain electrical facilities serving the Transportation Department.

 

Staff recommends acceptance of the Sacramento Municipal Utility District’s request that the easement be conveyed since it will be of public benefit and cause no inconvenience to the District.

                                                                            

The Board of Education adopted Resolution No. 36, 2021-22, Resolution of Intention to Convey an Electrical Facilities Easement on January 18, 2022, and notice was duly posted and published for the public hearing as noted below. 

 

As required for the granting of such easements, the notice of this public hearing was published in the Elk Grove Citizen on Friday, January 21, 2022, and posted for at least 5 days in three public locations: Transportation Department (8421 Gerber Rd.), the Robert L. Trigg Education Center, and the Elk Grove Public Library (8900 Elk Grove Blvd.).

 

The Resolution Granting Permanent and Temporary Easements must be adopted by a 2/3 vote by the Board.
