We will recognize the following schools for their winning donations to the 2018 Kids Can Food Drive: Arnold Adreani Elementary School for collecting 4,494 pounds of food. Joseph Kerr Middle School for collecting 3,356 pounds of food. Pleasant Grove High School for collecting 14,905 pounds of food. EGUSD schools provided a total of 81,136 pounds of food to the Elk Grove Food Bank!

The Board of Education is requested to (1) adopt Resolution No. 42, reaffirming the Day of Remembrance Resolution originally introduced by the Elk Grove Unified School District in February 1983 which declares annually a “Day of Remembrance” across the Elk Grove Unified School District, and (2) acknowledge the efforts of Marielle Tsukamoto, the Japanese American Citizens’ Leagues (JACLs) of Florin, Lodi, Placer County, Sacramento, the California Museum, and the California State University, Sacramento Archive Library, for their efforts in continuing to make the events of the internment of Japanese citizens during World War II a living history lesson; teaching future generations responsibility as American citizens to speak up and defend our constitutional rights. |
Since its inception in 1983, the late Al and Mary Tsukamoto, the Florin Japanese American Citizens’ League (JACL), the Veterans of Foreign Wars (VFW), and The California Museum, have provided a unique living history experience for Elk Grove Unified School District fifth grade students. Fifth grade students experience this hands-on learning opportunity by visiting the Time of Remembrance Program at the California Museum. Students learn about the Japanese internment and the Constitutional rights denied to United States citizens. In 2017-2018, a total of 2755 fifth grade students, 123 teachers and 446 chaperones from EGUSD attended the Time of Remembrance exhibit at the museum (3324 total attendees). We are happy to share that, once again, for the 2018-2019 school year, The California Museum, has confirmed that they will continue offering reduced admission fees for Elk Grove Unified fifth grade students as well as provide free admission for teachers and free admission for two classroom chaperones. The Time of Remembrance Program will run January 28 through March 22, 2019. The agreement between The California Museum and Elk Grove Unified School District is in its19th year.

The week of February 4 - 8 marks National School Counseling Week and provides the Board with an opportunity to acknowledge our school counselors for the tremendous impact they have in helping students achieve academic success and plan for their futures. In addressing areas such as student achievement and college/career planning and by providing social-emotional support and crisis response, school counselors play a critical role in students’ success as well as in early intervention and prevention through counseling and guidance programs that provide direct services to students and their families. The district’s counseling program is considered exemplary throughout the region. Our counselors have aligned their work with both the National and California Standards for School Counseling Programs as a means of increasing student achievement. The District and our community appreciate and recognize the work of our counselors in providing students with necessary guidance to support their academic, social-personal, and postsecondary success. This evening we ask the Board approve Resolution #40 to recognize our school counselors during National Counseling Week. |

The Board is asked to receive a report on the Williams Act Quarterly Report Uniform Complaint Process for the period of October 2, 2018 - December 31, 2018.

Pursuant to the legislation embodied in Education Code section 35186(d), specifically as it relates to the Williams Case legislation, each school district is required by law to report to the County Superintendent of Schools, on a quarterly basis, summarized data on the nature and resolution of all Williams-type complaints filed with the district. Williams-type complaints relate to the sufficiency of textbooks, emergency school facility issues, and the vacancy or misassignment of teachers. The summary reports are required to be publicly reported on a quarterly basis at a regularly scheduled meeting of the governing board of the school district and both the complaint and written responses are public records available to the public. A copy of the electronically submitted report is attached. During the period of October 1, 2018, through December 31, 2018, there were no complaints filed.

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification. Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.” Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $90,200 and have been approved by authorized district staff. The Elk Grove Unified School District Governing Board is asked to review and accept the American Federation of State, County and Municipal Employees Local 258 (AFSCME) initial proposal to Elk Grove Unified School District (EGUSD) for 2019-2020 collective bargaining.

Pursuant to Government Code Section 3547, the following are stipulated for negotiations between a bargaining unit and the District. 1. The union's initial proposal is officially presented at a public meeting of the Governing board for public notice; and 2. A public hearing is conducted to receive public input regarding the union's initial proposal. AFSCME's initial proposal is attached.
It is recommended that after the closure of the public hearing, the Board take action to accept AFSCME's initial proposal.

The Curriculum and Professional Learning Department will present to the Board of Education the K-8 Impact California Social Studies curriculum for discussion and requests action by the Board of Education to formally adopt this curriculum and approve the purchase of these materials. The curriculum was reviewed by the K-12 HSS Steering Committee, Elk Grove Unified K-6 teachers and 7-12 HSS teachers, the EGUSD Curriculum Council, K-12 administrators, the Superintendent’s Cabinet, parents, and community members.
