The Board is requested to approve the request from Edward Harris, Jr. Middle School staff and community to name the Student Services Building at Edward Harris, Jr. Middle School, the Jennifer Nguyen Student Services Building.

Consistent with Board Policy and Administrative Regulation 7511, community and staff members from Edward Harris, Jr. Middle School (EHMS) have requested to name the Student Services Building at EHMS the Jennifer Nguyen Student Services Building. Administration and Elizabeth Pinkerton, the Community Advisor for School Facilities Naming, supports the recommendation consistent with Board Policy. EHMS opened in 2004. From that time until 2018 there was one constant in terms of governance on the campus, and that was the amazing educational leadership of Jennifer Nguyen. She was on the planning committee that opened the school in 2004, establishing the schools common beliefs, core values and expectations for student achievement. From that time forward, she served the community wholeheartedly, and loved the staff with every fiber of her being. During her service to EHMS Ms. Nguyen held the positions of counselor, lead counselor and vice-principal, serving in each capacity with dignity and class. Ms. Nguyen committed countless hours to serving the EMHS community, moving the school from infancy to an established educational institution. Ms. Nguyen was a special and amazing individual who dedicated her life to serving students, families and staff in the Elk Grove Unified School District. She was a leader, a mentor, and a friend that touched the lives of so many people. She fought and advocated for equity for all her students and their families. Her wonderfully composed demeanor would calm the most upset parent. She set high academic and behavioral standards for her students and created a plan to make sure they would meet her expectations. Her passion, intelligence, sense of humor and work ethic was unmatched. Ms. Nguyen was not only a school leader, but a loving wife and mother. Her face would light up with pride each time she spoke of her children and husband. If she wasn’t diligently working at EHMS, she was taking care of her three beautiful children or serving at the family restaurant, East West Café. Ms. Nguyen’s dedication was second to none. The beloved vice-principal, Jennifer Nguyen, passed away after a year-long bout with cancer in July 2018. The site leadership committee decided to honor her life by dedicating the Student Services Building to her and the entire EHMS staff agreed.

This project consists of HVAC, lighting, and partial roofing replacement at Herman Leimbach Elementary School located at 8101 Grandstaff Drive, Sacramento, CA 95823. The Administration received and opened six (6) bids for the project on March 5, 2019, at 2:00 p.m.; ERC Roofing & Waterproofing, Inc. submitted the lowest base bid (see Attachment A for a tabulation of bids). The Administration recommends an award of contract to ERC Roofing & Waterproofing, Inc. for the total bid of $1,210,000.00.

The Board is asked to review and approve a contract in the amount of $180,000 with Golden 1 Center for the 2019 comprehensive high school graduations. |
This contract (attached) covers the facility use of Golden 1 Center facilities for 2019 graduations for the nine comprehensive high schools. The base fee for use of the facility will be $180,000 plus additional fees. Additional fees for Golden 1 will include: IATSE staffing, lighting, and catering. The final amount will be outlined in a final invoice and paid by the district in addition to this $180,000 base fee. Per this agreement, the Elk Grove Unified School District will have use of the G1C from Sunday, May 26 through Wednesday, May 29 and again on Friday, May 31 for initial set-up and for break-down of district-owned equipment and supplies. Federal policy and California State Education Code require that the Governing Boards of local educational agencies (LEA) that receive Perkins funds sanction the composition of LEA’s Career Technical Education (CTE) advisory committee. The CTE advisory committee develops recommendations about the program and serves as a liaison among the district, postsecondary education and regional industry. The committee shall consist of one or more representatives of the general public knowledgeable about the students, teachers, business, industry, school administration, guidance counseling, special populations, and the field office of the Employment Development Department (EDD).
Elk Grove Unified School District’s CTE Advisory Committee includes representatives from 14 industry sectors, post-secondary institutions, parents, students, employment development institutions, and teachers. On March 8, 2019, twenty-six members convened for an advisory meeting. The objectives were: - Review purpose of the CTE Advisory Committee
- Review 2017/18 performance indicators
- Understand EGUSD’s continuous improvement model for CTE, OPTIC
- Obtain stakeholder input, Committee priorities and work

The Board is asked to 1) Receive information regarding the February 2019 School Facilities Needs Analysis; and 2) Move the item forward for public hearing and adoption at the April 23, 2019, regular Board of Education meeting.

Pursuant to Education Code Section 17620 and Government Code Sections 65995 et seq., the District is required to adopt a School Facilities Needs Analysis ("SFNA") to justify the levy of alternative school fees ("Level 2 Fees” and “Level 3 Fees") on new residential development. Prior to adopting the SFNA, the Board must conduct a public hearing and respond to any comments it receives. The SFNA prepared by Odell Planning & Research, Inc. in February 2019, demonstrates that the District can impose Level 2 fees of $5.94 per square foot and Level 3 fees of $11.88 per square foot on new residential construction. Level 3 fees are only collected in the event that the State Allocation Board (SAB) is no longer apportioning funds for new construction, and the SAB has notified the Secretary of the Senate and Chief Clerk of the Assembly in writing of the determination that such funds are no longer being allocated. The proposed Level 2 fee of $5.94 per square foot of new residential construction represents an increase of 5.1% or $0.29 from the current $5.65 fee previously adopted by the Board of Education on May 1, 2018. Based upon that rate the school impact fee for the construction of a 2,400 square foot home within the district would increase from $13,560 to $14,256. The most significant factor contributing to the proposed increase in Level 2 fees is the 5.45% increase in State construction cost allowances, but a slight reduction in the District’s average home size and a modest increase in site development costs were also minor factors. The District’s February 2019 SFNA is attached. The study was sent to all four local Planning Departments on March 8, 2019, and was made available for public review beginning on March 22, 2019, as required by law. In addition to the public noticing required by law, staff contacted a representative from the North State Building Industry Association (BIA) to discuss the fee study. It is recommended that on April 23, 2019, the Board conduct a public hearing and review, consider, and adopt the findings contained in the proposed Resolutions approving the February 2019 School Facilities Needs Analysis and adopt the increased Level 2 and Level 3 Fees identified therein for residential development. School facilities fee adjustments are not subject to the provisions of the California Environmental Quality Act. |
