The Board of Education is asked to recognize all participants who actively contributed to the success of the 2018-2019 California-Japan Scholars Exchange Program.

The Elk Grove Unified School District recently completed its twenty-second year of participation in the California-Japan Scholars Exchange Program. This program was established in 1997 following a Senate delegation visit to Japan. The purpose of this program is to promote cultural understanding and international relations. On March 15, 2019, the Elk Grove Unified School District welcomed twenty-nine Japanese students and two chaperones from Osaka, Japan for a fifteen day visit. While here, they stayed with host families throughout the Elk Grove and Sacramento areas. During the week, the students attended classes at Elk Grove High School, Franklin High School, Laguna Creek High School, Pleasant Grove High School, Monterey Trail High School and Cosumnes Oaks High School, toured the State Capitol where a reception was held in their honor, and were invited to a reception and luncheon at the Japanese Consulate in San Francisco. The students also enjoyed sightseeing, shopping, and participating in activities with their host families. In 2019-2020, thirty selected Elk Grove Unified School District students will have the opportunity to travel to Osaka, Japan. The Board of Education is asked to recognize the host families and committee members who were instrumental in making the 2018-2019 California-Japan Scholars Exchange Program a success. Please find attached a list of participants. The Board of Education is also asked to recognize the California Senate Office of International Relations. Without their support, and a $2,500 grant, this program could not have been offered. |

The Board of Education is requested to adopt Resolution No. 7, 2019-20, that designates September 15 through October 15, 2019, as Hispanic Heritage Month. |
The Board of Education has been a strong advocate of diversity within our school district. Given that interest, members of the Board of Education have an opportunity to recognize Hispanic Heritage Month. In September 1968, Congress authorized President Lyndon B. Johnson to proclaim National Hispanic Heritage Week. The observance was expanded in 1988 to a month-long celebration (September 15 – October 15). America celebrates the culture and traditions of U.S. residents who trace their roots to Spain, Mexico, and the Spanish-speaking nations of Central America, South America, and the Caribbean. September 15 was chosen as the starting point for the celebration because it is the anniversary of independence of five Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively. Throughout the year, the contributions of Americans with Hispanic heritage are presented in the regular curriculum; however, this special focus for one month serves as a reminder of the combined contributions of this group. |

The Board of Education is requested to adopt Resolution No. 8, 2019-20, that designates September 17, 2019, as Constitution Day. |
September 17, 2019, will be the 232nd anniversary of the formation and signing of the Constitution of the United States of America. The finalizing of the Constitution had taken place after months of deliberation and discussion. It would be many more months before the Constitution was ratified by the states. In March 1789, the Constitution was declared to be in effect by the First U.S. Congress. The Constitution that still governs and guides our country today has had significant political influence around the world. The values and beliefs that are represented in this document are ones with which citizens of our country should be familiar. In 2004, Congress created a federal holiday, "Constitution Day," designated to be September 17. In May 2005, the U.S. Department of Education stipulated that all schools that receive federal monies must hold an educational program pertaining to the United States Constitution on September 17 of each year. Through this resolution, the Board of Education would communicate a clear message about the importance of our country’s foundational governing document as well as the importance of civic values.

We strongly encourage EGUSD high schools to participate in High School Voter Education Weeks, September 16 through 27, 2019. Let's help get our students on the path to a lifetime of civic engagement and voting. |

In accordance with notification from the Sacramento County Sheriff’s Department, the Board of Education is asked to approve changes to Administrative Regulation 1330 – Use of Facilities Exhibit A – General Facility Fee Schedule to reflect a rate increase for Off-Duty Sheriff personnel associated with use of school facilities by outside groups. |
The current General Facility Fee Schedule (Exhibit A) includes rates for Off-Duty Sheriff personnel. This level of security is required for any outside organizations using the District’s performing arts centers (Sheldon and Cosumnes Oaks High Schools) and in other facility use instances where this level of security is required by the District Security & Safety department. The cost charged to the District by the Sacramento County Sheriff is passed through to the organization using the facility.

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification. Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.” Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $92,600 and have been approved by authorized district staff. Copies of the contracts are on file with Finance & School Support should you wish to review them in detail. |

The Board is asked to approve the 2019-20 Mandate Block Grant (MBG) program application. |
The Mandate Block Grant program provides per ADA funding as opposed to claim reimbursement for mandate cost programs. The block grant program for 2019-20 provides $32.18 per ADA for grades K-8, and $61.94 per ADA for grades 9-12. The funding rate for Elk Grove Charter School is $16.86 per ADA in grades 7-8, and $46.87 per ADA for grades 9-12. The benefit of the Mandate Block Grant allows participating districts to receive funds in the current fiscal year as opposed to completing claims that are unfunded with an unknown date of payment. Staff recommends participation in the 2019-20 Mandate Block Grant similar to prior years for both Elk Grove USD and Elk Grove Charter School. Attached are the mandates as well as the suspended mandates for the 2019-20 fiscal year.

This project includes replacement of twenty-three (23) rooftop HVAC units, fifteen (15) Bard units, addition of economizers to nine (9) existing rooftop HVAC units and all associated work located at 6211 Laguna Park Drive, Elk Grove, CA 95758. The Administration received and opened four (4) bids for the project on August 7, 2019, at 1:30 p.m. Kaler Dobler Construction, Inc., submitted the lowest base bid. (See Attachment A for a tabulation of bids). The Administration recommends the award of contract to Kaler Dobler Construction, Inc., for the total bid of $610,000.00.

The Elk Grove Unified School District’s Transportation Department is requesting that the Governing Board approve the contract to purchase fifteen school buses: Nine (9) school buses cooperatively through the South County Support Services Agency and six (6) buses cooperatively with the Waterford Unified School District Board of Education. With the growth of the District’s PALSS program for the 2019-2020 school year, additional buses and drivers are required. It is anticipated that 15 additional buses are needed for the routing of our new students. The Governing Board previously approved the expansion of the program and the funding for the expansion, including buses and drivers which occurred on June 25, 2019. These new school buses will be equipped to accommodate a variety of student needs: wheelchair accessibility, integrated seating, lap-shoulder belts and climate control. Buses will also be equipped with track seating which allows seats to be removed to give flexibility for increased wheelchair ridership as deemed necessary. Nine (9) International school buses are available through a contract, South County Support Services Agency Bid #170201 and six (6) buses are available through the Waterford Unified School District, which was approved by the Board of Education on November 10, 2016. Documentation of bids are located in the Purchasing Department for further review if necessary. Pursuant to Public Contract Code Section 20118, this bid provides statutory exceptions to the competitive bidding requirements (piggybacking clause) as set forth in Public Contract Code Section 20111. The Board of Education is asked to authorize the purchase of 5 additional 10 Passenger (including the driver) Vans for the transportation of activity trips for various elementary, middle, and high schools as needed for student activities throughout the District. |
Vehicle Code 545 defines the use of a school bus. School bus transportation may be supplemented with the use of activity vans, as long as they are manufactured, built, designed and used for transporting no more than 10 passengers including the driver. Teachers, coaches, and other approved district personnel currently utilize 7 and 10 passenger vans for various activity trips throughout the District. Such activities are becoming more frequent and the need for larger capacity is needed. Many of our activity vans are designed, manufactured, and used to transport 7 passengers, which is often limiting to our District staff utilizing these activity vans. The purchase of 10 passenger vans will make our service more useful and additional vans will assist in the accommodating the activity van service. The purchase of the larger, 10 passenger vans will also allow transportation to utilize the older 7 passenger vans for servicing individual students who live out of District (McKinney-Vento) or reside on the edges of the district. Utilizing the vans for servicing students in this situation will reduce student ride times and create more efficient routing. The National Auto Fleet Group will provide 5 vans, 2019, Ford Transit Passenger wagon (K1Z) T-150, available under the Sourcewell Contract 120716-NAF.

The District is required to maintain a content filtering system in order to comply with the Children’s Internet Protection Act (CIPA) and to qualify for E-rate discounts on our data services. These discounts save the District over $1 million per year for the data services and infrastructure necessary to provide Internet access to the classroom. The District is using the content filtering solution provided by Lightspeed Systems. This is a subscription-based service, and the subscription is due for renewal in September. Renewing for a three-year term will result in a three year savings to the District of $52,500. Public Code Section §20118 provides a statutory exception to the competitive bidding requirements set forth in the Public Contract Code by allowing districts to utilize cooperative bids secured by other districts or public entities for the purchase of materials, supplies, equipment and services. It is in the best interest of Elk Grove Unified School District to utilize the contract and pricing from Sourcewell for the purpose of district Internet content filtering. |

- The Superintendent or designee will provide legislative updates to the Board Legislative Subcommittee and the full Board as deemed appropriate by legislative cycles and actions.
- Trustees will email the Superintendent and Board President to request information pertaining to legislative matters and/or to request the full Board to consider a position on a legislative matter.
- The full Board, by formal board action, may take a position on a legislative matter. A majority of the Board, through action, will represent the Board’s position on a legislative matter.
- Legislative matters and processes sometimes require nimble and rapid responses and action. When action by the full Board is not logistically possible to affect critical and urgent legislative matters, the Superintendent will advise the Board Legislative Subcommittee.

The Board of Education is requested to approve Resolution No. 2, 2019-20, certifying that the Elk Grove School District is in compliance with Education Code Section (EC) 60119, ensuring that each pupil has sufficient instructional materials. |
EC 60119 specifies that the Board of Education shall hold a public hearing and shall determine through a resolution that each pupil, including each English learner, in each school in the district has sufficient textbooks or instructional materials or both, in each subject (English/language arts, mathematics, history/social science, and science), that are consistent with the content and cycles of the curriculum framework adopted by the California State Board of Education. EC 60119 also requires that the Board of Education make a written determination as to whether each pupil enrolled in foreign language or health has sufficient textbooks or instructional materials. Similarly, the Board of Education must determine the availability of laboratory science equipment as applicable to science laboratory courses offered in grades 9-12, inclusive. The Board of Education did hold such public hearing during its August 13, 2019, Board meeting. The attached resolution certifies that, in fact, each Elk Grove Unified School District student does have textbooks and instructional materials consistent with these guidelines. |
