The Board of Education is asked to recognize the 2019-2020 District Spelling Bee winners: First Place – An eighth-grade student representing Elizabeth Pinkerton Middle School Runner-Up – A seventh-grade student representing Toby Johnson Middle School |
The Elk Grove Unified School District 2019-2020 Spelling Bee was held on Tuesday, December 3, 2019. Forty-six (46) students in the third through eighth grades, each representing his/her school site, participated in this year’s competition. Participants first took a written test for practice followed by the more traditional oral competition. All participants represented their schools well and the Elk Grove Unified School District can be proud of these young spellers. Ms. LaRae Blomquist, EGUSD 7-12 ELA Program Specialist, served as the Spelling Bee master of ceremony. Mr. Bob Roe, retired Director of PreK-6 Education, volunteered as our word pronouncer. Serving as judges were EGUSD K-6 ELA Program Specialist Patty Tong, EGUSD 7-12 ELA Instructional Coach Michelle Templeton, and EGUSD 7-12 ELA Instructional Coach Aaron Schlaegel. They all did a wonderful job. |

The Board of Education is asked to approve the Resolution No. 39, designating February 2020 as African American History Month. |
This resolution celebrates efforts and achievements made by African American individuals which have benefited all mankind. The month of February has been designated African American History Month by the California Department of Education. This observance encourages the society at large, and schools in particular, to celebrate the achievements of African Americans and also to re-examine society’s role in preserving the Civil Rights of all of its citizens. Although the study of the contributions and the literature about and authored by African Americans is part of the curriculum throughout the year, this designation in February adds special emphasis. Elk Grove schools have many special events during African American History Month in addition to activities and classwork that occur throughout the year in accordance with sites’ and departments’ student unity and diversity goals. At the elementary level, the African American history activities are integrated into classroom discussions, art projects, social studies, and language arts. Examples from our adopted curriculum include, “A Great American Teacher,” a biography about how Mary McLeod helped many African Americans get an education as well as Delivering Justice, a biography about how one man became a civil rights leader in his community. All elementary schools include the study of influential African Americans. At the secondary level, some specific pieces of African American literature include Beloved, Black Boy, I Know Why the Caged Bird Sings, Native Son, Raisin in the Sun, and Their Eyes Were Watching God. History/social science teachers engage students in discussing and learning about the history and contributions of African Americans in the United States and the world. |

The month of February has been designated as Career Technical Education Month. This observance allows us to celebrate the contribution of Career Technical Education (CTE) as a vehicle to provide our students with high quality college, career and life preparation. The Elk Grove Unified School District offers its students a broad spectrum of CTE opportunities, beginning with middle school exploratory programs that lead to high school introductory, intermediate, and advanced courses. Students also receive CTE training through the district’s Explore CTE (former Regional Occupational Program) Program. Elk Grove Unified School District’s CTE programs are considered exemplary throughout the region and state. This resolution affirms the work of district staff in continuing to provide students with educational and workplace opportunities beyond those found in traditional instructional models. |

The District provides training to all newly-hired administrators to certify their competence to evaluate employees. Following Education Code 35160.5, Requirement of District Policies for Competency of Personnel Assigned to Evaluate and Board Policy 4115.1, Certification of Administrator’s Competence to Evaluate, the District uses the following process to certify each administrator’s competence to evaluate: - Individual instruction or attendance at a series of workshops on evaluation processes and procedures;

Under state law, the District’s surplus funds are deposited in the County Treasury (unless the District takes special measures to become fiscally independent) with the exception of legally authorized commercial bank accounts (such as Revolving Fund) and proceeds of debt issuances, which may be placed with a trustee. All of the funds of the Elk Grove Unified School District are invested with the Treasury of the County of Sacramento. These funds are in the commingled Treasurer’s Pool with that of other public agencies. This includes all of the school districts within Sacramento County. As of September 30, 2019, the District had $223,099,151 from all funds, in addition to Mello-Roos Investment proceeds of $14,046,210 and General Obligation Bond Investment proceeds of $67,646,970 for total proceeds of $81,693,180 in the County Treasurer’s pool. This is 8.57% of the total pooled assets of $3,554,687,797. |

The surplus funds of the District are conservatively managed by the County Treasury. We are confident that the funds are now and will continue to be available upon demand to satisfy District needs. |

Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.” Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $92,600 and have been approved by authorized district staff. The Board of Education is asked to (1) adopt Resolution No. 46, 2019-20 by a unanimous vote authorizing the Superintendent and/or the Deputy Superintendent, to enter into contracts without advertising for emergency work to ensure the safety of students and staff, and (2) authorize the Superintendent or Deputy Superintendent to contract for the restoration of the Uninterruptible Power Supply (UPS) system at Technology Services Department. |
This life and safety-related project involves the restoration of the UPS system located at Technology Services Department, 9510 Elk Grove-Florin Road, Elk Grove CA 95624. On November 14 the existing UPS system installed in the Technology Services Department at Robert Trigg Education Center Telecom Room failed to provide backup power during a power outage. This sudden, unexpected occurrence poses a clear and imminent danger, requiring immediate action to prevent the interruption of classes and to ensure the safety of students and staff in that the inoperative power supply condition will lead to the disruption of the communication and alarm systems and thus will make it difficult or impossible to provide students and staff with critical information during an emergency situation, and thus constitutes an emergency under Public Contract Code section 1102. The District has acted promptly and diligently by immediately investigating the inoperative power supply condition and potential solutions for the restoration of the system, however, the complete scope of remediation work is beyond District resources so experts are necessary to complete the restoration. The replacement required would necessitate bidding under Public Contract Code section 20111(b), which generally requires the District to advertise and contract such work in excess of $15,000 through public bid. But Public Contract Code 20113 permits the District, by a unanimous vote, with the approval of the County Superintendent of Schools, to enter into contracts without complying with the bidding requirements and/or authorize the use of day labor or force account notwithstanding Public Contract Code section 20114 in cases of emergency, all as set forth in Public Contract Code section 20113. The District intends for the Telecom UPS system to be integrated with the existing Liebert UPS model, and intends to enter into a contract with EDP Environments Inc. for the installation. |

This project consists of the replacement of a dry-rotted column and beam, including the repair of adjacent framing and finishes at the multi-purpose building, and minor student and staff restroom accessibility upgrades located at 7037 Briggs Drive, Sacramento, CA 95828. The Administration received and opened three (3) bids for the project on December 10, 2019, at 2:00 p.m. Kaler Dobler Construction submitted the lowest base bid. (See Attachment A for a tabulation of bids). The Administration recommends the award of contract to Kaler Dobler Construction for the total bid of $119,000.00.

In an attempt to replace older school buses with zero emission school buses for more efficient vehicles that require less repairs, reduced fuel costs, and provides cleaner running buses, the Elk Grove Unified School District’s Transportation Department is requesting that the Governing Board approve the acquisition of up to 10 Electric School Buses. The new electric special needs school buses will be purchased through the Volkswagen Environmental Mitigation Trust Fund with respect to applications for Local, State and Federal programs, projects or grants.
There are limited funds available. The grant requires a 5% match of funds for each school bus awarded, up to 10 potential school buses.
Each school bus costs $391,379.93. Therefore, each awarded electric school bus will cost the district $19,568.95.

This course is designed to provide key language, historical lessons, and critical analysis skills that empower students to articulate and address the social injustices they see and experience. The class will cultivate understanding necessary for social, political, and educational engagement while developing academic literacy skills. Students will be able to take an in-depth look at history through a thematic approach (as opposed to chronological) as well as theories of multicultural and gender studies. Pre-Requisite: None Adopted curricular materials: Our Stories in Our Voices, Kendall Hunt Publishing Company Modern African American Studies: 1970’s-Present (History/Social Science Elective, Grades 9-12) (semester equivalent, 5 credits) In this course, students will examine current African American issues and topics such as Aftermath of Modern Civil Rights Movement, Black 70’s Cultural Revolution, Intro to Hip Hop/Soul Music, Black Cinema/Directors/Producers, and Politics/Race. The course will follow the California State framework and develop and refine skills such as critical thinking, reading, writing, problem-solving, note taking, and oral interpretation. The content presented in this course will increase the awareness of African American struggles and accomplishments in the United States from the 1970’s to present day.
