Joseph Kerr Middle School for collecting 3,361 pounds of food. Pleasant Grove High School for collecting 11,907 pounds of food. EGUSD schools provided a total of 81,136 pounds of food to the Elk Grove Food Bank! |

Dawniell Black, Program Specialist for CPL, will present an overview of resources utilized to teach about the life and influence of Reverend Dr. Martin Luther King Jr., core and supplemental teaching resources shared with schools to support school activities during February in support of African American history Month, and an overview of a special professional learning opportunity: Building Cultural Awareness: African American Migrations, which will be offered to certificated teachers, substitutes, paraeducators and administrators on February 13. This workshop is designed so participants gain a greater understanding of 20th Century African American migrations that resulted in a more diverse and stratified interracial and intra-racial urban population amid a changing social scene. |

The Board of Education is requested to approve Resolution No. 49, 2019-20 recognizing February 3-7, 2020, as National School Counseling Week. |
The week of February 3-7, 2020, marks National School Counseling Week and provides the Board with an opportunity to acknowledge our school counselors for the tremendous impact they have in helping students achieve academic success and plan for their futures. In addressing areas such as student achievement and college/career planning and by providing social-emotional support and crisis response, school counselors play a critical role in students’ success as well as in early intervention and prevention through counseling and guidance programs that provide direct services to students and their families. The district’s counseling program is considered exemplary throughout the region. Our counselors have aligned their work with both the National and California Standards for School Counseling Programs as a means of increasing student achievement. The District and our community appreciate and recognize the work of our counselors in providing students with necessary guidance to support their academic, social-personal, and post-secondary success. This evening we ask the Board approve Resolution No. 49 to recognize our school counselors during National Counseling Week. |

The District provides training to all newly-hired administrators to certify their competence to evaluate employees. Following Education Code 35160.5, Requirement of District Policies for Competency of Personnel Assigned to Evaluate and Board Policy 4115.1, Certification of Administrator’s Competence to Evaluate, the District uses the following process to certify each administrator’s competence to evaluate: - Individual instruction or attendance at a series of workshops on evaluation processes and procedures;

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification. Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.” Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $95,200 and have been approved by authorized district staff. This project consists of the repair of main gymnasium roof at Cosumnes Oaks High School, located at 8350 Lotz Parkway, Elk Grove, CA 95757. The Administration received and opened four (4) bids for the project on January 14, 2020, at 2:00 p.m. California Single Ply submitted the lowest base bid. (See Attachment A for a tabulation of bids). The Administration recommends the award of contract to California Single Ply for the total bid of $38,925.00.

On May 7, 2019, the Board of Education awarded a contract to Diede Construction, Inc., for the Union House Elementary School, Modernization Phase 3 and 4 project. Change Order No. 4 consists of six (6) items. The complete change order with backup is on file in the Facilities and Planning Department for review. (See Attachment 1) Attachment 2 provides detailed information on distribution of change order requests between Contractor and District. Change Order No. 4 changes the contract amount of $6,923,845.00 by $114,194.00 to $7,038,039.00. |

On November 1 and November 8, 2019, a notice was placed in the legal section of the Elk Grove Citizen, and Dodge Data & Analytics publications inviting a “Request for Qualifications” (RFQ) from environmental and testing consultants. These services include geologic hazard reports, phase 1 environmental site assessments, geological soils reports and foundation investigations, construction soils testing, materials and construction testing, water testing and analysis, well testing and analysis, and well design and development. Submission of RFQ packets was required on or before 4:00 p.m. on Friday, December 13, 2019. Sixteen (16) firms responded and submitted RFQ packets. After a thorough review and uniform scoring process, Administration recommends that the following firms be identified and as such short listed as qualified to perform the following environmental and testing services for the District: Blackburn Consulting BSK Associates Condor Earth Consolidated Testing Services, Inc. The Board is asked to approve the attached Resolution No. 50, 2019-20 adopting California Uniform Public Construction Cost Accounting Procedures and Informal Bidding Ordinance. |
The Act was enacted in 1983 and is set forth in Public Contract Code (PCC) sections 22000, et seq. It provides an alternative method for public agencies to obtain bids for and perform public work construction projects. The Act created the California Uniform Construction Cost Accounting Commission (CUCCAC) and requires public agencies interested in using the procedures available under the Act to adopt the uniform construction cost accounting procedures promulgated and administered by CUCCAC. Agencies that elect to do so may perform a greater range of projects themselves by force account or without bidding (effective January 1, 2019, projects valued at $60,000 or less) and may receive bids and award projects valued at $200,000 or less by certain informal bidding procedures (discussed below) that can speed up the process of awarding contracts for those projects. Moreover, contracting by the District will be governed by the uniform cost accounting statutes in PCC sections 22000, et seq., until such time as the District chooses to “opt out” of the Act, which is accomplished by a resolution filed with the State Controller’s Office. |
