A. NOTICE: INFORMATION FOR VIRTUAL SPECIAL BOARD MEETING
Quick Summary / Abstract:

In response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, which temporarily suspends provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members will be conducting the open session of the Special Board Meeting via Zoom video/teleconferencing.

Zoom Online Meeting Platform

Zoom is an online meeting platform that will be used by the Elk Grove Unified School District Board of Education during the current State social distancing and shelter at home order. Those who wish to view the meeting will need an internet connection and device. Zoom is compatible with Windows and Apple computers, along with iPhones, iPads, Chromebooks and Android devices. The device must have working speakers to hear the meeting.

Please note:  If Zoom is not currently installed on a computer or device, Zoom will ask to download a small app to the computer or device. Please accept the install to continue to the Zoom meeting. Zoom will only need to install the app the first time a computer or device is used with Zoom. Mobile device users can install the Zoom app prior to a meeting by visiting their app store. ZOOM Cloud Meetings is the name of the app.

NOTICE:  Public Comments

If you wish to address the Board on an item on the Special Board Meeting agenda, an electronic speaker card must be submitted with written comments for an item on the Special Board Meeting agenda prior to 8:00 a.m. on August 19, 2020.  Please be sure to complete the electronic speaker card indicating the item you wish to address and it will be read by a staff member during this Special Board meeting during the specified item.  Individuals with comments on general school district issues may address those at a regularly scheduled meeting.  The total amount of time allocated to present electronic speaker cards to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.  The link to the public comment speaker card is located on the District’s website.   http://www.egusd.net/about/leadership/board-of-education/virtual-egusd-board-workshop-aug-19/

C.III. 2020-21 Budget Review/Priorities

Recommended Motion:
The Board is asked to hear a report on the 2020-21 budget and to review the list of funded priorities and priorities still pending approved funding.
Rationale:

On March 17, 2020 the Board approved 2020-21 Funding Priorities that were associated with positions and/or programs that involved positions.  The list of previously approved 2020-21 items is attached for your reference.

What remains from the Funding Priorities are programs and/or services that were not directly associated with positions or FTE in the amount of $4 million. Cabinet has reviewed the programs/services and proposes recommending funding the remaining 2020-21 Funding Priorities.  The remaining priorities are recommended to be funded one-time through both unrestricted general fund and CARES Act funds.

To guide discussion, we will look at our existing multi-year projection (MYP) and a MYP with the proposed priorities funded.

C.IV. Learning Continuity and Attendance Plan

The Board is asked to provide input on the Learning Continuity and Attendance Plan (LCP).
Rationale:
The Board will engage in a discussion and provide input on action items for the Learning Continuity and Attendance Plan (LCP).
 
C.V. Progress Report on Race and Educational Equity in EGUSD
Speaker:
Sue Larson, Mathew Espinosa
Recommended Motion:
The Board of Education is requested to receive a progress report on the District's response and outcomes to concerns of race and educational equity within EGUSD.
Rationale:
The August Race and Educational Equity Progress Report will highlight actions and activities for the 2020-2021 school year, emphasizing a focus on racial justice throughout the six foundations of the EGUSD Educational Equity Strategic Plan.

Recommended Motion:
The Board of Education will be presented with an update on the Division of Safety and Security.
Rationale:
The Board of Education will be presented with the EGUSD, Division of Safety and Security Annual Impact Report for the 2019 - 2020 school year.
