In response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, which temporarily suspends provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members will be conducting the open session of the Special Board Meeting via Zoom video/teleconferencing. Zoom Online Meeting Platform
Zoom is an online meeting platform that will be used by the Elk Grove Unified School District Board of Education during the current State social distancing and shelter at home order. Those who wish to view the meeting will need an internet connection and device. Zoom is compatible with Windows and Apple computers, along with iPhones, iPads, Chromebooks and Android devices. The device must have working speakers to hear the meeting. Please note: If Zoom is not currently installed on a computer or device, Zoom will ask to download a small app to the computer or device. Please accept the install to continue to the Zoom meeting. Zoom will only need to install the app the first time a computer or device is used with Zoom. Mobile device users can install the Zoom app prior to a meeting by visiting their app store. If you wish to address the Board on an item on the Special Board Meeting agenda, an electronic speaker card must be submitted with written comments for an item on the Special Board Meeting agenda prior to 8:00 a.m. on October 28, 2020. Please be sure to complete the electronic speaker card indicating the item you wish to address and it will be read by a staff member during this Special Board meeting during the specified item. Individuals with comments on general school district issues may address those at a regularly scheduled meeting. The total amount of time allocated to present electronic speaker cards to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees. The Board of Education is asked to authorize staff to purchase 3400 ThinkWrite Headsets utilizing the National Cooperative Purchasing Alliance (NCPA 01-48) - Troxell. |
As students start to arrive back in schools, there will be a need for those students to have headsets that will allow for communication with other students and staff online via Meet or Zoom. These headsets will be used for communication as well as listening and recording.The ThinkWrite model selected is designed for younger students and will go over the head and on the ear.
Public Code Section §20118 provides a statutory exception to the competitive bidding requirements set forth in the Public Contract Code by allowing districts to utilize cooperative bids secured by other districts or public entities for the purchase of materials, supplies, equipment and services.
It is in the best interest of Elk Grove Unified School District to utilize the contract and pricing from NCAPA for purchasing headsets.

The Board of Education is asked to authorize staff to purchase 4000 Headsets utilizing the Sourcewell (formerly National Joint Powers Alliance (NJPA)) contract #081419 awarded to CDW-G. |
The purchase of these headsets will allow teachers and staff to be on a Google Meet or Zoom calls, freeing themselves from cords. These headsets will allow teachers to move about the classroom and still be heard while on video calls. These are essential in allowing teachers to conduct both in person and on-line at the same time.

Document cameras allow teachers to show non-digital format materials on the computer screen. This has become incredibly important as the district conducts distance learning. There are some rooms with no document cameras and there are others that need to be replaced. |

The Board of Education is asked to authorize staff to purchase 4000 laptops and 4000 docking stations utilizing the Sourcewell (formerly National Joint Powers Alliance (NJPA)) contract #081419 awarded to CDW-G. |
The District recognizes that the world has become mobile and our teaching staff need to be able to work from various locations. This order of laptops will allow teachers and various district staff to utilize laptops and docking stations for work. With manufacturer and partner back-logs, the district would like to order the equipment now so it can be received and configured this school year. Public Code Section §20118 provides a statutory exception to the competitive bidding requirements set forth in the Public Contract Code by allowing districts to utilize cooperative bids secured by other districts or public entities for the purchase of materials, supplies, equipment and services. It is in the best interest of Elk Grove Unified School District to utilize the contract and pricing from Sourcewell for the purpose of purchasing laptops and docking stations.

The District recognizes that Chromebooks have become vital for student learning here at EGUSD and in K-12 education as a whole. The 20000 Chromebooks will be used to replace obsolete student Chromebooks at the end of the 20/21 school year. There is a need to order now due to incredible back-logs of orders and delays in manufacturing and shipping. The Board of Education will be asked to conduct a Public Hearing to present the MOU reached through negotiations, dated October 23, 2020. Should there be an affirmative action by EGEA to ratify the MOU, and since the AB 1200 review has been approved by the Sacramento County Office of Education (SCOE), the Board of Education will be asked to (1) Open a public hearing and receive comments on the MOU; (2) Close the public hearing after listening to comments. After closing the public hearing, the Board will be asked to take action to approve (ratify) the MOU. |
Elk Grove Unified School District (EGUSD) and the Elk Grove Education Association (EGEA) have signed a Memorandum of Understanding (MOU) for the 2020-2021 school year related to an In-Person/Concurrent Instructional Model in response to the COVID-19 pandemic.
The AB 1200 review has been approved by the Sacramento County Office of Education (SCOE). The EGUSD Board is asked to approve (ratify) the attached MOU. In addition, Education Code Section 3540.2 stipulates a fiscal review by the Sacramento County Office of Education (SCOE) of negotiated agreements to determine the financial impact of the agreement on the District budget. Therefore, the AB1200 report, which provides the financial analysis of the MOU, is attached, was submitted to SCOE for their review, and approved. |
