Quick Summary / Abstract:

In response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, which temporarily suspends provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members will be conducting this open session board meeting via Zoom video/teleconferencing.

Zoom Online Meeting Platform

Zoom is an online meeting platform that will be used by the Elk Grove Unified School District Board of Education during the current State social distancing and shelter at home order. Those who wish to view the meeting will need an internet connection and device. Zoom is compatible with Windows and Apple computers, along with iPhones, iPads, Chromebooks and Android devices. The device must have working speakers to hear the meeting.

The Board of Education is asked to approve Resolution No. 32, 2020-21,designating February 2021 as Black/African American History Month.
Rationale:

This resolution celebrates efforts and achievements made by Black/African American individuals which have benefited all mankind.

The month of February has been designated Black/African American History Month.  This observance encourages the society at large, and schools in particular, to celebrate the achievements of Black/African Americans and also to re-examine society’s role in preserving the Civil Rights of all of its citizens.  Although the study of the contributions and the literature about and authored by Black/African Americans is part of the curriculum throughout the year, this designation in February adds special emphasis.       

Elk Grove schools have many special events during Black/African American History Month in addition to activities and classwork that occur throughout the year in accordance with sites’ and departments’ student unity and diversity goals.  At the elementary level, the Black/African American history activities are integrated into classroom discussions, art projects, social studies, and language arts.  Examples from our adopted curriculum include A Great American Teacher, a biography about how Mary McLeod helped many Black/African Americans get an education, as well as Delivering Justice, a biography about how one man became a civil rights leader in his community.  All elementary schools include the study of influential Black/African Americans.  At the secondary level, some specific pieces of Black/African American literature include Beloved, Black Boy, I Know Why the Caged Bird Sings, Native Son, Raisin in the Sun, and Their Eyes Were Watching God.  History/social science teachers engage students in discussing and learning about the history and contributions of Black/African Americans in the United States and the world.

The Board of Education is asked to approve Resolution No. 35, 2020-21, designating February 2021 as Career Technical Education Month.

Rationale:

The month of February has been designated as Career Technical Education Month. This observance allows us to celebrate the contribution of Career Technical Education (CTE) as a vehicle to provide our students with high quality college, career and life preparation.

The Elk Grove Unified School District offers its students a broad spectrum of CTE opportunities, beginning with middle school exploratory programs that lead to high school introductory, intermediate, and advanced courses.  Students also receive CTE training through the district’s Explore CTE (former Regional Occupational Program) Program.

Elk Grove Unified School District’s CTE programs are considered exemplary throughout the region and state.  This resolution affirms the work of district staff in continuing to provide students with educational and workplace opportunities beyond those found in traditional instructional models.

Rationale:

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification.  Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.”  Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $95,200 and have been approved by authorized district staff.

Rationale:

The Board of Education is requested to appoint the following teachers to the Teacher Induction Program and the Peer Assistance and Review Program as Consulting Teachers. Consulting Teachers will receive formative assessment and coaching skills training. Following training, consulting teachers provide support and assistance to new teachers through the Teacher Induction Program. Some Consulting Teachers will be identified by the Peer Assistance and Review Panel to provide support and assistance to experienced teachers who have received unsatisfactory evaluations. Teachers presented to the Board for appointment have successfully completed a selection process that included a classroom observation, a requirement of Assembly Bill 1X.

D.VI.8. Sacramento Metropolitan Air Quality Management District Lower Emission Vehicle Incentive Program Agreements

The Board of Education is asked to authorize the District to enter into two Sacramento Metropolitan Air Quality Management District Lower Emission Vehicle Incentive Program Agreements to purchase 13 (thirteen) all electric school buses and installation of all associated infrastructure including charging stations; and, authorize Robert Pierce, Deputy Superintendent, Business Services and Facilities and Michael “Matt” Sanchez, Director of Transportation to execute all necessary documents to implement and complete the project.

Rationale:

The Elk Grove Unified School District operates one of the cleanest fleets in California, with a goal of improving air quality for our students and the community.  The fleet includes buses powered by Compressed Natural Gas (CNG), Propane fuels as well as Electric buses.

 

The Sacramento Metropolitan Air Quality Management District (SMAQMD) established the Lower Emission Vehicle Incentive Program (LEVIP), which provides incentives to fleet operators for the purchase of low-emission on-road motor vehicles.  District administration has been working with SMAQMD Staff regarding significant LEVIP grant opportunities available to the District.  Based on this work Administration is recommending to participate in the LEVIP for the purchase of electric school buses.

 

As a part of this grant program and the District’s eligibility, the District would be able to purchase 13 (thirteen) new zero-emission, battery-electric school buses.  These buses will provide improved air quality and state of the art equipment to our students and staff.  Grant funding includes upgraded electrical infrastructure, and charging stations for onsite fueling.

 

The District would receive approximately $2,955,944 in LEVIP grant funds towards the purchase of 13 buses and infrastructure necessary for on-site fueling from the SMAQMD.  In addition, the bus suppliers/vendors are also providing additional direct grant opportunities to offset the purchase price of the buses.  These additional grant funds include the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) as well as grant funding from the Sacramento Municipal Utility District (SMUD) equating to approximately $2,425,000 in additional incentives.  The District’s commitment to satisfy and receive the nearly $5,400,000 in total grant opportunities is approximately $350,000 from budgeted and available non-general fund dollars for the purposes of enhancing or repairing transportation vehicles.

Photography II, Honors (VAPA, Grades 10-12) (one-year equivalent, 10 credits) This course is intended for the advanced photography student who wishes to create a portfolio of independently-produced work through traditional and digital practices.  This course is especially suited for students wishing to pursue AP Studio Art: 2-D Design with a photography emphasis.  This course will include aesthetics, art criticism, art history, and studio production.  Students complete process-based work showing a progression of style and artistic influence through research and evaluation of artists’ works as well as a focus on elements and principles of design.

Rationale:

Pursuant to Government Code Section 3547, the following are stipulated for negotiations between a bargaining unit and the District:

1. The District’s initial proposal is officially presented at a public meeting of the Governing board for public notice; and 
      
2. A public hearing is conducted to receive public input regarding the District’s initial proposal.

Summarize, discuss and approve the Chief Human Resources Officer Employment Agreement. 
Rationale:

California Government Code section 54953(C) (3) requires that a verbal summary of the proposed compensation and fringe benefits be given to the public prior to final Board action on certain employment agreements. The proposed agreement for the following:

Chief Human Resources Officer

Contains the following material terms: 

1. TERM:  The term of the proposed Employment Agreement for Chief Human Resources Officer begins on February 1, 2021 and shall continue through June 30, 2023. 

2. COMPENSATION:  The following constitutes the employee’s base salary effective February 1,2021:

The Chief Human Resources Officer is on step 9 of the Chief Human Resources Officer Salary Schedule.  Effective February 1, 2021, his base salary at step 9 shall be $154,476.00.  

3. BENEFITS:  The Chief Human Resources Officer will receive the same health and welfare benefits and retiree benefits as other District certificated management employees, as those benefits may change from time to time.

4. TRAVEL:  The Chief Human Resources Officer CHRO shall receive $100 per month for travel within the District’s boundaries, irrespective of the number of miles traveled on District business, and general business expenses that the CHRO incurs in the official performance of the CHRO’s duties and responsibilities.

5. WORK YEAR:  The Chief Human Resources Officer’s work year shall be 246 days.  

6. JOB DESCRIPTION:  The Chief Human Resources Officer’s duties shall be consistent with the Chief Human Resources Officer Job Description which is attached to and pursuant to Section 6 incorporated by reference into the Chief Human Resources Officer employment agreement.  Therefore, Board Approval of the Chief Human Resources Officer employment agreement includes approval of the Chief Human Resources Officer Job Description attached to such employment agreement.

This concludes the summary of the Employment Agreement for the Chief Human Resources Officer.

Recommended Motion:
The Board is requested to appoint a representative to the California School Boards Association (CSBA) Delegate Assembly from the Elk Grove Unified School District.
Rationale:

Currently Beth Albiani is the District's appointed delegate whose term expires on March 31, 2023.  

It is requested that the Board appoint a representative to fill the vacancy left with Bobbie Singh-Allen’s departure.  The new representative will fill this two-year term beginning April 1, 2021, through March 31, 2023.
