A. NOTICE: INFORMATION FOR VIRTUAL SPECIAL BOARD MEETING
Quick Summary / Abstract:

In response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, which temporarily suspends provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members will be conducting the open session of the Special Board Meeting via Zoom video/teleconferencing.

Zoom Online Meeting Platform

Zoom is an online meeting platform that will be used by the Elk Grove Unified School District Board of Education during the current State social distancing and shelter at home order. Those who wish to view the meeting will need an internet connection and device. Zoom is compatible with Windows and Apple computers, along with iPhones, iPads, Chromebooks and Android devices. The device must have working speakers to hear the meeting.

Please note:  If Zoom is not currently installed on a computer or device, Zoom will ask to download a small app to the computer or device. Please accept the install to continue to the Zoom meeting. Zoom will only need to install the app the first time a computer or device is used with Zoom. Mobile device users can install the Zoom app prior to a meeting by visiting their app store. ZOOM Cloud Meetings is the name of the app.

NOTICE:  Public Comment for Items on the Agenda

If you wish to address the Board on an item on the Special Board Meeting agenda, an electronic speaker card must be submitted with written comments prior to 8:00 a.m. on January 22, 2021.  Please be sure to complete the electronic speaker card indicating the item you wish to address and it will be read by a staff member during this Special Board meeting during the specified item.  Individuals with comments on general school district issues may address those at a regularly scheduled meeting.  The total amount of time allocated to present electronic speaker cards to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

C.III. Regional Feeder Pattern Board Presentation - Laguna Region

Recommended Motion:
The Board of Education is asked to hear regional presentations and participate in a discussion regarding the Laguna Region schools.
Rationale:

Regional presentations to the Board of Education are scheduled for each of the nine regions across Elk Grove Unified School District.  The presentations and discussion period conducted by the regional principals will focus on key areas of interest to the Board.

The Laguna Region schools listed below are the subject of this presentation:

  • Laguna Creek High School
  • Harriet Eddy Middle School
  • Elitha Donner Elementary School
  • John Ehrhardt Elementary School
  • Foulks Ranch Elementary School
  • Marion Mix Elementary School
  • Joseph Sims Elementary School

C.V. 2021-2022 Open Enrollment

Recommended Motion:
The Board of Education is asked to review and approve the recommendations for the 2021-2022 Open Enrollment.
Rationale:
The Board of Education will receive a presentation and staff recommendations regarding Open Enrollment for the 2021-2022 school year.

C.VI. 2021-22 Governor's Proposed Budget Update

Recommended Motion:
The Board is asked to receive a report on the Governor's January Budget Proposal for the upcoming 2021-22 School Year.
Rationale:

The Board is asked to receive and discuss the implications for Elk Grove Unified in relation to the Governor's budget proposal and his opening plan for schools.

We will be providing information on estimated multi-year projections and cash flow related to deferrals.

This information was released by the Governor's office on January 8th and School Services of California weighed in on projections on January 15th, therefore the information will be provided the day of the workshop.

C.VII. Area 4 Trustee Interview Process

Recommended Motion:
Review the process for the January 26, 2021 Special Board Meeting for the purpose of interviewing and making a provisional appointment of a board member from Trustee Area 4.
Rationale:
The Board Subcommittee has reviewed applications submitted for the Trustee Area 4 vacancy and determined that four applicants will be interviewed.  The process for conducting the interviews, allowing for public comment, deliberation and selection will be discussed.
