Annually, National Library Week is celebrated throughout the month of April and libraries host special events to highlight the unique role libraries play in people’s lives. This year’s theme is: “Welcome to Your Library.” During the pandemic, library workers continue to exceed their communities' demands and adapt resources and services to meet their users' needs during these challenging times. Whether people visit in person or virtually, libraries offer endless opportunities to transform lives through education and lifelong learning.
Celebrations occurring across the nation during National Library Week include: National Library Workers Day (April 6, 2021), National Bookmobile Day (April 7, 2021), and Take Action for Libraries Day (April 8, 2021).
This evening we ask that special recognition is extended to the Elk Grove Unified School District libraries during the week of April 4 – 10, 2021.
It is essential to continue our acknowledgement of their valuable contributions and recognize all library workers, including librarians, school support staff and several others who make library services possible for our students.
First sponsored in 1958, National Library Week is sponsored by the American Library Association (ALA) and observed in libraries across the country each April. All types of libraries - school, public, academic and special - participate.

During the 1920s, the Free and Accepted Masons of California initiated the annual recognition of the role that public schools play in our communities. Since then, the state of California has designated April as Public Schools month. During these unprecedented times, we acknowledge the contributions our schools play in ensuring the safety and well-being of our students. The purpose of Public Schools Month is to encourage communities to set aside time to honor our public schools and to enlist the community’s continued support for public education. Community members are invited to personally recognize the dedication and commitment of the staff at their neighborhood schools. |

- Allow employees make changes such as election amount or enrollment to their FSA without a qualifying status event (getting married, birth of a child, etc.)

This project includes site work and utilities (water, sewer and power) to support the placement of the modular Patient Care building, located at Cosumnes Oaks High School, 8350 Lotz Parkway, Elk Grove, CA, 95757. This contract also includes installing fire sprinklers and low voltage systems to the building as well as all associated work to complete the project (accessibility upgrades, fencing and landscaping). The Administration received and opened ten (10) bids on February 26, 2021, at 2:00 p.m. Abide Builders, Inc., submitted the lowest base bid (see Attachment A for tabulation of bids). The Administration recommends the award of contract to Abide Builders, Inc., for the total base bid of $544,800.00. |

This project is for accessibility improvements pursuant to the Americans with Disability to remove existing accessibility barriers at the William Daylor High School located at 6131 Orange Avenue, Sacrament, CA 95823. The work includes concrete removal and replacement for path of travel improvements and asphalt pavement work for accessible parking. Anticipating that the project cost was likely under $200,000, the District notified and solicited bids from prequalified Contractors interested in bidding on EGUSD CUPCCAA projects. On January 28, 2021 the District received nine (9) bids, the lowest being from TJR Resources, Inc., with a responsive bid of $121,280.00 (see Attachment A for tabulation of bids). The Administration recommends the award of contract to TJR Resources, Inc., for the total base bid of $121,280.00. |

The Board of Education is asked to ratify CMAS contract with FieldTurf USA, Inc. for installation of a booster pump to facilitate use of the water cannons at Cosumnes Oaks High School Stadium. |
In 2009 synthetic turf was installed at the Cosumnes Oaks, Elk Grove, Monterey Trail, and Sheldon High School Football fields. At the time, the water cannons utilized to cool the field were connected into the existing irrigation system. As part of the 2020 track and field resurfacing project, the existing water cannons were converted to a more efficient design, however, the existing pressure at Cosumnes Oaks High School was insufficient for the new cannons to operate correctly. This project will install a booster pump to rectify this issue. The installation of the booster pump will allow use of the field during summer months by effectively cooling the field prior to use. It will also bring Cosumnes Oaks High School Track and Field in parity within the District. In order to capitalize on significant price savings, Administration proposes to use CMAS process. CMAS pricing can be extremely beneficial for public entities and is very competitive. CMAS also allows public entities to negotiate prices below the CMAS listed price. In this case, the district has negotiated a significant savings well below the CMAS public pricing. Administration requests the Board of Education to ratify the contract with the FieldTurf USA Inc. using CMAS Contract No. 4-06-78-0031A, in the amount of $67,907.00 to provide a booster pump and required utilities at Cosumnes Oaks High School. |

Existing playground surfaces are in need of repair/replacement. To streamline project delivery and maintain continuity and consistency of products and installation, Staff recommends poured-in-place surfacing at Pre-K playgrounds be installed using a cooperative or “piggybackable” contract. Use of these contracts meets competitive bidding requirements and allow California public agencies to achieve greater cost savings. CMAS Contract #4-20-78-0089C (valid 02/26/2020-02/10/2025)/General Services Administration (GSA) Contract #47QSMA20D08P7 (valid through February 10, 2025), was awarded to KYA Services, LLC, for Non-Information Technology Commodities. The contracts, also known as a Multiple Award Schedule (MAS), are cooperative or "piggybackable" contracts which contain cooperative purchase language that allows other public agencies to utilize it as required by provision 20118 of the Public Contract Code. KYA Services, LLC is a solutions-driven company specializing in sports fields, athletic courts, resilient surfacing, classroom beautification and sustainable plantscapes supported by project management, design, general contracting, and maintenance services. It is staff’s determination that the District would derive more benefit by utilizing this cooperative contract than to seek separate bids for each of the District’s school sites where poured-in-place surfacing is needed. Staff recommends approval to utilize KYA’s GSA contract for poured-in-place surfacing and specifically recommends approval to issue a contract to KYA Services, LLC in the amount of $64,316.63 for Prairie Elementary School, and $64,915.08 at Samuel Kennedy Elementary School for a total of $129,231.71. |

The Board is asked to approve the attached Charter School Facilities Agreement between the Elk Grove Unified School District and the California Montessori Project for the 2021/2022 school year. |
Proposition 39, approved by the voters on November 7, 2000, added Section 47614 to the Education Code which generally requires school districts to make available facilities for charter schools operating within their boundaries. In May of 2002, the State Board of Education adopted regulations to implement Section 47614 as part of Title 5 Code of Regulations. On October 1, 2002, the California Montessori Project (CMP) first petitioned the Elk Grove Unified School District for facilities under the provisions of these regulations for the 2003/2004 school year. It was determined that the most effective means to provide facilities was to assume a pro rata share of CMP’s lease for their school on Elk Grove Boulevard (Old Elk Grove Elementary). After negotiations with CMP under the counsel of Best, Best, and Krieger, administration developed an agreement which was approved by the Board of Education in October, 2003. Subsequent petitions and agreements to assume a pro rata share of CMP’s lease have been negotiated annually since then. Administration has received a petition for facilities from CMP for the 2021/2022 school year, conferred with CMP staff, and finalized an agreement for the 2021/2022 school year. Attached is the Charter School Facilities Agreement (“Agreement”) for approval. The Agreement offers $86,859.95, to be paid in a series of monthly installments, to pay a pro rata share of 5.1 teaching stations and 141.1 square feet of office/resource specialist space for the 2021/2022 school year. This is comparable to the space offered to our own students and therefore the space the CMP students would expect at our schools. The determinations for space are calculated by standards set forth in the Title 5 Regulations and contained in Attachments A and B of the Agreement. The following Requests for Revision to an Existing Board-Adopted Course have undergone review and approval by the appropriate subject-area steering committee(s), the EGUSD Curriculum Council, and have the support of principals. IB Biology HL 1 (Course #20043) (Science, Grade 11) It is requested that the grade level be changed to grades 11-12 instead of just grade 11. Rationale: Students can be successful and learn skills for college in either junior or senior year from this class. There is no restriction at the IB level regarding in which grade the class is taken. This will allow for more equitable access to IB level classes and allow more students the opportunity to challenge themselves and prepare for college. This will also align it with the other IB sciences offered. Medical Assistant (Course #12654) (CTE Elective, Grades 11-12) It is requested that the grade level be changed to grade 12 only instead of grades 11-12; and that the course description change to the following: “This intensive year-long course is open to all EGUSD students and meets daily for a three-hour period. Students focus on the two components of the medical assistant’s role: front office tasks (administrative) and back office procedures (clinical). CPR and first aid certifications are included at no cost. A successful completer of this course will also be prepared to take the medical assisting certification exam required by many health care employers. This course is designed for high school seniors interested in starting a career in the medical field upon graduation. Due to the rigor and pace of this course, students must be highly motivated and committed to attending the course daily for the entire period. Adopted curricular materials: Kinn's The Medical Assistant, An Applied Learning Approach, 13th Edition, Elsevier Inc.” Rationale: Medical Assistant training, possible work experience, and certification require that the student be 18 years old which creates a gap year for juniors. Further, seniors are more likely to have time in their schedule to participate in this Explore CTE course. The course description change removes references to internships that can no longer be provided due to legal issues. Students are now prepared for the NCCT exam, which is an industry-standard certification for medical assistants. |

The District, through Head Start, provides comprehensive services to children and families that include education, health and nutrition, mental health, social services, and parent involvement. Our PreK program provides services to children who are 3-5 years old. Each year, our PreK program prepares an application for federal funding for Elk Grove Unified School District’s Head Start Program for review by the Sacramento Employment Training Agency (SETA).
This grant will provide funding of services for 440 children in twenty-two classes/twenty classrooms through the Head Start program.
There will be twenty-two Head Start classes with 20 children in each class. Twenty-one classes will be located at elementary schools (Maeola Beitzel, Florin Elementary, Franklin Elementary, Samuel Kennedy, Herman Leimbach, Charles Mack, Florence Markofer, James McKee, Prairie, David Reese, John Reith, Sierra Enterprise, Union House and Irene B. West) and one class will be housed at William Daylor Continuation School.

The Board of Education is asked to approve the Comprehensive School Safety Plans (CSSP) for the 2020-2021 school year. |
Education Code § 32280 et. seq. requires each school to review and update Comprehensive School Safety Plan (CSSP) by March 1 each year. Each school has completed the review and update of their CSSPs with a written narrative which is included in sites plans. The Narratives of which have been submitted and reviewed by Cabinet and are now submitted to the Board for approval per the Education Code. Comprehensive Safe School Planning includes a review of data related to the environment on campus and subsequent goals identified to improve the safety of the campus. Additionally, the School Site Council for each school has identified strategies to achieve their goals and included timelines for completion. As required in the California Education Code §32282, each school has also ensured that they have procedures in place for; child abuse reporting, disaster procedures and response, Policies and Procedures for school discipline, suspension and expulsion, Policies and Procedures for notifying teachers of dangerous pupils in their class, a discrimination and harassment policy, a school wide dress code, procedures for safe ingress and egress and hate crime reporting procedures. Additionally, this year schools considered the changing dynamics of the COVID-19 pandemic.
As of March 1, 2021, per California Education Code §322890-32289, all Elk Grove Unified School District Schools have completed the 7-step process, as defined in the California Education code, for their Comprehensive Safe School Plan. Each school site has a binder containing the narrative of the 7 step process and the school site council approval page along with the above referenced policies and procedures available in the school office for public inspection. The Board of Education and delegated Administration have been actively negotiating the acquisition of an elementary school site known as Laguna Ridge East Elementary School located at 8551 Poppy Ridge Road, Elk Grove, CA 95757. Both parties have reached mutually agreeable terms and conditions. Administration is recommending that the Board of Education adopt Resolution No. 52, 2020-2021 approving the purchase of the Laguna Ridge East Elementary School site in the amount of Two Million Nine Hundred Thousand Dollars ($2,900,000.00), and authorizing the acceptance of the Grant Deed. Attachment A to the Resolution is the Purchase and Sale Agreement (PSA) for the property. Administration will finalize and sign the PSA and complete the acquisition of the property. |

The Board of Education is asked to adopt Resolution No. 54, 2020-21, providing for the issuance of the Series 2021 Bonds and delivery of related bond and disclosure documents. |
In 2016, the electorate approved of Measure M, authorizing the issuance and sale of general obligation bonds of the District in an amount not to exceed $476,000,000. Consistent with Measure M and the District’s Facilities Master Plan, the District is now in the position to consider the sale of the third series of bonds under Measure M (the “Bonds”). As presented, this Resolution approves the sale and issuance of not to exceed $140.5 million in principal amount of Bonds, within parameters as specified therein. The District has previously issued two series of bonds (Series 2017 and Series 2019) under Measure M. The District is authorized to issue general obligation bonds under the Government Code. The issuance of bonds will generate new proceeds for District projects, as approved by the voters under Measure M. The Resolution provides that the interest on the Bonds will not exceed legal limits (which is 8.0% under the Government Code), and the Underwriter’s discount will not exceed 2.0% of the principal amount of the Bonds. As currently contemplated, the final maturity of the Bonds will occur in 2045. Adoption of the Resolution would allow for Lozano Smith, as bond counsel, and Government Financial Strategies Inc., as financial advisor, to assist the District in successful sale, issuance, and closing of the Bonds. The documents authorized to be negotiated, executed, and delivered in connection with the Bonds include a preliminary and final Official Statement, a Continuing Disclosure Certificate, and a Bond Purchase Agreement, substantially final forms of which are on file with the Superintendent. The Resolution provides that the Superintendent and the Deputy Superintendent, Business Services and Facilities, may execute and deliver other necessary documents and closing certificates to effectuate the Bond transaction, including a Tax Certificate. Upon adoption of the Resolution, the Superintendent and the Deputy Superintendent, Business Services and Facilities, will be authorized to negotiate and finalize the terms of the Bonds, within the parameters set forth in the Resolution, and execute and deliver the various bond and disclosure documents, including a Bond Purchase Agreement, a Continuing Disclosure Agreement, an Official Statement, a Tax Certificate, and other ancillary documents and closing certificates. |

The Bonds are payable from ad valorem taxes collected by the County of Sacramento and not from any general fund or other sources of District revenue. |
