The California Legislature passed a measure in 1986 establishing Classified School employees week to recognize the valuable contributions and meaningful services that classified employees make to our schools. In honor of this event, the Elk Grove Unified School District Board of Education is asked to approve the attached resolution. Currently, the Elk Grove Unified School District has 2,735 contracted classified employees. School sites and departments will be celebrating their classified staff the week of May 16-22, 2021. Since 1972, National School Nurse Day has been set aside to recognize school nurses. This year School Nurses Day is May 12, 2021. National School Nurse Day was established to foster a better understanding of the role of school nurses in the educational setting. As you well know, school nursing is far beyond band-aids and record keeping. School Nurse Day salutes our health professionals who juggle a complex array of medical and social issues, seeing literally thousands of students, and moving throughout the district. This recognition will declare District support of the national recognition of school nurses. |

School Lunch Hero Day, celebrated annually since 2013, was designated by the School Nutrition Association and Jarrett Krosoczka, author of the “Lunch Lady” graphic novel series. In a normal school year, Elk Grove Unified School District’s (EGUSD) nutrition professionals have a lot on their plate; preparing healthy food, adhering to strict nutrition standards, navigating specialized student needs and offering service with a smile. Since March of 2020 with the impacts of the COVID-19 pandemic the EGUSD Food & Nutrition Services team has been on the front lines providing meal service to the families in our communities and has continued to do so since the beginning of the COVID-19 pandemic. Their hard work, flexibility, willingness to adapt to change and dedication to the children of EGUSD has truly been amazing and worthy of sincere recognition. EGUSD Food & Nutrition Services Leadership has created this year’s theme to capture, honor and recognize their teams:

The Board of Education is asked to approve Resolution No. 64, 2020-21 designating May 2021 as Physical Fitness and Sports Month. |
This resolution recognizes the central role of physical education and sports in creating a healthy lifestyle for all children in the Elk Grove Unified School District. The President’s Council on Sports, Fitness, and Nutrition recognizes May as Physical Fitness and Sports Month, and its mission is to invoke a call to action to recognize the value and importance of having physical activity and physical education in the lives of kids and adults. Of course, all of us need to engage with fitness and movement activities throughout the year. Campaigns like this one help to reactivate our interest in physical activity and sports. Research shows that physically active children are more likely to thrive academically and have improved behavior in school; and schools can promote physical activity through comprehensive school physical activity programs, including recess, classroom-based physical activity, intramural physical activity clubs, interscholastic sports, and physical education. Additionally, participation in sports teams and physical activity clubs can improve grade point average, school attachment, educational aspirations, and the likelihood of graduation; and higher physical fitness achievement is associated with better school attendance rates and fewer disciplinary incidents involving drugs, alcohol, violence, or truancy. In support of this resolution, Curriculum and Professional Learning (CPL) will partner with the Online Physical Education Network (OPEN) National Trainers to offer three professional development opportunities for EGUSD teachers: - Thursday, May 13, 2021 – Teaching Face-to-Face with Physical and Social Distancing
- Tuesday, May 18, 2021 – Technology Tools for Virtual or Face-to-Face Physical Education
- Wednesday, May 19, 2021 – Building Brains and Bodies with Active Classrooms
Parents and guardians can help by modeling the very behaviors we want to see in young children. If parents and guardians exercise and set an example, their kids will likely embrace similar habits without too much resistance. If families emphasize physical playtime on the weekends, kids will be more likely to get involved in sports activities without push back. In support of this resolution CPL is coordinating with Physical Education teachers to offer an elementary and secondary Zoom session for families to showcase how families can be physically active in the summer months. |

Anyone interested in providing public comment to the Elk Grove Unified School District Board of Education on any item that is within the Board's subject matter jurisdiction should complete a public comment form. However, the Board may not take action on any item not on this Board meeting agenda except as authorized by Government Code section 54954.2. Anyone may also submit public comments to the Board in support of or in opposition to any item being presented to the Board for consideration.
Requests for public comment must be received by 4:30 p.m. the day of the meeting to allow for sorting and organization of speakers by Board meeting agenda topic. Under state law, the District’s surplus funds are deposited in the County Treasury (unless the District takes special measures to become fiscally independent) with the exception of legally authorized commercial bank accounts (such as Revolving Fund) and proceeds of debt issuances, which may be placed with a trustee. All of the funds of the Elk Grove Unified School District are invested with the Treasury of the County of Sacramento. These funds are in the commingled Treasurer’s Pool with that of other public agencies. This includes all of the school districts within Sacramento County. As of March 31, 2021, the District has $320,332,871 from all funds, in addition Mello-Roos Investment proceeds of $12,800,067 and General Obligation Bond Investment proceeds of $10,629,616 for a total of $343,762,554 in the County Treasurer’s pool. This is 8.32% of the total county pooled assets of $4,131,326,160. |

The contract for BP Productions is to cover the production costs at two school site stadiums for the 2021 graduations for the nine comprehensive high schools and five alternative high schools. The quoted contract amount of $148,532 is to cover the stage, audio, video, equipment for electrical, labor, services, and shipping for equipment being delivered and set up at two school site stadiums. The final amount will be outlined in a final invoice and paid by the district. The District recognizes that Chromebooks have become vital for student learning here at EGUSD and in K-12 education as a whole. The 3000 Chromebooks will be used to ensure there are enough devices for students and staff to conduct state testing along with instruction due to COVID-19. Public Code Section §20118 provides a statutory exception to the competitive bidding requirements set forth in the Public Contract Code by allowing districts to utilize cooperative bids secured by other districts or public entities for the purchase of materials, supplies, equipment and services. It is in the best interest of Elk Grove Unified School District to utilize the contract and pricing from Sourcewell for the purpose of Chromebooks and configuration services. |

The Board of Education is asked to consider and potentially adopt Resolution No.67, 2020-21 Resolution to Re-Initiate a Transition to a By-Trustee Area Election System Commencing with the 2022 Governing Board Election. |
The Elk Grove Unified School District’s Board of Education is currently elected under a hybrid “at-large” election system, where trustees reside in designated trustee areas, and are elected by voters of the entire District. Trustees are elected in even-numbered years and serve staggered, four-year terms. Cities, public entities, and other school districts have recently had their at-large election systems challenged under the California Voting Rights Act (CVRA). These situations have resulted in expensive and divisive litigation. On December 17, 2019, the Board adopted Resolution No. 32, 2019-20, Resolution to Initiate a Transition to a By-Trustee Area Election System Commencing with the 2022 Governing Board Election. As provided in Resolution No. 32, 2019-20, the Board intended to wait until the release of the 2020 Census data, scheduled for March 2021, and then immediately begin the transition process. Due to COVID-19 pandemic-related delays, the 2020 Census data is not expected to be made available to state and local agencies until September 30, 2021 or later, which is a substantial delay from the original due date of March 31, 2021. Due to this significant delay, the potential for further delay, and the tight timelines to complete the process in time for the 2022 elections, the District has concerns about continuing to delay the process until the 2020 Census data is released. The District aspires to promote a robust public input process and believes that it may now be in the best interest of the District not to wait until the release of the 2020 Census data, but to move forward immediately to transition to by-trustee area elections using the 2010 Census data pursuant to the process provided in the Elections Code and Education Code. If the Board chooses to take this action, it will then review the 2020 Census data upon its release to ensure the adopted trustee areas maintain appropriate population balance pursuant to Education Code section 5019.5. The final maps to be used in the 2022 election will rely upon the 2020 census data. The Board will receive an update on the current Census Bureau delays, and a proposed timeline moving forward. A prepared resolution accompanies this presentation to allow the Board to initiate the transition process immediately, if it so elects. |

The District’s Board of Education is currently elected under a hybrid “at-large” election system, where trustees reside in designated trustee areas, and are elected by voters of the entire District. Trustees are elected in even-numbered years and serve staggered, four-year terms. On May 4, 2021, the Board will consider adopting a Resolution declaring its intent to transition to by-trustee area Board elections, where each Board member must reside within the designated trustee area boundary and is elected only by the voters in that trustee area. The District’s demographers, National Demographics Corporation, will present information on the process and criteria for drawing the trustee-area boundary maps. At the May 4 board meeting, the Board will hold the first of two statutorily required hearings to receive input from the community on the trustee-area map creation process. |

The Sacramento Municipal Utility District (SMUD) has requested that the District convey (at SMUD’s expense) a permanent Electrical Facilities Easement on the Pleasant Grove Elementary School site at 10160 Pleasant Grove School Road, Elk Grove, California. The final configuration of the easement will be established after the completion of the installation of the electrical facilities and documenting the easement accurately in relation to the facilities installed. The purpose of the easements is to allow SMUD to access, construct and maintain electrical facilities serving the Pleasant Grove Elementary School campus. Staff recommends acceptance of SMUD’S request that the easement be conveyed since it will be of public benefit and cause no inconvenience to the District. The Board of Education adopted Resolution No. 60, 2020-21, Resolution of Intention to Convey an Electrical Facilities Easement on April 20, 2021, and notice was duly posted and published for this public hearing as noted below. As required for the granting of such easements, the notice of this public hearing was published in the Sacramento Bee on Tuesday, April 27, 2021 and posted for at least 5 days in three public locations: Pleasant Grove Elementary School, Robert L. Pursuant to Government Code Section 3547, the following are stipulated for negotiations between a bargaining unit and the District: 1. The District’s initial proposal is officially presented at a public meeting of the Governing board for public notice; and 2. A public hearing is conducted to receive public input regarding the District’s initial proposal. EGUSD’s initial proposal is attached.

Planning for the 2021-22 school year continues as we actively engage stakeholder feedback from students, parents/guardians, staff, and labor groups. The Board will receive an update on what stakeholders had to share with District leadership. Listening sessions with the PAT were held on April 21-22. A meeting with the EMAT was held on April 29. Additional meetings with the PAT and EMAT are scheduled for May 19 and 20, respectively. The Board will briefly discuss priorities that will be discussed in greater detail at the Board workshop on May 11. |
