In response to the COVID-19 pandemic, Governor Newsom issued Executive Order N-29-20, which temporarily suspends provisions of the Brown Act relating to public meetings. As such, Elk Grove Unified School District Board members will be conducting the open session of the Special Board Meeting via Zoom video/teleconferencing.

Zoom Online Meeting Platform

Zoom is an online meeting platform that will be used by the Elk Grove Unified School District Board of Education during the current State social distancing and shelter at home order. Those who wish to view the meeting will need an internet connection and device. Zoom is compatible with Windows and Apple computers, along with iPhones, iPads, Chromebooks and Android devices. The device must have working speakers to hear the meeting.

Please note:  If Zoom is not currently installed on a computer or device, Zoom will ask to download a small app to the computer or device. Please accept the install to continue to the Zoom meeting. Zoom will only need to install the app the first time a computer or device is used with Zoom. Mobile device users can install the Zoom app prior to a meeting by visiting their app store. ZOOM Cloud Meetings is the name of the app.

Rationale:

NOTICE:  Public Comment for Items on the Agenda

If you wish to address the Board on an item on the Special Board Meeting agenda, the public comment form must be submitted prior to 2:00 p.m. on May 11, 2021.  Please be sure to complete the form indicating the item you wish to address and whether it will be read by a staff member or if you would like to speak live via Zoom during public comment.  

Individuals with comments on general school district issues may address those at a regularly scheduled meeting.  The total amount of time allocated to present electronic speaker cards to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

.III. Review of Proposed 2021-22 Funding Priorities

Recommended Motion:
The Board is asked to review and discuss the recommended Tier II Funding Priorities.
Rationale:

On March 10, 2021 the Board approved $1.5 million in ongoing and $200,000 in one-time 2021-22 fiscal year funding priorities that were associated with positions.

Using the budget development criterion below, the remaining priorities (representing approximately $2.4 million) were placed on hold as the district evaluated the Governor's 2021-22 January budget proposal along with the funding received in response to COVID-19:

  • Maintain Fiscal Solvency
  • Maintain/Evaluate What We Have Built Over Past Few Years
  • Remain Competitive
  • Build Upon What We Have Already Started
  • Contemplate New Programs/Initiatives

Staff will present a historical review of how the priorities have been approached year to year and how the priorities have been addressed by the Board.  Staff will also review the current remaining priorities, their status and options for the Board to consider for 2021-22.  The Board will be asked to take action on the remaining priorities at the May 18, 2021, regularly scheduled Board meeting.

.IV. AB 86 Expanded Learning Opportunities Grant and COVID-19 Funding

Recommended Motion:

The Board will be reviewing and discussing actions/services related to the District’s Expanded Learning Opportunities Grant (AB 86 – ELO) specific to supplemental instruction and support to students.  Consideration will also be given to how this work integrates with the District’s full amount of COVID-19 relief monies.  Specifically, the Board will:

  • Review and discuss the Expanded Learning Opportunities Grant Plan template
  • Review and discuss the District’s prioritized ELO list of actions/services
Rationale:
Extensive stakeholder engagement efforts have been and continue to be conducted to elicit input and feedback from staff, parents/guardians and students. This information has been synthesized into priority themes. The emergent themes are being used to guide academic and social emotional program and related educational service decision making. Specific program and service ideas have been captured and a prioritization process is underway to identify actions to be taken that will be funded using the AB 86 ELO funds. The Board of Education will be analyzing this information and further refining the AB 86 – ELO programming and service priorities in preparation for the AB 86 – ELO Plan adoption on June 1, 2021.
