Public Comment for Items on the Agenda or Not on the Agenda

NOTICE:  Effective beginning August 10, 2021, unless otherwise ordered by the Sacramento County Public Health Department, the State or by other legal mandate, the following processes shall be available for public comments during Board meetings.

During the Board meeting, the public may make public comments (1.) in-person in the Board Room location or (2.) virtually, via the Zoom platform, through the District’s pre-registration process located on the District’s website. The total amount of time allocated for public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

  • For in-person public comments – Blue Cards will be available outside the Board Room and will be collected at the beginning of each board meeting and organized by topic for in-person public comments.

.III.1. Ruby Bridges Walk to School Day

Recommended Motion:
The Board of Education is requested to adopt Resolution No. 27 that endorses November 17, 2021 as Ruby Bridges Walk to School Day.
Rationale:

As part of the Board of Education’s legacy of advocacy for equity and the value of diversity within our school district, members of the Board of Education have an opportunity to recognize November 17, 2021 as Ruby Bridges Walk to School Day.

Ruby Bridges became a symbol for student activism and the civil rights movement at age six when she was the youngest of a group of African American students designated to integrate schools in the American South. On November 14, 1960, Ruby arrived for her first day of school in New Orleans to an angry crowd of people who wanted to maintain a segregated school system. Her courageous act of showing up for school each day and ongoing advocacy continue to inspire efforts for equity, diversity, inclusion and student activism.

In adopting this resolution, EGUSD joins other California districts and the California legislature in celebrating the legacy of Ruby Bridges of student involvement and empowerment for an inclusive, diverse, validating and equitable educational environment.

.III.2. Native American Heritage Month

Recommended Motion:
The Board of Education is requested to adopt Resolution No. 23 that designates November 2021 as Native American Heritage Month.
Rationale:

The efforts to gain recognition for the significant contributions of the indigenous people of the United States can be traced back more than 100 years. These efforts were further solidified in 1990 when President George H. W. Bush approved a joint resolution designating November 1990 "National American Indian Heritage Month." Similar proclamations, under variations of the name including "Native American Heritage Month" and "National American Indian and Alaskan Native Heritage Month," have been issued since 1994.

The month of November is a time to celebrate rich and diverse cultures, traditions, and histories and to acknowledge the important contributions of Native people. Native American Heritage Month is also an opportune time to raise a general awareness about the unique challenges Native people have faced both historically and in the present.

Throughout the year, the contributions of Native Americans are presented in the regular curriculum; however, this special focus for one month serves as a reminder of the combined contributions of Native Americans.  During the month of November, school-based administration and staff are encouraged to thoughtfully plan culturally-sensitive, school-wide activities and lessons for students that further support and explore the history and cultures of Native Americans. This period of time can be used to celebrate the considerable role the indigenous people of the United States played in the establishment and growth of the nation. School sites should consider engaging with their local tribal communities to connect students with current Native American contributions and cultural heritage.  It is important to honor the ongoing contributions, achievements, as well the cultural and historical legacy of the Native Americans.

The Board of Education is requested to adopt Resolution No. 24 that designates November 2021 as Sikh American Awareness and Appreciation Month.
Rationale:

This resolution recognizes and acknowledges the significant contributions made by Californians of Sikh heritage to the state and affords the opportunity for its students to understand, recognize, and appreciate the rich history and shared principles of Sikh Americans.

The California Department of Education has designated the month of November 2021 as California Sikh American Awareness and Appreciation Month.  In doing so, they note that this observance permits the society at large, and the schools in particular, to celebrate the achievements of Sikh Americans and also to re-examine society’s role in preserving the Civil Rights of all of its citizens.

.III.4. Red Ribbon Week

Recommended Motion:
The Board of Education is requested to approve and adopt Resolution No. 25 recognizing October 23-31 as Red Ribbon Week.
Rationale:

The Board of Education is requested to recognize the efforts of teachers, staff, and administrators in support of Red Ribbon Week, October 23 - 31, as part of a district-wide prevention program that encompasses education and positive youth development. This year’s theme is Be Happy, Be Brave, Be Drug Free.  Red Ribbon Week is the oldest and largest proactive drug prevention program in the country. It is an awareness campaign designed to warn students about the dangers of alcohol, tobacco and other drug use so they will choose to be free of these barriers to success and wellness.  Throughout Red Ribbon Week, messages are delivered to students in various creative and positive ways.  Whenever possible, student leaders are involved in planning the Red Ribbon Week activities at their schools.  This recognition will declare District support of this campaign to create awareness of substance abuse problems through Red Ribbon Week and other research-based prevention programs.

Currently, the District receives competitive grant funds that support a district-wide research-based prevention program that is implemented throughout the school year.  Student Support and Health Services provides the oversight of these grants.  The goal of prevention initiatives at elementary schools is to help students understand the harm that can be caused by alcohol, tobacco and drug abuse and to equip students with the necessary life skills to resist negative pressure through Red Ribbon Week.  All secondary level schools participate in the district-wide prevention education program by supporting the Project Alert curriculum, Club Live and Friday Night Live, Link Crew, Teen Intervene, the Annual Middle School Leadership Conference, and Project SUCCESS at each continuation high school.  In addition, Student Support and Health Services offers parent and school staff training on various subjects upon request including the development of those personal assets in students that will help them resist involvement with alcohol, tobacco, and other drugs and lay the groundwork for enhanced student achievement as well as other specific drug prevention subjects.

This recognition is intended to lend support for the substance abuse prevention efforts within the Elk Grove Unified School District.

Rationale:

The California Department of Education designates the week of October 17 as Digital Citizenship Week.

Digital Citizenship week strives to assist students in gaining the tools to be safe, productive, kind responsible and respectful members of online communities.

In an effort to lead students in the ever changing digital world, it is important to help students take ownership of their online lives.

The Board of Education is asked to adopt Resolution No. 20, 2021-22, recognizing November 8-12, 2021 as National School Psychology Week.
Rationale:

During the week of November 8–12, 2021 schools throughout the country will celebrate National School Psychology Week to highlight the important work school psychologists do to help students thrive. 

This year's theme is "Let’s Get in GEAR." (Grow, Engage, Advocate, Rise). The theme’s acronym provides a challenge to grow both personally and professionally. It encourages us to engage in best practices and advocate for children’s access to mental health and learning supports. To rise implies resilience and renewal despite the challenges of the past. This has a particular resonance this year as we work to help students, families, and school staff emerge from the challenges of the past year and a half. When we get in gear, we move together. When one gear moves, the gears connected to it move as well. When we move together there is a positive synergy that builds and becomes greater than any single effort.

We grow together, we engage critical systems, and we advocate and rise together.

Our hope is to connect with students and staff to highlight how getting in GEAR. can help lead us to positive growth. Just as we continue to grow and develop as people and with our skills, sometimes with support from others, we can develop resilience beyond stressful circumstances. School psychologists are particularly skilled at assisting students and staff in growing and working together while shifting into different gears to meet the demands of school and life.

Getting in GEAR together can help us set goals for growth, engage in action steps, advocate for needs, and raise our voices in discussions to create the connections necessary for students to develop critical academic and social emotional skills.

This week and every week, we encourage school psychologists and school staff to be empowered and shift toward positive change in all areas of leadership: in the counseling room, the classroom, the community and beyond. School psychologists can focus on improving culture, identifying systems-level change, and prioritizing advancing specific areas of the NASP Practice Model.

The Board of Education is asked to adopt Resolution No. 20 in support of National School Psychology Week and this year's theme of "Let's Get in GEAR."

The Board is asked to adopt Resolution No. 26, 2021-2022 recognizing the week of October 10 - 16, 2021 as the Week of the School Administrator in the Elk Grove Unified School District.
Rationale:

Research has demonstrated that district and school leadership is one of the significant dynamics of schools and districts where high achievement occurs for all students, regardless of socio-economic factors and home language or ethnic diversity. Therefore, in recognition of the dedicated efforts of school and district administrators to make a difference in the lives of children and to support the work of the teachers and the support staff who work in our schools, the state of California has identified the week of October 10 - 16, 2021, as the "Week of the School Administrator" (Education Code 44015.1). 

The Elk Grove Unified School District Board of Education is asked to approve the attached resolution.

Rationale:

The District provides training to all newly-hired administrators to certify their competence to evaluate employees.  Following Education Code 44662, Requirement of District Policies for Competency of Personnel Assigned to Evaluate and Board Policy 4115.1, Certification of Administrator’s Competence to Evaluate, the District uses the following process to certify each administrator’s competence to evaluate:

  1. Individual instruction or attendance at a series of workshops on evaluation processes and procedures;


  2. Demonstration of effective evaluation skills as certified by a trained observer who is a certificated manager.

Rationale:

Under current Board Policy 3312 “contracts under the bid limits can be approved by the Designated Personnel, subject to Board ratification.  Amendments to contracts, including construction contract change orders both under and over bid limits, may be approved by the Designated Personnel, subject to Board ratification.”  Staff recommends that the Board ratify the contracts on the attached sheet, which are under the bid limit of $96,700 and have been approved by authorized district staff.

The Board of Education is asked to (1) approve Change Order No. 3 with Kaler/Dobler Construction, Inc., and (2) authorize a District Representative to sign the approved change order. 

Rationale:

On June 30, 2020, the Board of Education awarded a contract to Kaler/Dobler Construction, Inc., for the Laguna Creek High School, Green Energy Technology Academy project.  Change Order No. 3 consists of nine (9) items.  The complete change order with backup is on file in the Facilities and Planning Department for review.

Attachment 2 provides detailed information on distribution of change order requests between Contractor and District.  Change Order No. 3 changes the contract amount of $4,086,880.00 by $175,950.00 to $4,262,830.00.

The Board of Education is asked to (1) accept the construction of the Laguna Creek High School, Green Energy Technology Academy project, and (2) authorize the filing of the Notice of Completion.

Rationale:

On June 30, 2020, the Board of Education awarded a contract to Kaler/Dobler Construction, Inc., for the Laguna Creek High School, Green Energy Technology Academy project. The work has been completed and is recommended for acceptance by the Architect.

The Administration will file the Notice of Completion with the County Recorder within the statutory ten-day period.

Rationale:

Bid #711-21/22 was issued on August 13, 2021 to fifty-nine (59) firms in this market. By the closing date September 2, 2021, thirteen (13) bids were received.


The Bid results and recap are in the Purchasing Department for further review. The District recommends the award of a one (1) year contract. This contract will commence on October 11, 2021.


Pursuant to Education Code Section §17604, the Board of Education is asked to authorize the Director of Purchasing or designee to execute renewals, terminations (if deemed necessary), and to take other actions as necessary to uphold the contract in the best interest of the District.

Rationale:

Public Code Section §20118 provides a statutory exception to the competitive bidding requirements set forth in the Public Contract Code by allowing districts to utilize cooperative bids secured by other districts or public entities for the purchase of materials, supplies and equipment.

 

It is in the best interest of the Elk Grove Unified School District to utilize the contract and pricing from Sourcewell contract #032521.

Rationale:
The Elk Grove Unified Arts Education Roadmap was created as a guide to ensure high-quality, PreK-12 arts education for all students. Our vision is to ensure all students engage in a comprehensive Visual and Performing Arts (VAPA) education that fosters students’ creativity, individuality, and academic potential to inspire and to resonate throughout their education, career, and life. The Arts Education Roadmap outlines priority areas, goals, and actionable steps that will be implemented over the next three years. The goal of this Roadmap is to guide and support district educators and leaders as we strive to provide a robust, well-rounded arts education to all students.

The District has begun construction of the Miwok Village Elementary School, which is scheduled to open for the 2022-23 school year.  As a result, a school attendance area boundary needs to be established.  The creation of the attendance area boundary for the new school will also require necessary adjustments to the existing Zehnder Ranch Elementary School attendance area boundary.

 

The following timeline for the boundary adjustment process accommodates the adoption of the new attendance area boundary prior to the new schools opening:

 

  • August 2, 2021 – Presented preliminary boundary options and background information to Cabinet
  • August 10, 2021 – Presented preliminary boundary options and process information to the Board of Education
  • August 31, 2021 – Community forum
  • August 31, 2021 – Meeting with affected school staff members in change area
  • September 30, 2021 – Community forum
  • October 5, 2021 – Adoption of new boundaries for the 2022-23 school year by the Board of Education
  • July 2022 – Miwok Village Elementary School opens

 

District Administrative Staff met with the Zehnder Ranch Elementary School Staff and community members to share and discuss two draft boundary alternatives for the new Miwok Village Elementary School.  Based upon feedback, long term boundary stability and alleviating the need for some families to cross Whitelock Parkway, Staff is recommending alternative A.  Staff is also recommending that the Board allow current 4th and 5th grade students and their siblings to be grandfathered into the current Zehnder Ranch Elementary School (meaning they have the option to remain at Zehnder Ranch) and that students who reside in the current Zehnder Ranch Elementary School boundary that have been offloaded to another school will have the option to remain at the offload school.
