PUBLIC COMMENTS FOR ITEMS ON THE AGENDA

Effective August 10, 2021, unless otherwise ordered by the Sacramento County Public Health Department, the State or by other legal mandate, the following processes shall be available for public comments during Board meetings.

During Special Board Meetings, the public may make public comments for items on the agenda in-person in the Board Room or virtually via the Zoom platform. Individuals with comments on general school district issues may address those at a regularly scheduled meeting.

The total amount of time allocated to public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

  • For in-person public comments – Blue Cards will be available outside the Board Room and will be collected at the beginning of the Special Board meeting and organized by topic for in-person public comments for any item on the agenda. For in-person public comments you do not need to complete the form below.
  • Zoom audio public comments – The public may submit an online form, for an item on the agenda, to the District in advance of the Special Board Meeting requesting to speak during an item on the agenda through the Zoom platform at the designated time on the Board agenda. Requests for public comment via Zoom audio must be received by 9:00 a.m. on December 7, 2021, to allow time for sorting and organization of speakers by Board meeting agenda topic.

Recommended Motion:

The Governing Board is asked to approve Resolution No. 30, 2021-22, regarding AB 361 which authorizes the Governing Board to use remote teleconferencing provisions pursuant to Government Code section 54953, when necessary, consistent with current COVID-19-related Sacramento County Public Health Department safety protocols and quarantine guidelines.

Rationale:

On September 16, 2021, the California legislature passed Assembly Bill (“AB”) 361 amending Government Code section 54953. AB 361 permits a Governing Board to use teleconferencing to conduct its meetings in any of the following circumstances: (A) the legislative body holds a meeting during a proclaimed state of emergency, and state or local officials have imposed or recommended measures to promote social distancing; (B) the legislative body holds a meeting during a proclaimed state of emergency for the purpose of determining, by majority vote, whether as a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees; or (C) the legislative body holds a meeting during a proclaimed state of emergency and has determined, by majority vote, pursuant to subparagraph (B), that, as a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees.

In order for the Governing Board to use teleconferencing as allowed by AB 361 after October 1, 2021, when necessary consistent with current COVID-19-related Sacramento County Public Health Department safety and quarantine guidelines, the School Board must first adopt findings allowing the Governing Board to conduct teleconferenced meetings for a period of thirty (30) days.

.IV. Board of Education Training: Recognizing and Disrupting Implicit Bias

Recommended Motion:
District staff will provide the Board of Education with training on recognizing and disrupting implicit bias.
Rationale:

As part of our ongoing development for our Board members and district community, the Department of Educational Equity will facilitate a workshop entitled “Recognizing and Disrupting Implicit Bias.” This workshop is a foundational workshop and part of the Equity Literacy Foundations series of trainings. This workshop has been provided to staff on a voluntary basis and to all principals in the fall of 2019.

The following learning targets drive the design of the workshop:

  1. Experiential: Engage in reflections on identity and lived experiences to recognize potential blind spots and biases.
  2. Experiential: Make new connections of empathy and understanding with colleagues and community served.
  3. Conceptual: Distinguish between implicit and explicit biases.
  4. Conceptual: Analyze the impact of implicit bias in critical educational decision points.
  5. Conceptual: Identify strategies to disrupt implicit biases in our daily and professional lives.

In order to meet those desired learning targets, participants will develop an understanding of implicit biases and the ways in which they are developed. They will then reflect on their own identities and where they could have potential blind spots that contribute to implicit bias. They will review sample educational decision points for how implicit bias can impact one’s behavior and create a plan to disrupt implicit biases in their own lives.

The training builds upon the work of implicit bias work of Epoch Education and the Kirwan Institute for the Study of Race and Ethnicity at The Ohio State University and the publications of Implicit Bias in Schools (Gullo, Capatosto, & Staats, 2018), Blindspot: Hidden Biases of Good People (Banaji & Greenwald, 2016), Biased: Uncovering the Hidden Prejudice that Shapes What We See, Think, and Do (Eberhadt, 2020), and The Leader’s Guide to Unconscious Bias (Fuller & Murphy, 2020).
