NOTICE: Information for Board Meetings

Effective on January 6, 2022, under the authority of California Health and Safety Code Sections 101040, 101085, 120175, and 120220, the Health Officer of the County of Sacramento (“Health Officer”) Hereby Ordered the following:

“All public boards, councils, commissions, and other similar bodies shall suspend in-person public meetings and conduct all meetings virtually. Affected bodies shall ensure opportunities for virtual public participation and compliance with the Brown Act and all other relevant statutes.”

Accordingly, consistent with the January 6, 2022 Sacramento County Public Health Order, the Governing Board shall use teleconferencing (videoconferencing through Zoom), and as a result has made the following adjustments to the public comments process and timing. Additionally, the Board of Education is providing the following notice as required by AB 361: “to give notice of the means by which members of the public may access the meeting and offer public comment.”

Public Comments for Items on the Agenda

During this special board meeting, the public may make public comments virtually via the Zoom platform for items on the agenda.

  • In-person public comments – Are not available during this Special Board Meeting consistent with the January 6, 2022 County of Sacramento Public Health Order.
  • Zoom audio public comments – The public may submit an online form to the District by 8:30 a.m. on the day of the day of the special board meeting requesting to speak through the Zoom platform for an item on the special board meeting agenda.
  • Individuals with comments on general school district issues may address those at a regularly scheduled board meeting.
  • The total amount of time allocated for public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

Recommended Motion:
District staff will provide the Board of Education a multi-year (2018/19 – 2021/22) comparative analysis of first semester student suspensions.
Rationale:

Student discipline policy, practices and outcomes are a Board of Education and District priority. In 2018, specific action was taken by the Board to develop and update policies related to student discipline, including specifying the distinctive roles site administrators and law enforcement have in the student discipline process and taking specific action to move away from zero-tolerance policies and practices to a more developmental/educational model of student discipline.

The actions the District has taken have significantly reduced the number and rate of suspensions, yet the disproportionate application of suspensions has persisted particularly for the following student subgroups:

  • Student who identify as Black/African American
  • Students with disabilities
  • Students in foster care

Historically, the actions taken to address policies, people and practices related to student discipline have been universal in nature, commonly applied to all students. While this had and is having positive results, it is not adequately addressing matters of disproportionality. The District has adjusted to a targeted universal methodology that combines programs and services addressing all students with programs designed to address the unique needs of the student subgroups noted above.

.V. ACTION ITEM - Graduation Requirements

Recommended Motion:

The Board of Education will receive information about the Graduation Requirement policies that are attached.  The Board will also be asked to approve BP 6146.1 High School Graduation Requirements and to delete our current and obsolete BP 6146.1 Certificate of Proficiency/High School Equivalency and BP 6146 High School Graduation Requirements/Standards of Proficiency.


Rationale:

The Elk Grove Unified School District Board Policy (BP) and Administrative Regulation (AR) regarding high school graduation have not been revised since 2007. The current BP and AR included information for items such as the California High School Exit Exam (CAHSEE), which is no longer administered, and courses such as Algebra and Geometry which no longer exist in the EGUSD system.

Furthermore, updates to the policy allow for a wide range of skills and abilities to recognize the rigorous coursework required to graduate from our district and that align to the State College and Career Indicators. These will be reviewed in the Board presentation.

.VI. PUBLIC HEARING/ACTION ITEM - Hearing Regarding Proposed Trustee-Area Maps and Adoption of Resolution Approving Adjustments to the Boundaries of the District’s Trustee Areas Pursuant to Education Code Section 5019.5.

Recommended Motion:
Following a discussion and public hearing, staff recommends that the Board select a preferred trustee area boundary map, and adopt Resolution #41, 2021-22, Resolution Approving Adjustments to the Boundaries of the District’s Trustee Areas Pursuant to Education Code Section 5019.5.
Rationale:

The Elk Grove Unified School District (EGUSD) completed the process to transition from at-large to by-trustee area elections earlier this year.  In a by-trustee area election system, each trustee is required to reside within a defined trustee area and is elected only by voters in that trustee area.  

 

Upon the release of U.S. Decennial Census Data, school districts that use by-trustee area elections are required to evaluate whether the current trustee areas have approximately equal populations using the new census data.  This process is referred to as redistricting. 

 

EGUSD has hired professional demographers, National Demographics Corporation (NDC), to conduct a study of the 2020 Census data to determine whether the current trustee areas are population balanced. NDC has determined the total peak variation between trustee areas exceeds 10% and trustee area boundaries need to be adjusted.  NDC presented the findings of their study at the Board’s December 14, 2021, Board meeting along with proposed map options for the Board and community to consider.  On December 7, 2021, the District published three Draft Trustee Area maps on the District’s website for consideration by the Board and the community.  These maps were also noticed in two newspapers of general circulation.

 

The Board will have held multiple hearings through the process and has ensured that any proposed maps are posted on the District’s website and noticed in the Sacramento Bee and Elk Grove Citizen Newspapers. The Board will consider adopting a resolution establishing new population balanced trustee area boundaries at its special board meeting on January 26, 2022, in order to comply with the statutory deadline established by law, February 28, 2022.
