Public Comments

Guidelines for In-Person Public Comments and Participation

The following processes, means, and timeframes shall be available for public comments during board meetings.

During Regular Board Meetings, the public may make public comments for items on the agenda or for items not on the agenda in person in the Board Room or virtually via the Zoom platform. Individuals may not defer their time to another individual speaker to increase their individual total time beyond three minutes. 

The total amount of time allocated to public comments to the Board will be limited to a maximum of three (3) minutes, with a total of thirty (30) minutes designated for public comment on an item. Time limitations are at the discretion of the President of the Board of Trustees.

  1. Approximately between 7:00 pm and 7:20 pm, Public Comments may be made On Items Not on the Board Agenda, but within the school district’s jurisdiction. Please note that “If the public comments [are] on items not appearing on the posted agenda, the board cannot take action or discuss the public comments other than the Board President briefly acknowledging the comments.” (EGUSD Governance Handbook)
  2. Approximately between 7:00 pm and 7:20 pm, all Public Comments may be made On All Items that are on the Board Agenda. The Board will close Public Comments on all items at the times designated above, unless the end time for public comments is adjusted for a longer period of time by the Board. Please note that the Board may comment and ask clarifying questions related to public comments made on items on the agenda.
  3. If a member of the public wishes to address an item on the agenda that is scheduled prior to the public comment section of the meeting, the comments will be heard at the time the item is presented to the Board.
  4. Requests for public comment via Zoom must be received by 4:30 p.m. the day of the board meeting. Zoom comments will be heard within the same timeframe of the in-person public comments as listed above.

Rationale:

The Board is asked to recognize the following teams:

  • Laguna Creek High School Women’s Basketball for winning the CIF Sac-Joaquin Section, Division II Championship;  
  • Elk Grove High School Men’s Basketball for winning the CIF NorCal, Division II Championship and the CIF Division II State Championship; and
  • Members of the Elk Grove High School Wrestling Team for becoming the CIF Sac-Joaquin Section Masters Champions.

.III.1. Asian Pacific American Heritage Month

The Board of Education is asked to approve Resolution No. 61 designating May 2022 as Asian Pacific American Heritage Month.
Rationale:

Asian Pacific American Heritage Week began in 1978 when President Jimmy Carter signed a Joint Resolution designating this as an annual celebration.  In May of 1990, the recognition was expanded further when George H. Bush designated May to be Asian Pacific American Heritage Month.  May was chosen to commemorate the immigration of the first Japanese to the United States on May 7, 1843, and to mark the anniversary of the completion of the transcontinental railroad on May 10, 1869.  The majority of workers who laid the tracks were Chinese immigrants.

Throughout the year, the contributions of Americans with Pacific Rim heritage are presented in the regular curriculum; however, this special focus for one month serves as a reminder of the combined contributions of this group.

The celebration of the Asian Pacific American community is important as we continue to see anti-Asian sentiment nationwide due to xenophobia and racism related to the global COVID-19 health pandemic.

In support of this resolution, Curriculum and Professional Learning will be offering an Educator Workshop on the Asian American Civil Rights Movement that is scheduled for May 3.  Currently, there are over 90 educators registered for this virtual workshop.

.III.2. Physical Fitness and Sports Month

Recommended Motion:
The Board of Education is asked to approve Resolution No. 66 designating May 2022 as Physical Fitness and Sports Month.
Rationale:

This resolution recognizes the central role of physical education and sports in creating a healthy lifestyle for all children in the Elk Grove Unified School District.

The President’s Council on Sports, Fitness, and Nutrition recognizes May as Physical Fitness and Sports Month, and its mission is to invoke a call to action to recognize the value and importance of having physical activity and physical education in the lives of kids and adults. Of course, all of us need to engage with fitness and movement activities throughout the year. Campaigns like this one help to reactivate our interest in physical activity and sports.

Research shows that physically active children are more likely to thrive academically and have improved behavior in school; and schools can promote physical activity through comprehensive school physical activity programs, including recess, classroom-based physical activity, intramural physical activity clubs, interscholastic sports, and physical education.

Additionally, participation in sports teams and physical activity clubs can improve grade point average, school attachment, educational aspirations, and the likelihood of graduation; and higher physical fitness achievement is associated with better school attendance rates and fewer disciplinary incidents involving drugs, alcohol, violence, or truancy.

Parents and guardians can help by modeling the very behaviors we want to see in young children. If parents and guardians exercise and set an example, their kids will likely embrace similar habits without too much resistance. If families emphasize physical playtime on the weekends, kids will be more likely to get involved in sports activities without push back. 

In support of this resolution, Curriculum and Professional Learning (CPL) will partner with Physical Education teacher leaders to provide a professional development opportunity for K-12 teachers.  CPL is also coordinating with Physical Education teachers to offer a list of recommendations of how families can be physically active in the summer months.

.III.3. National School Nurse Day

The Board of Education is requested to approve Resolution No. 62 recognizing May 11, 2022 for National School Nurse Day.
Rationale:

Since 1972, National School Nurse Day has been set aside to recognize school nurses.  This year School Nurses Day is May 11, 2022.

National School Nurse Day was established to foster a better understanding of the role of school nurses in the educational setting.

The number of students with complex physical and mental health conditions, along with the number of students at risk for health concerns, and students who are affected by societal issues, such as living in poverty, necessitates school nurses to use critical thinking and provide highly skilled, evidence-based practice that meet the needs of students, families and school communities. The health of a student is inextricably linked to their ability to learn.  Unaddressed health care needs make it difficult for children to participate in the learning system.  The school nurse help students succeed by providing healthcare to all students through examination, treatment, and follow-up.  School nurses are critical to the overall success of our students.

This recognition will declare District support of the national recognition of school nurses.

The Board of Education is asked to adopt Resolution No. 63, 2021-22 designating May 6, 2022 as School Lunch Hero Day.
Rationale:

School Lunch Hero Day, celebrated annually since 2013, was designated by the School Nutrition Association and Jarrett Krosoczka, author of the “Lunch Lady” graphic novel series. 

Between preparing healthy meals, adhering to strict nutrition standards, navigating specialized student needs and offering service with a smile, Elk Grove Unified School District’s (EGUSD) nutrition professionals have a lot on their plate.  The EGUSD Food & Nutrition Services professionals are on the front lines providing meal service to the children of our community.  As we have returned to in-person instruction, our school food service professionals continue to work extremely hard, operate with flexibility and demonstrate a willingness to gracefully adapt to change.  Their dedication to the children of EGUSD is amazing and worthy of sincere recognition.  EGUSD Food & Nutrition Services Leadership will honor and recognize their teams on May 6, 2022.

Thousands of communities will take time out on Wednesday, May 11, 2022, to honor their local educators and to acknowledge the contributions they make to our lives. While it certainly takes many people to make a school succeed, National Teacher Day focuses on the teachers who work to make public schools great places for students to succeed in life.

The Elk Grove Unified School District Board of Education is asked to approve the attached resolution.

The Board of Education is asked to adopt Resolution No. 65, 2021-22 designating April 26, 2022 as School Bus Drivers’ Day.  
Rationale:

School Bus Drivers’ Day, celebrated annually since 2009, was designated by the State Assembly to recognize and draw attention to school bus drivers for their continued and excellent services to pupils in California.

 

Annually, on the fourth Tuesday of April, the People of California officially recognize all school bus drivers for their continued and excellent services to the youth of the state.  The safety of students rests in the hands of trained school bus drivers for up to six or seven hours each school day and as such they expend personal time and energy in their initial training, maintaining a current license, perfecting their driving skills, and accruing added knowledge of school bus laws through continuing education classes.  School bus drivers also often can face natural and unexpected hazards in the performance of their duties while exhibiting patience and kindness toward pupils, parents, and school staff in the performance of their duties.

 

As such, the Governing Board is asked to adopt a resolution to designate April 26, 2022, as School Bus Driver’s Day in EGUSD, in order to draw special public attention to school bus drivers for their continued and excellent services to pupils in EGUSD.

Rationale:

The purpose of creating a new class description within the Family and Community Engagement Department, is to address the need to update the title and responsibilities of the District’s Parent Liaison position.  The Family, School and Community Liaison will encompass a more inclusive role with all schools in designated regions, as well as engage and work with the families and community members that live within these regions. These positions will now be directly under the Department of Family and Community Engagement.

The Board of Education is requested to grant Certification of Administrator’s Competence to Evaluate for the newly-hired district administrators who have successfully completed the District’s training process.

Rationale:

The District provides training to all newly-hired administrators to certify their competence to evaluate employees.  Following Education Code 44662, Requirement of District Policies for Competency of Personnel Assigned to Evaluate and Board Policy 4115.1, Certification of Administrator’s Competence to Evaluate, the District uses the following process to certify each administrator’s competence to evaluate:

  1. Individual instruction or attendance at a series of workshops on evaluation processes and procedures;
  2. Demonstration of effective evaluation skills as certified by a trained observer who is a certificated manager.

.VI.11. Approval for the District Transportation Department to Retrofit Transit Buses

The Board of Education is asked to authorize the retrofitting of (31) transit buses with HEPA air purification systems and air conditioning through A-Z Bus Sales. 
Rationale:

The Elk Grove Unified School District's Transportation Department recognizes that it is important to the health, comfort, and safety of its students and staff to add a HEPA air purification system and air conditioning to (31) of its transit buses. Studies have shown that high levels of traffic emissions are associated with pulmonary and cardiovascular health risks, especially for children who "are in the developing stage for pulmonary function and immune system. In addition, exposures to particulate pollutants were also found to be associated with poor academic performance." The addition of a HEP A air purification system will significantly reduce air pollution therefore improving the health and welfare of our students and staff. 


A-Z Bus Sales, a local Sacramento company, will be providing the service as they will be able to quickly complete each bus with limited downtime to the District. All (31) buses should be fitted
with both the HEPA air purification system and air conditioning by November 30, 2022.


A-Z Bus Sales was previously sole-sourced by the District as it is the only authorized supplier of Blue Bird bus products and parts in California.

Rationale:

Pursuant to Education Code Section §39521, the Board of Education is asked to authorize Bobbi 
Hew, Director of Purchasing & Warehouse to surplus and/or dispose of these items.

All computers have been deemed uneconomical to repair by the Technology Services Department. Per Technology Services, all sensitive data and/or licenses have been removed from hard drives prior to being picked up from the department/site. 


To date, we have had no interest from local non-profits requesting computers that could be 
refurbished and redistributed to students of need. Since most usable parts are removed prior to 
disposal, these items are of little use.

Rationale:

On April 20, 2021, the Board of Education awarded a contract to Flint Builders, Inc., for the Elk Grove High School, Phase 2 – Increment No. 1 – Site Utilities project. 


Change Order No. 2 consists of three (3) items and changes the contract amount of $4,292,615.00 by ($175,309.00) to $4,117,306.00.  The complete change order with backup is on file in the Facilities and Planning Department for review.


It is duly noted Flint Builders, Inc., completed all original contract work under this phase by the original contract completion date of September 24, 2021.  The requested extension of contract duration was made to accommodate completion of Change Order No. 1 scope of work (approved on September 7, 2021) due to delayed mobilization and associated work by the Sacramento Municipal Utilities District.

Rationale:

This project involves relocation and placement of District owned modular buildings, associated sitework and utilities connections as well as interior building modifications. The buildings will serve as Welcome Centers at Laguna Creek High School, located at 9050 Vicino Drive, Elk Grove, CA 9575 and Monterey Trail High School, located at 8661 Power Inn Road, Elk Grove, CA 95624.

The Administration received and opened five (5) bids on March 29, 2022, at 1:30 p.m. Schreder & Brandt Manufacturing, Inc., submitted the lowest base bid.  (see Attachment A for tabulation of bids). 

The Administration recommends the award of contract to Schreder & Brandt Manufacturing, Inc., for the total base bid of $1,235,000.00.

This project includes replacement of asphalt paving in parking lots, basketball courts, accessible drop off and parking areas as well as concrete sidewalks adjacent to parking areas at Laguna Creek High School at 9050 Vicino Drive, Elk Grove, CA 95758.


The Administration received and opened five (5) bids on March 29, 2022, at 2:00 p.m.  All American Construction, Inc., submitted the lowest base bid (see Attachment A for tabulation of bids). 


The Administration recommends the award of contract to All American Construction, Inc., for the total base bid of $2,889,384.00.

.VI.22. Approve Option of One-Year Extension to the Lease Agreement with Bartholomew Associates

The Board of Education is asked to (1) approve an option for a one-year extension to the Lease Agreement with Bartholomew Associates at the Elk Grove Shopping Center to continue the use for the Technology Services, Research and Evaluation, Special Education, and Education Services departments; and (2) authorize Susan Bell, Chief Facilities Officer, Facilities and Planning to finalize and execute the 2022-2023 Lease extension on behalf of the District.
Rationale:

On June 7, 2001, the Board of Education approved the Lease Agreement to lease property from Bartholomew Associates at the Elk Grove Shopping Center to continue the use for the Technology Services, Research and Evaluation, and Special Education Departments.

 

The value of this lease and lease rates provides a significant benefit to the District and the support of Bartholomew Associates continues to be a great community partnership.

 

At this time Administration wishes to extend the lease for an additional one (1) year pursuant to the extension provisions in the original lease while all other terms of the original agreement remain intact for 2022-2023.  Over the last several years Administration has been successful in negotiating a reduced rate below the rate increases identified in the original agreement resulting in significant savings.
 
Financial Impact:
Approximately $31,724.50 per month.

The Board of Education is asked to receive information and provide feedback on the proposed Expanded Learning Opportunities Program plan approval process and timeline.
Rationale:

Given the size and scope of the Expanded Learning Opportunities Program (ELO-P) plan, District staff are taking a three-step approval process:

  • Background information and approval process plan (April 19, 2022)
  • State ELO-P plan approval requirements and draft plan for Board of Education and public review/feedback (May 3, 2022)
  • ELO-P plan approval (May 17, 2022)

This is the first of the three steps.

ELO-P background information

The Expanded Learning Opportunities Program (ELO-P) established by AB 130 provides ongoing funding to serve all TK-6 students who qualify as unduplicated (youth in foster care, English Learners, or students who qualify for Free & Reduced Priced Meals). 

Program requirements include a 9-hour day (regular day + before and after school = 9 hours) for every regular school day and a 30-day, 9-hour summer program.  In EGUSD, approximately 18,000 students in grades TK-6 qualify as unduplicated with enrollments at every elementary school.  In 2021-22, the state funded the first $1.75B with plans to grow to $5B no later than 2025.  EGUSD’s current annual allocation is $11,603,964 in ongoing funds but there remains legislative action that may result in future funding levels increasing.  The ELO-P plan needs to be approved by the Board prior to implementation and will be included in annual auditing at the beginning of 2022-23.
