School Services of California, Inc. (SSC) is recognized as the leader in the area of California public school finance. SSC provides an analysis of all major school legislation and answers special fiscal questions posed by the District. Twelve hours of direct service assistance is provided annually by their consultants concerning such matters that relate to school finance, legislation, school budgeting, general fiscal issues, and the state-mandated program cost claim process. The Agreement for Special Services (Exhibit A) begins May 1, 2022, and expires April 30, 2023, unless terminated prior with thirty (30) day written notice by either party. Addendum A to the Agreement provides the option to purchase the Comparative Analysis of District Income and Expenditures (CADIE) Report and the Salary and Benefits Report (SABRE) at the client rate. |

For services rendered under this Agreement, the annual fee of $4,080.00, plus expenses if needed, will be expended out of the General Fund. The purchase of both the CADIE and SABRE reports in the amount of $1,000.00 will also be expended out of the General Fund. |
It is respectfully recommended that the Board of Trustees approve the Agreement for Special Services - Fiscal and Management Information Services Between Ocean View School District of Orange County and School Services of California, Inc., and authorize Keith Farrow, Assistant Superintendent, Administrative Services, to execute all necessary documents.

The Food and Nutrition Services Department purchases dairy and juice throughout the school year to sustain the National School Lunch and Breakfast Programs. The District can benefit by exercising the piggyback option on the Hesperia Unified School District RFP No. 21-008 for volume pricing and purchasing advantages. Exhibit A provides the acceptance that the District has been authorized to participate in the Hesperia Unified School District's RFP No. 21-008 awarded to Driftwood Dairy, July 1, 2022, through June 30, 2023.

Successful district governance requires strong collaboration and teamwork between the Superintendent and the Board of Trustees. Together, they constitute a governance team that is able to maintain a unity of purpose, agree on and govern within appropriate roles, develop and sustain a positive governance culture, and create a support structure for effective leadership. On January 26, 2022, Superintendent Dr. Carol Hansen announced her retirement effective July 1, 2022, following seven years of dedicated, inspiring, and distinguished leadership of the District. Thereafter, a Superintendent Search Board Subcommittee was formed, consisting of Board President Gina Clayton-Tarvin and Board Vice President Patricia Singer. The subcommittee worked collaboratively with Dr. Joseph M. Farley, a superintendent search consultant and former Orange County superintendent. Dr. Farley facilitated a public Subcommittee meeting on March 5, 2022, where the audience, consisting of staff, parents, and community members, shared their input of what characteristics and traits they would like to see in the next superintendent of Ocean View School District. A leadership profile was developed based on the input received, and the Subcommittee and Dr. Farley moved forward in their search endeavor. On Tuesday, March 15, 2022, the Board of Trustees held a Special Board meeting where candidate interview(s) were conducted in Closed Session. The next step in the process is to finalize the proposed employment contract with the selected candidate. At the April 5, 2022, Board meeting, the Trustees will meet in Closed Session to review the contract. Once finalized, the contract will be available for public review at this meeting.

On May 19, 2020, the Board of Trustees approved 17 individual bid amounts for various contractor categories for the Project #19-358 - Marine View Modernization Project and the Interim Campus Locker Room Addition, for a total construction cost of $20,828,878.68. On October 6, 2020, the Board of Trustees approved change orders in the amount of $77,592.00; on December 15, 2020, approved an additional $115,419.00; on February 2, 2021, approved an additional $38,258.00; on May 11, 2021, approved an additional $488,953.00; on June 8, 2021, approved an additional $97,289.00, on August 10, 2021, approved an additional $29,680.00; on November 16, 2021, approved a deductive change order in the amount of ($19,946.00); on December 14, 2021, approved an additional $61,076.00; on February 22, 2022, approved an additional $29,547.00, bringing the total construction cost to $21,746,746.68. Public Contract Code Sections 10290 et seq. and 12105.5, include the approval for local government agencies to use California Multiple Award Schedule Contracts (CMAS) for acquisition of information technology and non-information technology products and services. Public Contract Code 10298 and 10299 authorizes local government agencies to use CMAS and other Department of General Services (DGS) agreements without competitive bidding. CMAS is a public bid process that is overseen by DGS. CMAS Contract 3-21-06-1090, CMAS Contract No. 4-21-06-1092, and CMAS Contract No. 4-21-06-1093, have been awarded to Trane U.S., Inc. District staff has met with Trane to go over the Heating, Ventilation, and Air Conditioning (HVAC) needs of the District, reviewed the terms and conditions of the CMAS contracts to ensure District compliance, and met with Orange County Department of Education Legal Department to review the CMAS contracts. Staff recommends the authorization for the utilization of CMAS Contract 3-21-06-1090, CMAS Contract No. 4-21-06-1092, and CMAS Contract No. 4-21-06-1093, for the purchase of HVAC equipment, materials, controls, and labor, as needed. All DGS and CMAS documents are on file in the Purchasing Department. |

The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts, and direct-funded charter schools throughout California. Annually in June, each local educational agency (LEA) submits the spring release of the application to document participation in these programs and provide assurances that the district will comply with the legal requirements of each program. Program entitlements are determined by formulas contained in the laws that created the programs. The winter release of the application is submitted in February of each year and contains the District entitlements for each funded program. Out of each state and federal program entitlements, OVSD allocates funds for indirect costs of administration, for programs operated by the District Office, and for programs operated at schools. Education Code Section 35186(d) requires the following: "A school district shall report summarized data on the nature and resolution of all complaints on a quarterly basis to the county superintendent of schools and the governing board of the school district. The summaries shall be publicly reported on a quarterly basis at a regularly scheduled meeting of the governing board of the school district. The report shall include the number of complaints by general subject area with the number of resolved and unresolved complaints. The complaints and written responses shall be available as public records." The Williams Settlement Legislation Quarterly Report of Uniform Complaints for the third quarter of 2021-2022 is attached as Exhibit A.
