Trustee Taglio will be in attendance via teleconference from Ravenstone Manor Hotel, Bassenthwaite, Keswick, CA12 4OG, UK. This teleconference location is open to the public and any member of the public has an opportunity to address the Board of Trustees from the teleconference location in the same manner as if that person attended the regular meeting location. This time is reserved for citizens and employees to address the board on items that are not on the agenda. Community members wishing to address the board are allotted up to three (3) minutes per speaker. H. ACTION/DISCUSSION ITEMS
H.1. Supervisor Simitian's Proposal for Affordable Teacher Housing

The Board of Trustees will continue discussions on the financial request for the housing proposal. (Mr. Baier) [15 minutes - Action]
Recommended Motion:
It is recommended that the Board of Trustees direct administration to identify possible sources of funding in the amount of $600,000 to help fund the project and participate as a project partner.
Rationale:
County Supervisor S. Joseph Simitian has been working to develop a partnership between the County of Santa Clara, City of Palo Alto, and several school districts, including Los Altos School District, to develop faculty housing at 231 Grant Avenue in Palo Alto. A letter from Supervisor Simitian and a draft concept paper regarding the project are attached. County Supervisor Simitian will attend the September 24, 2018, meeting to answer questions.

H.3. Public Hearing: Textbook Certification

A public hearing will be held on the availability of textbooks and instructional materials for each student in the district. (Mrs. McGonagle) [5 minutes - Discussion]
Rationale:
According to Education Code Section 60119, annually the local governing board is to hold a public hearing and make a determination, through resolution, as to whether each pupil in each school in the district has sufficient textbooks or instructional materials, or both.
 
H.4. Resolution #18/19-05, Statement of Assurances on Textbooks
Quick Summary / Abstract:
The Board of Trustees will consider approving a resolution assuring that each student in the district is provided with sufficient textbook and instructional materials. (Mrs. McGonagle) [5 minutes - Action]
Recommended Motion:
Adopt Resolution of Assurances for Expenditure Policy 2018-2019 Instructional Materials Fund, Grades K-8
Rationale:
Educational Code Section 60242.5 requires the superintendent of each local education agency to provide a written assurance to the Superintendent of Public Instruction with regard to the allowable expenditure of instructional materials fund for the following programs listed below. Instructional Materials Funding Realignment Program for the fiscal year of 2018-19, and carryover funds from previous years; Instructional Materials Funds related to the Williams Settlement for the fiscal year 2018-2019; K-8 Instructional Materials Program carryover funds. The resolution assures sufficiency of textbooks and instructional materials consistent with the cycles and contents of curriculum frameworks and funding requirements.

H.5. Consideration of Approval of Findings Regarding Joint Use Agreements; Consideration of Approval and Renewal of Joint Use Agreements

The Board of Trustees will consider approving the findings and renewal of lease agreements with 7 childcare providers for the period up until June 30, 2019. (Mr. Kenyon) [10 minutes - Action]
Rationale:
The District has Joint Use Agreements with various preschools and childcare providers at each of the District's elementary schools. The Joint Use Agreements for: (1) YMCA (Almond); (2) Los Altos Parent Preschool (Covington); (3) KCE Champions (Covington); (4) Children's House (Gardner Bullis); (5) YMCA (Oak); (6) KCE Champions (Santa Rita) and (7) Abracadabra (Springer) are up for renewal. Prior to approving/renewing the Joint Use Agreements, the Board of Trustees will consider approving the following findings: The proposed Joint Use Agreements and Amendments to Joint Use Agreements will not: (a)interfere with the educational program or activities of any District school or class conducted on the property; (b)unduly disrupt the residents of the surrounding neighborhood; and (c)jeopardize the safety of the children at the property.
