CERTIFICATED RESIGNATION

Elizabeth Rosenbaum, K-5 Teacher (1.0 FTE) currently on a leave of absence, has resigned her position effective Thursday, June 6, 2019.

CERTIFICATED RETIREMENT

Nancy Field, Math Teacher (.80 FTE) at R.J. Fisher Middle School has submitted her retirement effective Thursday, June 6, 2019.

Karla McCulloch, Kindergarten Teacher (1.0 FTE) at Daves Avenue Elementary School has submitted her retirement effective Thursday, June 6, 2019.

Christine White, Librarian (1.0 FTE) at R.J. Fisher Middle School has submitted her retirement effective Thursday, June 6, 2019.

D.5. Williams Uniform Complaints Quarterly Report
Quick Summary / Abstract:
The Williams Uniform Complaints Quarterly Report as of March 31, 2019 is presented to the Governing Board for approval and action. It is the recommendation of the Assistant Superintendent and the Superintendent that the Governing Board approve the report as presented.
Rationale:

According to the settlement of the Williams case, school districts are required to report quarterly to their governing boards any complaints they have received with regard to Textbooks and Instructional Materials, Teacher Vacancy or Misassignment, or Facilities Conditions, as required by Education Code 35186.

In the first quarter of 2019, January 1 through March 31, 2019 there were no complaints received by the District.

These quarterly reports will be filed with the Santa Clara County Office of Education.
 
Recommended Motion:
It is the recommendation of the Assistant Superintendent and the Superintendent that the Governing Board approve the Quarterly Report on the Williams Uniform Complaints.

E.1. Los Gatos Union School District - Visual and Performing Arts Update for 2018-2019

Assistant Superintendent Educational Services/Human Resources, Marla Rodriguez, will present an agreement that has been reached by the District and Los Gatos Elementary Teachers Association for the 2018-19 school year to the Governing Board for approval and action.

Attached to this agenda item is the Financial Disclosure Form for the Certificated Bargaining Agreement.

Rationale:


The agreement settles and closes negotiations for the 2018-19 school year.  The summary of the changes to the contract are attached to this item including the amended salary schedule. The District and the Los Gatos Elementary Teachers Association reached an agreement in the area of compensation, as well as contract language changes in Article 8 Class Size. 

Salary Schedule increase of 4.25% on the salary schedule this will be structured as follows:

  • 3.5% retroactive to July 1, 2018, including stipends indexed to the salary schedule  with an additional
  • 0.75% non retroactive, going forward
 
Recommended Motion:

An agreement has been reached by the District and Los Gatos Elementary Teachers Association for 2018-19 school year and is presented to the Governing Board for approval and action.

Financial Impact:

The financial impact to the budget is $328,114 for FY18-19.  Based on the projected budget for this year and the subsequent two years the District is able to meet its financial obligations.

G.1. Strategic Plan Timeline Overview (2019-2020)

Superintendent Paul Johnson will present an overview of strategic planning and timeline for the 2019-2020 school year.

Rationale:

Superintendent Paul Johnson will lead the district through a comprehensive strategic planning process during the 2019-2020 school year. This will include multiple input opportunities for stakeholders and professional analysis. The projected outcome will be a 5-year strategic plan that includes five year objectives, strategies for achievement, indicators of success, and a vision/mission statement. Action items will be determined annually to achieve the agreed upon objectives.

Superintendent Johnson will explain the rationale and process timeline to the governing board for discussion.

G.3. Prop 39 Energy Grants - Proposal for Energy Service Agreement
Quick Summary / Abstract:

Director of Maintenance and Operations Neal Lansing will present the proposed Prop. 39 Energy Service Agreement with Enlight Energy Efficient Lighting Inc. to the Governing Board for discussion.

Rationale:

In March of 2019 the California Energy Commission approved the Los Gatos Union School District amended Energy Expenditure Plan (EEP) to include interior lighting upgrades for Daves Avenue School, Blossom Hill School and Lexington School.

On March 20, 2019 four electrical contractors pre-qualified through Ecology Action were sent project scope packages and asked to submit a Request for Proposal with a deadline of April 10, 2019.

Two contractors submitted a proposal by the April 10, 2019 deadline. The low quote was selected and is presented to the Governing Board.

 
Recommended Motion:

The proposed Prop. 39 Energy Service Agreement with Enlight Energy Efficient Lighting Inc. is presented to the Governing Board for discussion.
