D.5. Disposal of Surplus Equipment
Quick Summary / Abstract:

The disposal of surplus equipment as of  June 11, 2019 is presented to the Governing Board for approval and action. It is the recommendation of Chief Business Official and the Superintendent that the Governing Board approve the surplus list as presented.

Rationale:

The Business Services Department requests the attached list of equipment to be declared as surplus. The equipment has been determined to be obsolete or broken. Our Administrative Regulations (AR 3270) states if the value of the property is insufficient to defray costs or arranging a sale, the property may be donated to a charitable organization deemed appropriate by the Board or may be disposed of by dumping (Education Code 17546). In order for us to dispose of the items, The Board of Trustees must first declare them surplus in accordance with education Code provisions.

The equipment list has been verified by Tim Landeck, Director of Technology, Assessment and Accountability on June 6, 2019.

Any/all revenue generated from the recycling of these items will be used to support Technology projects.

D.6. Personnel Report
Quick Summary / Abstract:
The personnel report as of June 11, 2019, includes an amended job description for Technology Assistant/Data Support to increase position to 12 months and an updated Classified salary schedule reflecting the same to be effective October 1, 2019, and is presented to the Governing Board for approval. Lauren Diez, Music Teacher (1.0FTE) at R.J. Fisher Middle School has submitted her resignation effective Thursday, June 6, 2019.

Reiko Walker, Special Education Teacher (.70 FTE) at Lexington Elementary has submitted her resignation effective Thursday, June 6, 2019.

CERTIFICATED RETIREMENT

Patricia Vaden, Fifth Grade Teacher (1.0 FTE) at Lexington Elementary has submitted her retirement effective Thursday, June 6, 2019.

D.7. School Site Plans for Student Achievement 2019-2020
Quick Summary / Abstract:

The Single Plans for Student Achievement for 2019-2020 for Blossom Hill Elementary, Daves Avenue Elementary, Lexington Elementary, Louise Van Meter Elementary and R.J. Fisher Middle School are presented to the Governing Board for approval and action. It is the recommendation of the Superintendent that the Governing Board approve the plans as presented.

Rationale:

The Single Plan for Student Achievement identifies and addresses the instructional needs of students and specifies how funds will be used to accomplish the goals outlined in the plan. The school principals have submitted goals and related actions/services to meet student achievement goals. The Single Plans for Student Achievement have been submitted as follows:

D.8. Financial Advisory Committee (FAC) Appointments
Quick Summary / Abstract:

A recommendation for Financial Advisory Committee (FAC) membership is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and the Superintendent that the Governing Board approve the appointments as presented.

Rationale:

The FAC is a Board appointed committee and is a working group operating under the direction of the Board of Trustees. The application process and the notice for applicants for the Daves Avenue Parent Representative position were posted on the LGUSD website, school website, in The Avenue, the Daves Avenue weekly newsletter, and in the school office.

Board liaisons to the FAC, John Kuntzmann and Daniel Snyder, interviewed the Daves Avenue Parent Representative applicants on May 29, 2019.  All other nominees are nominated by the organization they represent. Final approval of the FAC nominees is to be granted at the June 11, 2019 regular board meeting.

D.9. Consolidated Application for the 2019-2020 School Year
Quick Summary / Abstract:

The Consolidated Application for the 2019-2020 School Year is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and Superintendent that the Governing Board approve the Consolidated Application as presented.

Rationale:

The Consolidated Application is submitted to the California Department of Education to indicate the Los Gatos Union School District intends to participate in the 2019-2020 Consolidated Categorical Programs for which the District is eligible. The programs are as follows: 


Program Description 
Title II - Part A Title II funds support increased student achievement through professional development to improve the teacher quality and ensure teachers and administrators meet the No Child Left Behind requirements as highly qualified. 

Title III - Part A Title III provides resources to enable all Limited English Proficient students attain English proficiency, develop high levels of academic understanding, and meet the same state academic standards as all other students.
 
Recommended Motion:

It is recommendation of the Chief Business Official and Superintendent that the Governing Board approve the Consolidated Application for the 2019-2020 school year as presented.

Financial Impact:

The financial impact for the district is estimated to be $31,179 from the two federal programs listed in the consolidated application.

D.10. Quarterly Investment Report
Quick Summary / Abstract:

The Quarterly Investment Report as of March 2019 is presented to the Governing Board for approval and action. It is the recommendation of the Chief Business Official and the Superintendent that the Governing Board accept the Quarterly Investment Report as presented.

Rationale:

The California Department of Education recommends that school districts provide regular reports on how surplus funds are invested. Currently, the Los Gatos Union School District funds are on deposit with the County of Santa Clara and are included in the County Investment Portfolio. The Los Gatos Union School District Portfolio reflects cash balances as of  March 31, 2019 in the amount of  $14,452.78

E. STRATEGIC INITIATIVE #1: LEARNING
E.1. PUBLIC HEARING: Local Control Accountability Plan for 2019-2020
Quick Summary / Abstract:

The public hearing is an opportunity for the public to provide input to the Governing Board regarding the Local Control Accountability Plan for the 2019-2020 fiscal year. This is the final opportunity for the Board to provide input to the LCAP prior to approval at the June 13, 2019 Board meeting.

Rationale:

The LCAP and annual update template shall be used to provide details regarding Local Educational Agencies’ (LEAs) actions and expenditures to support pupil outcomes and overall performance pursuant to Education Code sections 52060, 52066, 47605, 47605.5, and 47606.5.

Districts are required to adopt the LCAP by July 1, 2019 and annually thereafter. In the interim years between adoptions, districts are required annually to update their LCAPs. Each year, districts must adopt (or update) their LCAPs prior to the adoption of their budget plans. Annual updates must review a school district’s progress towards meeting the goals set forth in its LCAP, assess the effectiveness of the specific actions taken toward achieving these goals, and describe any changes the district will make as a result of this review and assessment.

The school district also must specify the expenditures for the next fiscal year that will be used to support English Learners (EL), Low Income (LI), and foster youth students, as well as former EL reclassified as English proficient. The district must first hold at least one hearing to solicit recommendations and comments from the public regarding expenditures proposed in the plan. It then must adopt (or officially update) the LCAP at a subsequent hearing.

Quick Summary / Abstract:

Chief Business Official Terese McNamee will present the proposed LGUSD 2019-2020 budget to the Governing Board as required by Education Code before its submission to the California Department of Education. This is for discussion only. Action will be taken on June 13, 2019.

Rationale:

As required by Education Code the 2018-2019 Adopted Budget is presented to the Governing Board with a positive certification. The adopted budget assumes a 5.5% property tax growth based on the latest projections from the Santa Clara County Assessor.

A positive certification is assigned if the district will be able to meet its financial obligations for the current fiscal year and subsequent two fiscal years. A qualified certification will be assigned to any district that may not meet its financial obligations for the current fiscal year or two subsequent fiscal years. A negative certification will be assigned to any district that will be unable to meet its financial obligations for the remainder of the fiscal year or the subsequent fiscal year per Education Code Section 42131.

The District's budget maintains a positive certification for the next three years.
