The California Department of Education recommends that school districts provide regular reports on how surplus funds are invested. Currently, the Los Gatos Union School District funds are on deposit with the County of Santa Clara and are included in the County Investment Portfolio. The Los Gatos Union School District Portfolio reflects cash balances as of March 31, 2020 in the amount of $15,497,419. |

The interruption of the 2019-20 school year due to school closures relating to the COVID-19 pandemic delayed the regular Local Control Accountability Plan (LCAP) cycle. Arcia Dorosti (Director of Curriculum, Instruction, and Assessment for LGUSD) will be presenting the COVID-19 LCAP Operations Report detailing the district's response to the school closures. Districts are required to adopt the COVID-19 LCAP Operations Report by July 1, 20120. |

Chief Business Official Terese McNamee will present the proposed LGUSD 2020-2021 budget to the Governing Board as required by Education Code before its submission to the California Department of Education. Discussion and action will be taken on June 9, 2020. |
As required by Education Code the 2020-21 Adopted Budget is presented to the Governing Board with a positive certification. The adopted budget assumes a 5.5% property tax growth based on the latest projections from the Santa Clara County Assessor. A positive certification is assigned if the district will be able to meet its financial obligations for the current fiscal year and subsequent two fiscal years. A qualified certification will be assigned to any district that may not meet its financial obligations for the current fiscal year or two subsequent fiscal years. A negative certification will be assigned to any district that will be unable to meet its financial obligations for the remainder of the fiscal year or the subsequent fiscal year per Education Code Section 42131. The District's budget maintains a positive certification for the next three years.

The 2020-2025 LGUSD Strategic Plan was approved by the Governing Board on March 12, 2020. It represents a comprehensive effort to bring all stakeholders together to create a five year vision and direction for LGUSD. The vision describes where we want to be as a District in the year 2025. The 2020-2021 Action Plans represent the first year of implementation of the 2020-2025 Strategic Plan. The Action Plans have been adjusted slightly to align with the fiscal year 2020-21 projected budget. |

Attached to this agenda item is the Financial Disclosure Form for the Certificated Bargaining Agreement. |
The agreement settles and closes negotiations for the 2019-20 school year. The summary of the changes to the contract are attached to this item including the amended salary schedule. The District and the Los Gatos Elementary Teachers Association reached an agreement in the area of compensation.
Salary Schedule increase of 2% on the salary schedule as follows: - Salary Schedules, Appendix A shall be increased retroactively by 2% effective July 1, 2019 for all LGETA unit members actively employed by the District on June 4, 2020.
- Items indexed to the Salary Schedule, Appendix B, shall be increased retroactively by 2% effective July 1, 2019 for all LGETA members actively employed by the District on June 4, 2020.

The Board gave the Superintendent a satisfactory evaluation and the term of his Employment Agreement may be renewed and extended for the term of July 1, 2020 through June 30, 2024.

Los Gatos Union School District's curriculum materials for Science are currently out of date. The new materials will be aligned to the Next Generation Science Standards and California Common Core State Standards.

It is the recommendation of the Director of Curriculum, Instruction and Assessment, Assistant Superintendent and Superintendent that the Governing Board approve the Adoption of new curriculum materials for Science for grades 6-8, California Elevate Science.

The financial impact is approximately $250,000 with additional yearly costs for the replenishment of lab kits. The adoption will be for 8 years.

In preparation for the election of trustees on November 3, 2020, the District must provide the Registrar of Voters with documentation relative to the specifications of the election order. By adoption of Resolution #09-19-20, member of the Board of Trustees will determine the specifics for candidate statements, resolution of tie vote, and who pays for the statements. These declaration and instructions must be forwarded to the Registrar's Office prior to June 1, 2020. Candidate filing period is July 13, 2020 through August 7, 2020. Candidate packets will be available for distribution at the office of the Registrar of Voters located at 1555 Berger Drive in San Jose beginning July 13, 2020. |
