Jeffrey Kaefer, History Teacher (1.0 FTE) at R.J. Fisher Middle School has requested an unpaid leave of absence from March 3, 2021 through June 3, 2021.

Erin Scribner, First Grade Teacher at Louise Van Meter Elementary has requested an unpaid leave of absence from March 8, 2021 through April 16, 2021.

CERTIFICATED RESIGNATION

Tjeerd Alberda, Math Teacher (1.0 FTE) at R.J. Fisher Middle School has submitted his resignation effective June 3, 2021.

Erika Elvert, Science Teacher (1.0 FTE) at R.J. Fisher Middle School has submitted her resignation effective June 3, 2021.

D.1. LGUSD Voter Survey Summary

D.2. Second Interim Budget Report 2020-21
Quick Summary / Abstract:
Chief Business Official, Terese McNamee will present the Los Gatos Union School District Second Interim Budget Report for the 2020-2021 School Year to the Governing Board as required by Education Code before its submission to the California Department of Education. This is an action item.
Rationale:

The District is required to submit two reports to the Governing Board during each fiscal year. The first report (First Interim) shall cover the financial and budgetary status of the district for the period ending October 31, 2020. The second report (Second Interim) shall cover the period ending January 31, 2021. The District shall certify in writing within 45 days after the close of the period being reported whether or not the District is able to meet its financial obligations for the remainder of the fiscal year and, based on current forecasts, the subsequent two fiscal years.

A positive certification is assigned if the district will be able to meet its financial obligations for the current fiscal year and subsequent two fiscal years. A qualified certification will be assigned to any district that may not meet its financial obligations for the current fiscal year or two subsequent fiscal years. A negative certification will be assigned to any district that will be unable to meet its financial obligations for the remainder of the fiscal year or the subsequent fiscal year per Education Code Section 42131.

The Los Gatos Union School District will submit a Second Interim Report to the Santa Clara County Office of Education with a positive certification.


 
Recommended Motion:
It is the recommendation of the Chief Business Official and the Superintendent that the Governing Board approve the Los Gatos Union School District Second Interim Budget Report for the 2020-2021 School Year as presented.
Financial Impact:
The financial impact includes scenarios to evaluate the strategic planning initiatives.  The financial impact is discussed in the budget report.

D.3. Request for Proposal for Child Nutrition
Quick Summary / Abstract:

Chief Business Official Terese McNamee will present an evaluation of proposals for child nutrition to the Governing Board for approval and action.

Rationale:

The Child Nutrition Parent Advisory Committee has been working on providing an appealing and nutritionally sound program that is financially sustainable.  In particular the committee has been focused on improving the amount of healthy minimally processed ingredients in our meal program. 

The committee is currently reviewing two proposals for vended meal services and is seeking to make a recommendation on which provider is best able to meet the district standards.  The scoring criteria is attached. 

The Child Nutrition program has struggled due to declining enrollment and changing standards.  The Request for Proposals has allowed us to solicit providers to improve our meal quality and meet the priorities recommended by our parents and students.  The RFP process allows us to evaluate the various elements of our meal program and determine the best process to deliver high quality appealing meals at a sustainable cost. 
 
Recommended Motion:
Approve the selected vendor as presented at the Board Meeting for meal service.  The committee will finalize the contract over the next month and return for contract approval at the April Board Meeting. 
Financial Impact:
It is anticipated that the financial impact will initially be consistent with the District subsidizing the program approximately $200,000 per year.  Over time with increased participation this contribution is expected to decline to $0.

D.4. Board Policy 4119.24, 4219.24, 4319.24: Maintaining Appropriate Adult-Student Interactions Second Reading
Quick Summary / Abstract:
Board policies set guidelines and procedures for Governing Boards and school officials to follow and enforce. The California School Boards Association (CSBA) provides sample Board Policies to School Districts. A second reading of the proposed Board Policy is presented to the Governing Board for approval. 
Rationale:
The Board is responsible for overseeing the development of and adopting Board Policies (BP). Policies set direction and goals for the District and its schools, assign authority, and are the means by which educators are accountable to the public. This board policy will help further ensure student safety.
 
Recommended Motion:
A second reading of the attached Board Policy is presented to the Governing Board for approval. The policy reflects mandates per CSBA and was revised by District staff based on feedback from the first reading on February 25th.  Once adopted, CSBA will upload the policies to Gamut Online.

D.6. LGUSD Academic and Social Emotional Learning Update
Quick Summary / Abstract:
Arcia Dorosti will present an academic update for trimester 2 (grades TK-5) and quarter 2 (grades 6-8).  Mr. Dorosti will show grade distributions for the elementary schools as well as Fisher Middle School.  Misty Hartung will provide an update on social-emotional survey results.  
Rationale:
Monitoring academic and social-emotional progress of students is an essential school function.  This is of greater interest since schools have been closed for in-person instruction for most of the school year.

D.7. Summer School Program Update

Arcia Dorosti (Director of Curriculum, Instruction, and Assessment) will provide a brief update regarding summer school programs for LGUSD students.

The State of California will be providing additional funds to school districts to provide additional summer learning opportunities for students.
